The participants in that conference were divided: some admitted the existence and development of climate weapons, others completely denied. Apparently, the authors of the TV show you mentioned were trying to strike a balance between these two polar points of view.
So what are climate weapons? Where did it come from?
Speaking about the origins of the creation of climate weapons, it is necessary to recall the brilliant scientist Nikola Tesla. He was a versatile, large-scale and deep scientist who was ahead of his time by a whole century. He came up with ideas for new physical principles of influence on the ionosphere, the area of near-earth space above 50 kilometers from the Earth's surface. Tesla drew attention to the fact that if you artificially influence the ionosphere, you can also influence the climate, that is, the lower layers of the atmosphere. It's like a theoretical postulate. He also owns ideas for wireless power transmission.
But Nikola Tesla was not only a theoretician, but also a practitioner. He performed many "miracles": obtaining a persistent artificial ball lightning, lighting the night sky in the ocean for a thousand kilometers and many others. And shortly before his death in 1943, he declared that he was able to light the sky. By the way, back in 1974, the UN General Assembly banned the use of environmental weapons. Environmental weapons are the same climate weapons. Thus, at the world level, the facts of the development of climate weapons were confirmed.

On the level of assumptions, some analysts suggest that the earthquake was created by the United States artificially in order to eliminate an economic competitor.

At the same time, a network of radar stations was created in Cuba and Vietnam, interesting data were obtained, including on the structure of the typhoon, which made it possible to start modeling various methods of influence. Theoretical work was carried out to study the possibility of influencing the cyclones of temperate latitudes and the weather in the region.
But in the early 90s. work on active influence on the weather in Russia practically ceased to be funded and was curtailed. So today we have nothing to brag about. The "eye" of the typhoon no longer interests us.

From archival materials, it follows that both the United States (which became a pioneer in this area) and the USSR had secret military programs with the aim of managing the climate on a global scale. One scientist reportedly even boasted that "by 2025 the United States will be the master of the weather."
Later, the UN signed the Convention on the Prohibition of "Environmental War" However, according to some experts, covert work on the creation of "absolute" weapons of mass destruction continues.
According to skeptics, such claims are just crazy "conspiracy theories" and ready-made plots for James Bond films, but there is growing evidence that this "science fiction" is gradually turning into reality.

Deployed in Gokoma, Alaska, this weapon system emits powerful radio waves into the upper atmosphere, causing weather anomalies. According to some experts, the system is already operational; others believe that it will enter service no earlier than 20 years from now.
Michel Chossudovsky, professor of economics at the University of Ottawa, Canada, who studies official military documents on the HAARP program, has no doubt that this weapon is ready for action..
“There are unambiguous statements from the US Air Force that the technology for climate change has already been developed. HAARP will be fully operational next year and can be used in real combat, "he says.

Samoa and Johnston are the so-called magnetically conjugated regions, connected by one line of the geomagnetic field. Charged particles generated by a nuclear explosion rushed along the magnetic line to the opposite hemisphere and burned a hole in the Earth's ionosphere.
The next nuclear tests - Argus (three explosions at an altitude of 480 km in the South Atlantic) and Starfish included extensive satellite and geophysical measurements, which made it possible to understand a lot. It turned out that nuclear explosions most actively affect climatic processes.
In 1963, in the midst of the Cold War, the United States, the USSR and England surprisingly quickly signed the Moscow Treaty Banning Nuclear Testing in Three Environments. The officially stated reason was a sharp increase in radioactive pollution of the atmosphere.
However, perhaps a more important reason was the climatic consequences of the record-breaking power of thermonuclear tests. It is known that in five years, from July 1958 to January 1963, the average temperature of the atmosphere over the northern hemisphere dropped by about 0.6 degrees.
The direct result of the "small thermonuclear winter" was a noticeable increase in the area of snow and ice cover. The very same model of "nuclear winter" became public only in the 1980s. The closest technical analogue of HAARP was the Krasnoyarsk radar station, which was destroyed during the restructuring at the insistence of the American side. This scientist has developed methods of transmitting electrical energy through the natural environment at any distance. Thorough refinement of this method led to the theoretical substantiation of the so-called "death ray", with the help of which electricity can be sent in any quantity over any distance.
In other words, the foundations of a fundamentally new weapon system were developed, transmitting energy in the atmosphere or through the earth's surface with focusing it in the desired area of the globe. From theory to technical implementation - the path is long and thorny.

