Atmospheric weapon
Atmospheric weapons are based on the use of means of influencing the processes occurring in the gaseous shell of the Earth. It is subdivided into meteorological, climatic, ozone and magnetospheric.
The most studied and tested in practice are meteorological weapons, the use of which, in contrast to the climatic one, is much more local and short-term. The provocation of rainstorms, the formation of floods and inundation of territories to impede the movement of troops and heavy equipment, the dispersion of clouds in the bombing area to ensure aiming at point targets - these are the typical use of meteorological weapons. In order to disperse cloudiness, causing heavy rainfall and floods, it is enough to disperse about a hundred kilograms of silver iodide and lead iodide over an area of several thousand square kilometers. For a cumulus cloud in an unstable state - several kilograms of silver iodide.
Another area of meteorological weapons is changing the transparency of the atmosphere in the combat area. Bad weather often used for concealed concentration of forces or a sudden strike in another direction, unexpected for the enemy. For precision weapons, smoke, fog and precipitation are the main obstacles. An underestimation of the cloudiness level led to the fact that during Operation Desert Storm (Persian Gulf 1990-1991), the effectiveness of laser-directed bombs, instead of the expected 90%, was 41-60%. Instead of the principle of "one target - one bomb", 3-4 ammunition was used for one target. The transparency of the air is of particular importance in the case of the use of weapons of mass destruction: poor visibility is maintained. Thus, the spraying of fogging agents may become one of the defensive measures in the future.
The civilian use of meteorological weapons technologies is wide - from anti-hail service to the "dispersal" of clouds during Olympic Games and football matches.
Climatic weapons are designed to disrupt weather processes in the territory of the enemy country. Its application may result in a change temperature regime, the occurrence of hurricane winds, a change in precipitation and much, much more - over the past fifty years, various mechanisms have been developed to influence environment, and the effect of their application is complex.
The purpose of using climate weapons will be to reduce the enemy's agricultural production, deteriorate food supply to the population, disrupt economic programs and, as a result, political and economic changes can be achieved without unleashing a traditional war. Climatic weapons will become leading in the implementation of large-scale wars for fertile territories, which the futurists predict. In this case, the existence of the "golden billion" will be achieved due to the massive losses of the population of large regions.
The development of various means of influencing the climate was most intensive during the Cold War, and the strategy of using climate weapons against the USSR was very seriously considered by the United States in the 70s. The CIA report "Potential Implications of Trends in World Population, Food Production and Climate" of 1975 is indicative. The report said that artificial climate change in the USSR, China and a number of underdeveloped countries "will give the United States a degree of power that they have never had before." One of the features of climate weapons is that, all other things being equal, of the two countries that used it, the country with a lower climatic and soil potential loses, perhaps therefore, climate weapons were never used either against the USSR or against the United States.
The first proving ground Indochina became a climatic weapon. Then, during Operation Spinach during the Vietnam War, the United States tested a wide range of weapons that affect the environment. It is characteristic that this operation was multi-stage, clearly planned, carried out in the strictest secrecy, which has not been completely removed to this day. The first stage was characterized by massive use means of destruction of vegetation and damaging means of impact on animals and public health. At the second stage, the weather conditions changed - the US Air Force and the CIA, only according to official data, in the period 1963-1972 in Indochina conducted 2658 operations to initiate precipitation. At the third stage, the lithosphere and hydrosphere were changed, and large fires were initiated.
The technologies of climate weapons are diverse, but the main ones are the creation of chemoacoustic waves, a change in the ionic composition of the atmosphere, and the introduction of specific chemicals into the atmosphere and hydrosphere.
For example, a reduction in precipitation is achieved by the application to water surfaces of substances that inhibit evaporation and the formation of cumulus clouds. In this regard, the European part of Russia and Ukraine are very sensitive, since a quarter of the heat supplied here falls on a relatively small area in the northern part of the Atlantic Ocean. Impact on cloud formation in the area or dehydration can lead to prolonged drought.
Spraying in the upper atmosphere of substances that will absorb sunlight (and thereby cause a decrease in the temperature of the Earth's surface) or absorb the heat emitted by the Earth (and cause heating of the surface) will allow a global temperature change. A decrease in the average annual temperature by only 1 degree in the mid-latitude region will be catastrophic, since the bulk of the grain is produced here. A decrease of 4-5 degrees will lead to a gradual glaciation of the entire surface of the ocean, with the exception of the equatorial region, and the dryness of the atmosphere will be so significant that there can be no question of any cultivation of cereals in non-glacial areas. However, it is possible that in the future, lowering the temperature of the atmosphere using the scattering of chemical compounds will be used as a means of counteracting the greenhouse effect, such projects are being developed, although, of course, they cannot be a panacea.
Ozone weapons are a set of means that destroy the ozone layer over selected areas of the enemy's territory. Hard ultraviolet radiation from the sun with a wavelength of about 3 microns penetrates through the formed ozone holes. The first result of the impact of these weapons will be a decrease in the productivity of animals and agricultural plants. Later, the disturbance of processes in the ozonosphere will lead to a decrease in the average temperature and an increase in humidity, which is extremely dangerous for regions of critical agriculture. Complete destruction of the ozone layer is fatal to all living things.
Magnetospheric (ionospheric) weapons
Magnetosphere
The existence of the earth's magnetic field is due to sources located in the globe and near-earth space. Distinguish between the main (due to mechanical and electromagnetic processes in the outer layer of the Earth's core), anomalous (associated with magnetization rocks crust) and the external magnetic field of the earth (due to electric currents existing in near-Earth space and induced in the Earth's mantle). In radiation belts, particles under the influence of a magnetic field move along complex trajectories from the Northern Hemisphere to the Southern Hemisphere and back. The Van Allen Belts were discovered by the American satellite Explorer 1 in 1958. Initially, there were two Van Allen belts - the lower one, at an altitude of about 7 thousand km, the intensity of the movement of protons in which is 20 thousand particles with an energy of about 30 MeV per second per square centimeter, and the maximum for 1 MeV electrons is 100 million per second. per square centimeter; the outer belt is at an altitude of 51.5 thousand km., average energy its particles are of the order of 1 MeV. The particle flux density in the belts depends on solar activity and time of day.
The outer boundary of the magnetosphere and the upper boundary of the ionosphere, the regions of the atmosphere in which air ionization occurs under the influence of radiation, coincide. In addition, the ozone layer is part of the ionosphere. By acting on the ionosphere and magnetosphere, it is possible to cause defeat by manpower, disruption of radio communications, destruction of enemy equipment, change in the wind rose and catastrophic weather events.
History
In 1914, Nikola Tesla received a patent for "Apparatus for transmitting electrical energy"which journalists dubbed" death rays. "Tesla himself claimed that his invention could be used to destroy enemy aircraft. Nikola Tesla's invention was forgotten for exactly 80 years, until the construction of the HARP installation began in 1994.
Project "Argus" (1958) was carried out with the aim of studying the effect of high-altitude nuclear explosions on the transmission of radio signals and the geomagnetic field. Between August and September 1958, the United States Air Force fired three atomic bomb explosions 480 km over the South Atlantic Ocean, in the lower belt of Van Alen. Later, two more hydrogen bombs were detonated 160 km over Johnston Island in the Pacific Ocean. The result of the explosions was unexpected - a new (internal) radiation belt appeared, covering almost the entire Earth. Within the framework of the Argus project, it was planned to create a "telecommunications shield" to eliminate the influence of magnetic storms on telecommunications. This shield was supposed to be created in the ionosphere at an altitude of 3 thousand km and represent 350,000 million copper needles, each 2-4 cm in length (with a total weight of 16 kg), which form a belt 10 km thick and 40 km wide, the needles should have be located at a distance of 100 m from each other. This plan was sharply criticized by the International Union of Astronomers and was ultimately not implemented.