So, history repeats itself: the United States possesses superweapons and can, therefore, dictate its will to the whole world, waving its hand at the UN, as a relic of a bygone era. Americanism now affects, first of all, the consciousness of people in the territories that have fallen into the sphere of vital interests of the United States.
This is the reason for many man-made disasters, and panic in the enemy armies, as well as the sudden loss of skills in controlling military equipment by individual military personnel. It is certainly possible that the additional energy beams emitted by the HAARP program will not only disturb but actually destroy this sensitive system and the protective ozone layer. Of course, various military groups and their scientists refuse to acknowledge this danger, as they cheerfully assume that nothing is going to happen.
So they are continuing this project despite warnings and by 2003 there will be 180 antennas [installed] that will trigger this madness. Currently being tested using approximately 60 assembled antennas. At the foot of the Alaska mountains, a forest of antennas is being built as a testing ground for radio warfare. This is how it should work:
Above the ozone layer is the fragile ionosphere, a gaseous layer rich in electrical particles called ions. Scientists intend to heat this ionosphere using powerful HAARP antennas so that a beam of high-frequency radio waves can be released into specific regions of the ionosphere.
In turn, this will create artificial ion clouds that can function like optical lenses. These lenses will be used to reflect low frequency waves.
These vibrations can be used, for example, to detect the presence of an aircraft, but they are also useful for embarrassing and deadly purposes: they can be directed to other regions of the Earth's surface, depending on the angle at which radio frequencies are reflected from the ionic lenses.
The US government is trying to reassure everyone by arguing that HAARP is a purely scientific experiment, but in fact HAARP is a disguise for a giant beam weapon project. These antennas serve as a gigantic, new advantage for the military elite, while they pose a potential threat to the entire planet and to all its life forms.
The mandatory environmental impact study of the HAARP project warns of the possibility of changes in the ionosphere, which, among other effects, could affect the ozone layer. Interestingly enough, this study was not done by the US Environmental Protection Agency (EPA), but by the US Air Force and Navy. It should come as no surprise that the US military actually intends to bombard the ozone layer and the ionosphere with these beam weapons.
HAARP technology can unleash a force that, even remotely, cannot be opposed. Until now, all nuclear attack scenarios have involved the presence of multiple explosive devices that generate strong electromagnetic pulses (EMPs) that detonate at high altitudes. Using HAARP as a weapon, the same result can be achieved even without nuclear power.
However, HAARP can do a lot more because it can penetrate deep into the earth, where, for example, oil reserves or the previously mentioned secret bunkers can be located. The fact that certain types of radiation are not only dangerous but actually deadly to humans, plants and animals is simply accepted without question.
Despite the fact that HAARP can be used as a super-radar device and, at the same time, as a destructive device against an aircraft, there is no excuse for endangering the lives of all people, animals and plants, and in general the entire existence of the planet. This fact seems irrelevant to the military elite, the officials of large corporations, and the people of power in the US Government.
In contrast, these groups seem to be satisfied that they are not violating nuclear test cessation agreements (which are ongoing anyway), missile defense systems, or disarmament.
Moreover, they are satisfied that their criminal attempts have escaped worldwide attention to this day, since their activities were contained almost in complete secret and due to the fact that the general public simply does not pay attention to this situation.
Beam guns and microwave wars are almost a reality, a person cannot afford to lose the ozone layer or any other layer that surrounds the planet, to lose his own life and the life of flora and fauna. Humanity cannot afford to plunge into the atmosphere the rays of gigawatt devices that squeeze out the layers of the atmosphere surrounding the Earth, intervene and even destroy their harmony.
At a minimum, these wounds inflicted on these layers as a result of this madness will never be healed and endanger earthly life, perhaps forever. Without consulting any other human inhabitants of this planet, their military is tearing dangerous holes in the fragile ionosphere and thus threatening all life on Earth.
These powerful people take it upon themselves to make these tough decisions without caring for anyone other than their hideous power frenzy and megalomania.
Indeed, the ionosphere will be damaged and partially dissolved by the HAARP program, thus allowing dangerous cosmic radiation to penetrate the Earth's atmosphere unhindered. At least this proves that HAARP is an irresponsible project.
Such madness can be seen in the annals human history, but this, according to established practice, is hidden from people. In 1958, for example, three atomic bombs were detonated in the atmosphere to influence the weather.
In the two years following this blunt action, a series of climatic disasters resulted. Three hundred and fifty thousand copper needles, each approximately 1–2 cm long, were fired into the ionosphere in 1961. The result was that the Earth avenged itself with an earthquake in Alaska, which was measured at 8.5 on the Richter scale, while Chile is large part of the coast has slipped into the ocean.
In 1963, the US and Soviet military detonated three hundred-megaton atomic bombs in the stratosphere and carved giant holes in the ozone layer. These are just some of the many criminal atrocities committed against Humanity by officials of the US and former USSR Governments.
In truth, several dozen such crimes can be attributed to Americans, Frenchmen, Russians, Frenchmen, Israelis, Chinese and others who pursue similar malicious goals.
What HAARP can penetrate is much worse than anyone has ever seen. The threat comes from its position, 320 km (200 mi) northeast of Anchorage (Anchorage). In this loneliness of northern Alaska, a forest of antennas is being built, which will consist of 360 towers, 24 meters (72 feet) high, with which the military will fire beams of high frequency beams into the ionosphere.
Experimentally, this has been happening for some time now with the result that the number of hurricane-related disasters, earthquakes and volcanic eruptions has increased. The purpose of these experiments is to warm up and partially remove the protective layer that surrounds our planet.
At the same time, giant "lenses" are burned in the ionosphere with the intention of reflecting the radiated waves to the Earth. Bernard Jestlund, an irresponsible student of Nikola Tesla (1856-1943), prepared the scientific basis for HAARP. He patented his work in 1985 under the threatening title: "The method and mechanism for changing the region of the atmosphere, ionosphere and / or magnetosphere of the Earth."
This project turned into a global vandalism due to the fact that an immense amount of energy with a gigawatt of power was thrown into the outer spheres of the Earth. The impact in the present and the future results of the impact on this planet and all life forms, human, animal and plant, cannot be assessed in any way.
A few years after its invention, Jestlund lost control of his patent when faced with financial problems.