The Starfish Project (1962) changed the shape and intensity of the Van Alen Belt. Within the framework of this project, two explosions were carried out - one-kiloton at an altitude of 60 km and one-megaton - at an altitude of several hundred kilometers. The first explosion sounded on July 9, 1962, and on July 19, NASA announced that a new high-altitude belt was formed, extending from an altitude of 400 km to 1600 km, and it is a continuation (extension) of the lower Van Alen belt. This belt is much wider than the one created by Project Argus. A similar planetary experiment was carried out by the USSR in 1962, creating three new radiation belts between 7 and 13 thousand km above the surface. The electron flux in the lower Van Alen belt changed in 1962 and never returned to its original state.
"Solar Energy" - a project for satellite solar power plants was proposed to the US Congress in 1968. In geostationary orbit, at an altitude of 40 thousand km, it was proposed to place 60 satellites, which, using solar batteries (the size of Manhattan Island), would absorb solar radiation and transmit them using microwave beams to a ground receiving antenna. The project was absolutely fantastic and economically inexpedient, but it was a development of Tesla's ideas - the same wireless transmission of energy, and arrays of receiving antennas, the area of which was estimated to be about 145 square meters. km, and on the territory of which the residence of any people and animals was excluded, resemble the antenna fields of HARP and Sura, which will be discussed below. The satellite power plants were to be put into orbit over 30 years, the project cost ranged from $ 500 to 800 thousand (in 1968 dollars), and were supposed to provide 10% of the US energy needs. The cost of the project was 2 to 3 times more than the entire budget of the Ministry of Energy, and the design cost of electricity turned out to be close to the cost of the most traditional sources of energy.
The military role of satellite "power plants" began to be discussed only since 1978 (despite the fact that no one disputed the authorship of the Pentagon for this project). Satellite power plants were to be equipped with laser weapons and electron beam weapons designed to destroy enemy missiles. A microwave beam directed not at the antenna, but at the target, was supposed to cause the ignition of combustible materials. Guided microwave beams could provide warfare in any area, regardless of power supply. Satellite platforms were planned to be used to maintain communication with submarines and to create radio interference to the enemy.
In general, the military application of the Solar Energy project was seen by many as a universal weapon, among others - President Carter approved the project and gave it a go, despite numerous critical reviews. The project of satellite power plants was rejected by the US Congress - because of the exorbitant cost.
The new stage of experiments with the ionosphere in 1975 - 1981 began thanks to an unfortunate accident - due to malfunctions at an altitude of about 300 km, the Saturn-5 rocket burned out in 1975. The rocket explosion created an "ionospheric hole": over an area with a radius of a thousand kilometers, the number of electrons decreased by more than 60%, all telecommunications were interrupted over the Atlantic Ocean, and the atmosphere glowed at a wavelength of 6300A. The resulting phenomenon was caused by a reaction between the gases formed during the explosion and ionospheric oxygen ions.
In 1981, a space shuttle, flying over a network of five surface observatories, injected gases from its orbital maneuvering system into the atmosphere. Thus, ionospheric holes were initiated over Millston (Connecticut), Arecibo (Puerto Rico), Robertal (Quebec), Quilein (Marshall Islands) and Hobart (Tasmania).
The increased use of shuttle orbital maneuvering systems (COM) gases to disrupt local plasma concentrations began in 1985. So, the 47-second combustion of COM on July 29, 1985 created the largest and longest-lived ionospheric hole, and a 6-second discharge of about 830 kg of exhaust gases into the ionosphere at sunrise at an altitude of 68 km over Connecticut in August 1985 created the aurora borealis covering more than 400 thousand square meters. km.
From 1968 to the present day, 50 km from the city of Fairbanks, pcs. Alaska, the Poker Flat Research Center operates under contract with NASA. In 1994 alone, 250 rockets were launched here, stuffed with various chemical reagents, in order to "understand the chemical reactions in the atmosphere associated with global climate change." In 1980, Brian Wilans destroyed the Northern Lights during the Waterloo Project, causing it to stop temporarily. In February 1983, two Black Brunt-X rockets and two Nike Orion rockets were launched over Canada, which released barium at high altitudes and created artificial clouds. These clouds were observed as far as Los Alamos in New Mexico.
Poker Flat launched a series of rockets "to study space weather" (in other words, to influence the ionosphere), and to create glowing clouds. These clouds were visible from 2 to 20 July 1997. over a vast territory. Trimethylaluminum was transported to an altitude of 69 to 151 km and later dispersed in the upper atmosphere.
Chemoacoustic waves
In the upper atmosphere of the Earth, there are waves of large amplitude - on the order of tens and hundreds of kilometers, their interference forms a complex quasiperiodic structure, the spatial period of which can be much shorter. Presumably, they arise due to photodissociation reactions that "swing" acoustic-gravitational waves in the atmosphere. Thus, as a result of a reversible cycle of atomic oxygen formation, the atmosphere receives energy of the order of the energy of an ultraviolet quantum. This cycle provides heating of the atmosphere at altitudes of about 100 km.
In the 60s, nonequilibrium processes in plasma, it seemed, could provide a key to the implementation of controlled thermonuclear fusion, it turned out that sound, passing through a nonequilibrium medium, releases the energy contained in it. It soon became clear that it was practically impossible to conduct an experiment under laboratory conditions - an extremely high degree of deviation from the environment from equilibrium was required, in which the transition of a chemical reaction to an explosive mode was unacceptable. Certain layers of the earth's atmosphere ideally meet the conditions.
Chemoacoustic waves arise when sound in a gaseous medium reaches its maximum (nonlinear) amplification, and the nonequilibrium nature of the medium is provided directly by chemical reactions. The energy stored in natural chemoacoustic waves is enormous, at the same time it is quite easy to release it - with the help of chemical catalysts sprayed at a certain height. Another method is the excitation of internal gravity waves in the ionosphere by ground heating stands. It is logical, of course, to have in service both methods of influencing ionospheric instabilities - both radio heating stands and modules with chemical reagents launched with the help of rockets and stratospheric balloons.
Thus, the caused waves are transmitted to the underlying layers of the atmosphere, causing natural disasters - from hurricane winds to sharp local increases in air temperature.
Ground heating stands
A logical continuation of the US military research programs was the creation of the HARP (High-frequency Active Auroral Research Program (HAARP)) - a program for the study of high-frequency activity in the auroral region. In addition to HARP, there are six more similar ground-based stands in the world: in Tromso (Norway), in Jikamarka (Peru), "Sura" in Nizhny Novgorod and an installation in the city of Apatitu (Murmansk region) - in Russia; a radio antenna near Kharkov, and a radio antenna in Dushanbe (Tajikistan). Of these, only two, like HARP, transmitting - the stand in Tromso and "Sura", the rest are passive, and are intended mainly for radio astronomy research. The qualitative difference between HARP is its incredible power, which today is 1 GW (planned - 3.6 GW) and proximity to the North Magnetic Pole.
HARP
In 1974, a series of experiments in electromagnetic transmission were carried out in Plattsville (Colorado), Arecibo (Puerto Rico) and Armidale (Australia, New South Wales). And already in the 80s, Bernard J. Eastlund, an employee of Atlantic Richfield, received a patent "Method and device for changing the layers of the earth's atmosphere, ionosphere and / or magnetosphere". It is on this patent that the HARP program is based, created jointly by the Air Force and the US Navy in 1993. The antenna field and scientific base of the program are located near the city of Gakon in Alaska, and they entered into operation in 1998, however, the construction of the antenna array has not yet been completed.
The program is designed to "understand, simulate and control ionospheric processes that can affect communication and observation systems." The HARP system includes a beam of high-frequency radio energy of 3.6 GW (this power will be achieved upon completion of construction), directed into the ionosphere for:
Generation of extremely low frequency waves for communication with submarines
- Conducting geophysical tests, in order to identify and characterize natural ionospheric processes, further develop technology for monitoring and controlling them
- Creation of ionospheric lenses for focusing high-frequency energy, in order to study the triggering effects of ionospheric processes that can potentially be used by the Department of Defense
- Electronic amplification of infrared and other optical emissions that can be used to control radio waves for propaganda purposes.
- Generation of geomagnetic field of extended ionization and control of reflecting / absorbing radio waves
- The use of oblique heat rays to influence radio wave propagation, which borders on potential military applications of ionospheric technology.