He argued about side effects, both desirable and undesirable, including climatic disasters around the world or at least in some regions, and unlimited lethal radiation from which there is no protection.
The choice of sites for these riots will rest in the hands of irresponsible military and government officials and others. There is also an extraneous effect of lethal radiation passing to the surface of the Earth, from which there is no protection.
THE DARK FACE OF BURNING PLASMA
Plasma weapons (HAARP) in the 1990s became in the United States one of the key links in the development of the National Missile Defense (NMD) project.
Its action consists in the fact that 180 phased antennas located on 15 hectares of terrain (for example, in the state of Alaska) focus a high-energy microwave electromagnetic pulse in the ionosphere, resulting in the birth of a plasmoid (a localized region of highly ionized gas), or ball lightning, which can be controlled by moving the focus of the antennas using a coherent laser beam.
A plasmoid moving in the atmosphere leaves behind a trail of heated air with reduced pressure - an insurmountable obstacle for aircraft. The plane literally falls into the mouth of a tornado and is destroyed.
In the course of experiments with artificial ball lightning, it was found that the energy spent on creating a plasmoid is ten times less than the energy that is released in the form of heat when it is destroyed.
To explain this, the concept of free energy or the energy of the physical vacuum is used, which manifests itself in plasma due to the separation of quanta of the electromagnetic field in super-strong fields into electrons and positrons.
Thus, through the plasmoid, access to unexplored high-energy layers of matter opens up. The concept of free energy was developed back in late XIX century N. Tesla, a brilliant author of a three-phase generator, without which the modern technosphere is inconceivable.
In Colorado Springs, he installed a powerful transformer that sent a man-made lightning of at least 10 kW over a distance of 30 miles. In the 70s of the XX century, a similar installation was created at one of the US Air Force bases.
The lightning it generated was used to test the stability of aircraft in thunderstorm conditions. Later, as part of the Star Wars program, American scientists worked on the creation of a "plasma cannon" with which it was planned to disperse the orbital grouping of a potential enemy.
The USSR also had certain groundwork on this topic. Trying to demonstrate their goodwill, Gorbachev in the late 1980s and Yeltsin in 1993 approached the Americans with an initiative to jointly use systems to create plasmoids in the path of attacking missiles. The Americans brushed it off, making their program classified.
They withdrew from the ABM Treaty and with paranoid persistence are demonstrating to the world community the failed tests of their interceptor missiles. An entire defense industry has been singled out under this theme, under the direction of the Office of Advanced Study of the United States Department of Defense, with the participation of the Department of Energy laboratory. Geophysical weapons are based on the use of means of influence for military purposes on the processes occurring in the solid, liquid and gaseous shells of the Earth.
Using the unstable states of these shells, with the help of a small push, catastrophic effects of the enormous destructive forces of nature are caused. Geophysical weapons include means capable of stimulating earthquakes, the emergence of huge waves such as tsunamis, changes in the thermal regime or the destruction of the ozone layer over certain regions of the planet.