All of these are officially declared goals. However, the idea of the HARP project arose back in the days of the "Star Wars", then it was planned to create a "lattice" of highly heated plasma (of which the ionosphere is composed) to destroy the missiles of the Soviet Union. And placement in Alaska is beneficial, since the shortest route to the United States lies through the North Pole. The creation of HARP coincided with Washington's statements about the need to "modernize" the 1972 ABM Treaty. "Modernization" ended with the unilateral withdrawal of the United States from the Treaty on December 13, 2001 and an increase in the allocations of the HARP program.
Another, not officially mentioned, sphere of HARP application is the amplification of acoustic-gravitational waves (it is no coincidence that the Poker Flat center is located nearby, from which a rocket with a catalyst "slowing down" the ionospheric wave and starting the process of "release" of energy can be launched).
The HARP antenna field is located at 62.39о N latitude. i, 145.15о W. d. and is a phased transmitter antenna designed to transmit radio signals at frequencies from 2.8 to 10 MHz. In the future, the antenna will occupy 33 acres (approximately 134,000 square meters) and will comprise 180 individual antennas (arranged in a rectangle of 12 by 15 antennas). Each design consists of two pairs of intersecting dipole antennas, one for the "lower" frequency range (2.8 to 8.3 MHz), the other for the "upper" (7 to 10 MHz).
Each antenna is fitted with a thermocouple, and the entire array is fenced "to prevent possible damage from large animals." In total, it is planned to install 30 complex transmitters (transmitters) on the antenna field, each of which will contain 6 pairs of 10 kW of smaller transmitters, and the total power of which will be 3.6 GW. The whole complex is supplied with electric energy by six generators of 2500 kW each. As the creators officially announced, the radio beam reaching the ionosphere will have a power of only 3 μW per square meter. cm.
Another heating stand - "EISCAT" in Troms (Norway) is also located in the subpolar region, but less powerful than the HARP and was created earlier.
"Surah"
The Sura heating stand was built in the late 70s and was put into operation in 1981. Initially, the Sura facility was financed by the Ministry of Defense, today the financing is carried out under the Federal Target Program “Integration” (project N 199/2001). The Radiophysical Research Institute (NIRFI) has developed a project for the creation of the SURA Shared Use Center (SURA Center for Collective Use) for joint research of the RAS institutes.
Scientific research areas are as follows:
Studies of turbulence at mesopause heights (75-90 km) and the relationship of this phenomenon with atmospheric processes.
Investigations of atmospheric parameters at heights of 55-120 km, as well as parameters and dynamics of the ionosphere at heights of 60-300 km by the method of resonant scattering on artificial periodic inhomogeneities.
Investigations of dynamic processes in the upper atmosphere, including convective motions of the neutral gas component and the influence of wave disturbances on atmospheric processes using an artificially induced controlled source of acoustic-gravity waves.
Investigation of the regularities of the generation of artificial turbulence and artificial electromagnetic radiation of ionospheric plasma in various ranges (HF, microwave, optical glow) when exposed to powerful radio waves; modeling natural processes excitation of turbulence and generation of electromagnetic radiation of the ionosphere during the invasion of streams of energetic particles into the Earth's atmosphere.
Observation of radio emission from long-range transionospheric propagation of radio waves in the decameter-decimeter range, development of methods and equipment for predicting and controlling radio wave propagation.
The Sura radio complex is located in Vasilsursk, Nizhny Novgorod Region (57 north latitude 46 east longitude). It is based on three shortwave radio transmitters PKV-250 with a frequency range of 4-25 MHz and a power of 250 kW each (total - 0.8 MW) and a three-section receiving and transmitting antenna PPADD measuring 300x300 sq. m, with a frequency band of 4.3-9.5 MHz and a gain of 26 dB at the center frequency.
The main difference between the HARP and Sura units is in capacity and location: the HARP is located in the area of the northern lights, the Sura is in the middle zone, the power of the HARP is already much higher than the power of the Sura, however, today both units are in operation and delivered to them the goals are identical: the study of the propagation of radio waves, the generation of acoustic-gravitational waves, the creation of ionospheric lenses.
The United States press accuses the Russians of using the Sura to trigger and change the trajectory of hurricanes, while Russian and Ukrainian officials are sending out warning letters that explicitly refer to the HARP as a geophysical weapon. Discussion of the danger posed by HARP for the Russian Federation did not take place in the Duma, although it was planned.
There are several international treaties limiting climatic and meteorological experiments of the participating countries, among them the most fully reflects the problem of the Convention on the Prohibition of Military or Other Hostile Impact on Nature (entered into force on October 5, 1978, the validity period is not limited). At the request of any party to the Convention (four States in total), an expert advisory committee may be convened to consider a questionable natural phenomenon or technical design.

Structure
The Haarp includes antennas, an incoherent radar with a 20 meter diameter antenna, laser locators, magnetometers, computers for signal processing and antenna field control. HAARP as a source of weapons?
Some academics and public figures and organizations express concern that HAARP can be used for destructive activities. For example, they claim that:

Defenders of the HAARP project put forward the following counterarguments:
* The amount of energy emitted by the complex is negligible compared to the energy received by the ionosphere from solar radiation and lightning discharges
* Disturbances in the ionosphere, introduced by the radiation of the complex, disappear rather quickly; experiments carried out at the Arecibo observatory showed that the return of a section of the ionosphere to its original state occurs in the same time during which it was heated.
* There is no serious scientific justification for such possibilities of using HAARP as the destruction of all types of weapons, power supply networks, pipelines, global manipulation of the weather, massive psychotropic effects, etc.
Similar research projects
The HAARP system is not unique. There are 2 stations in the USA - one in Puerto Rico (near the Arecibo Observatory), the second, known as HIPAS, in Alaska near Fairbanks. Both of these stations have active and passive instruments similar to HAARP.
Europe also has 2 world-class ionospheric research complexes, both located in Norway: the more powerful EISCAT (European Incoherent Scatter Radar site) radar is located near the city of Tromsø, the less powerful SPEAR (Space Plasma Exploration by Active Radar) on the Svalbard archipelago. The same complexes are located:

The Sura radio complex is located in Vasilsursk, Nizhny Novgorod Region (57 north latitude 46 east longitude). It is based on three shortwave radio transmitters PKV-250 with a frequency range of 4-25 MHz and a power of 250 kW each (total - 0.8 MW) and a three-section receiving and transmitting antenna PPADD measuring 300x300 sq. m, with a frequency band of 4.3-9.5 MHz and a gain of 26 dB at the center frequency.
The main difference between the HARP and Sura units is in capacity and location: the HARP is located in the area of the northern lights, the Sura is in the middle zone, the power of the HARP is already much higher than the power of the Sura, however, today both units are in operation and delivered to them the goals are identical: the study of the propagation of radio waves, the generation of acoustic-gravitational waves, the creation of ionospheric lenses.
The United States press accuses the Russians of using the Sura to trigger and change the trajectory of hurricanes, while Russian and Ukrainian officials are sending out warning letters that explicitly refer to the HARP as a geophysical weapon. Discussion of the danger posed by HARP for the Russian Federation did not take place in the Duma, although it was planned.
There are several international treaties limiting climatic and meteorological experiments of the participating countries, among them the most fully reflects the problem of the Convention on the Prohibition of Military or Other Hostile Impact on Nature (entered into force on October 5, 1978, the validity period is not limited). Structure
The Haarp includes antennas, an incoherent radar with a 20 meter diameter antenna, laser locators, magnetometers, computers for signal processing and antenna field control. The complex is being deployed and researched by the "Philips Laboratory" located at the US Air Force Base in Cartland, New Mexico. Similar research projects
The HAARP system is not unique. There are 2 stations in the USA - one in Puerto Rico (near the Arecibo Observatory), the second, known as HIPAS, in Alaska near the city of Fairbanks. Both of these stations have active and passive instruments similar to HAARP.
Europe also has 2 world-class ionospheric research complexes, both located in Norway: the more powerful EISCAT (European Incoherent Scatter Radar site) radar is located near the city of Tromsø, the less powerful SPEAR (Space Plasma Exploration by Active Radar) on the Svalbard archipelago. The same complexes are located:

Cold War apocalyptic scenarios involved the use of atmospheric nuclear weapons to fill the Earth's ionosphere with killer electrons, knocking out all satellites in low Earth orbit. This, in turn, would cause paralysis of the entire system of military communications, or at least colossal losses for the "national economy."
Of course, today is such a scenario doomsday it seems a little strange, but then it was taken seriously, and the response planned by the Americans was no less fantastic: directed radiation to the ionosphere by radio waves of a certain frequency to "knock out" these high-energy killer electrons into outer space. We would venture to suggest that it is unlikely that the American military managed to achieve its goal, if only because the complex was finally completed only in June 2007.
In fact, the HAARP project was conceived long ago, during the Cold War, when the submarines of the USSR and the United States periodically entered into mini-duels during combat duty in the World Ocean. While underwater, the submarines were unable to maintain constant contact with the command, and the US military commissioned the development of deep communication devices to scientists.
The number of free electrons - the degree of ionization of the atmosphere - becomes significant already at an altitude of 60 kilometers and steadily increases with distance from the Earth. After the idea of the possibility of communication with submarines through the reflection of radio waves by the Earth's ionosphere was experimentally confirmed, astrophysicist Dennis Papadopoulos of the Naval Research Laboratory in Washington, DC, took on the development of HAARP.

At the same time, the Pentagon was going to close one of its tracking stations in Alaska, and in the auroral zone - a place ideal for implementing a project to influence the ionosphere. Dr. Papadopoulos, who is now a scientific advisor to the University of Maryland, suggested building the complex there.
Despite the favorable location of the former military base, the fact that the then Governor of Alaska Ted Stevens was a very successful lobbyist and secured funding for the project in order to extend the life of the facility played an important role in the decision to build the complex.
And so, at a press conference dedicated to the beginning of the construction of the station (and it was in the distant 1990), the aforementioned governor suddenly announced that the installation would "take the energy" of the northern lights and use it for the benefit of humanity. Apparently, inspired by the success in raising funds, Stevens also felt like an astrophysicist.
Recall that at that time discussions about the American "Star Wars" program, SDI, were in full swing, and the voices of those who argued that HAARP was part of a missile defense system with fantastic capabilities sounded very weighty. In addition, many were embarrassed by the fact that it is planned to generate ultra-low-frequency radiation at the high-frequency installation.
Treble and bass at the same time? Another secret hidden from us by the military? You've probably noticed a certain contradiction: ultra-low-frequency radiation is generated in a high-frequency research facility. The fact is that high-frequency radiation, when interacting with the ionosphere at an altitude of about 100 kilometers, is capable of generating ultra-low-frequency waves already there: from 1 hertz to 20 kilohertz. All of this set the stage for fears, but a final touch was needed. A certain Bernard Eastlund, who worked as a consultant for one of the contractors on the construction of HAARP, proposed to the American military a number of developments that involved using the capabilities of the complex to create a defense shield by acting on the ionosphere and generating microwave radiation there that could destroy Soviet ballistic missiles.
The idea was jokingly nicknamed "the killer shield," and the military really got interested in it. Which is not surprising, I must say. But after the JASON research group, working in the interests of the US Department of Defense, assessed the project, it was rejected with the phrase "nonsense."
This is, in short, the history of rumors about the HAARP project. But the project is really unique. What is he really?
On the territory of the HAARP complex you can find: 360 radio transmitters with a total capacity of 3.6 megawatts; 180 twenty-meter transmitting antennas on an area of about 14 hectares; five generators with a total capacity of more than 16 megawatts (photo from haarp.alaska.edu).
The construction of the complex took 20 years and ended up costing $ 250 million. The fact is that the military did not have clear plans for its use, and, not yet being built, HAARP constantly changed its place of registration, moving from one military institution to another: it was subordinate to the Office of Naval Research (Office of Naval Research), the Air Force Research Laboratory and the Pentagon Research Agency (DARPA). Accordingly, its potential technical capabilities also changed, and, as they say, "in the process."
Although the facility is operated by the military, an official report from the main construction contractor, BAE Systems, states: “HAARP is a scientific project to study properties and phenomena in the ionosphere, the main task of which is to use such phenomena to improve communication and tracking systems, such as military and civilian needs. "
From the point of view of science, the project on "heating" the ionosphere makes it possible to study the interaction of ionized atmospheric gas (plasma) and electromagnetic waves. The radiation range of the installation is from 2.8 to 10 megahertz.
It is worth noting that, despite the "exceptional danger" of HAARP, which is being exaggerated in the press, there are similar projects in many countries, including Russia. The closest in terms of its capabilities is the European EISCAT complex, the radiation range of which is from 3.9 to 8 megahertz. Also, according to the journal Nature, a direct competitor American complex is a radar-antenna "group" at our Sura training ground near Nizhny Novgorod.

It turns out that the Americans are "hiding" from everyone the secret of Punchinel? Practically so, but not quite. The fact is that of all known installations of this kind, HAARP has the highest power, as well as the most sophisticated observational optics and diagnostic equipment, including a real observatory located on the territory of the complex. But its greatest gem is the electronically controlled phased-array radar.
Although scientific experiments on the equipment of the complex were carried out for several years, it was finally commissioned only last year. According to Paul Kossey, administrator of the HAARP program at the US Air Force Research Laboratory at Hanscom, at this stage the facility works for both military and scientific needs. Scientific research is usually carried out within two to three weeks, when the equipment is rented by a particular university.
At the same time, the military future of the project may generally be in jeopardy. According to Dr. Papadopoulos, the military no longer needs to transmit low-frequency signals to submarines, at least with the equipment installed at this facility. In this regard, it is too early to assess its research potential and prospects for its use.

So now there is a search for opportunities to use truly first-class equipment installed at the HAARP site. Supporters of the development of the project on the part of the military suggested using its transmitters "for national security purposes" to scan the underground structures of a potential enemy, but such applications were subsequently evaluated by scientists with skepticism.
Most likely, its high cost plays an important role in the desire to find a new use for the complex. And it is really impressive, especially if you compare it with the "price tag" on the EISCAT project, the construction of which cost $ 24 million, that is, ten times less.
One of the most notable achievements recently - the artificial aurora obtained at the HAARP "power". According to the journal Nature, for the first time such an experiment was carried out just at EISCAT, but a series of further studies using the unique equipment of the American complex will make it possible to better understand the intricacies of the mechanism of this amazing phenomenon.
Also among a number of well-known experiments can be mentioned the recent sending of a radio signal to the moon and receiving a response. But this event, even according to the scientists themselves, was held rather as a performance for radio amateurs than in the interests of the scientific community.
Nevertheless, scientists are optimistic about the future. There are plans to develop mechanisms for influencing the ionosphere to protect communication systems and satellites from charged cosmic particles ("multiplying" during solar activity) or all the same high-altitude nuclear explosions using directed radio emission, which causes so-called whistling waves in the magnetosphere.
When particles collide solar wind with upper atmosphere there is ionization and excitation of atoms and molecules of gases included in its composition. Radiation of excited atoms is observed as aurora. So, scientists are looking for a way to quickly "calm down" the ionosphere to eliminate interference in communication. According to the journal Nature, a completely new complex is still needed to create a protection system against cosmic particles or the consequences of atmospheric nuclear detonations, and no one knows whether this will work or not in principle.
However, research is underway: several experiments have been carried out, including the One Hop project of Stanford University, but they have not yet yielded concrete results.

In conclusion, it can be noted that although the development of the HAARP program was not so cloudless, in the opinion of many scientists who conduct their research there, the project as a whole turned out to be successful. According to Dr. Papadopoulos, the object from the very beginning had no clear specifics and was not "sharpened" for fundamental scientific research, so the results that were obtained are a real success.
Apparently, as the project develops further, rumors about the "death rays" and their effects on the brain will fragmentarily evaporate in the spirit of the Cheshire Cat, leaving us only a smile and giving us grounds for discussing new, no less fantastic military experiments.