Climatic weapons are capable of influencing the processes of weather formation, reducing agricultural production and thereby influencing the development of the economic and political situation in the country of influence.
Ozone weapons are a set of means for destroying the ozone layer over the enemy's territory and for penetrating the hard ultraviolet radiation of the Sun to the Earth's surface, which has a detrimental effect on the cells of living organisms and plant yield, causing skin burns, contributes to a sharp increase in diseases, and disrupts the heat balance of the affected area.
The impossibility of control over the use of geophysical weapons makes it dangerous not only for the country directly targeted, but for the whole world. Even a trial use of "HARP" can cause a "trigger" effect with irreversible consequences for the entire planet: earthquakes, rotation of the earth's magnetic axis and a sharp cooling comparable to the Ice Age.

Atmospheric weapons are based on the use of means of influencing the processes occurring in the gaseous shell of the Earth. It is subdivided into meteorological, climatic, ozone and magnetospheric.
The most studied and tested in practice are meteorological weapons, the use of which, in contrast to the climatic one, is much more local and short-term. The provocation of rainstorms, the formation of floods and inundation of territories to impede the movement of troops and heavy equipment, the dispersion of clouds in the bombing area to ensure aiming at point targets - these are the typical use of meteorological weapons. In order to disperse cloudiness, causing heavy rainfall and floods, it is enough to disperse about a hundred kilograms of silver iodide and lead iodide over an area of several thousand square kilometers. For a cumulus cloud in an unstable state - several kilograms of silver iodide.
Another area of meteorological weapons is changing the transparency of the atmosphere in the combat area. Climatic weapons are designed to break weather processes on the territory of the enemy country. The result of its application can be a change in the temperature regime, the occurrence of hurricane winds, a change in the amount of precipitation and much, much more - over the past fifty years, various mechanisms of impact on the environment have been developed, and the effect of their application is complex.
The purpose of using climate weapons will be to reduce the enemy's agricultural production, deteriorate food supply to the population, disrupt economic programs and, as a result, political and economic changes can be achieved without unleashing a traditional war. Climatic weapons will become leading in the implementation of large-scale wars for fertile territories, which the futurists predict. The development of various means of influencing the climate was most intense during the Cold War, and the strategy of using climate weapons against the USSR was very seriously considered by the United States in the 70s. Ozone weapons are a set of means that destroy the ozone layer over selected areas of the enemy's territory. Hard ultraviolet radiation from the sun with a wavelength of about 3 microns penetrates through the formed ozone holes. The first result of the impact of these weapons will be a decrease in the productivity of animals and agricultural plants. Later, the disturbance of processes in the ozonosphere will lead to a decrease in the average temperature and an increase in humidity, which is extremely dangerous for regions of critical agriculture. Complete destruction of the ozone layer is fatal to all living things.

The existence of the earth's magnetic field is due to sources located in the globe and near-earth space. The outer boundary of the magnetosphere and the upper boundary of the ionosphere, the regions of the atmosphere in which air ionization occurs under the influence of radiation, coincide. History
In 1914, Nikola Tesla received a patent for the "Apparatus for the transmission of electrical energy", which journalists dubbed "the rays of death". Tesla himself claimed that his invention could be used to destroy enemy aircraft. The Argus project (1958) was carried out in order to study the influence of high-altitude nuclear explosions for the transmission of radio signals and the geomagnetic field. This plan was heavily criticized. The International Union Astronomers and in the end was not carried out.
The Starfish Project (1962) changed the shape and intensity of the Van Alen Belt. Within the framework of this project, two explosions were carried out - one-kiloton at an altitude of 60 km and one-megaton - at an altitude of several hundred kilometers. The first explosion sounded on July 9, 1962, and on July 19, NASA announced that a new high-altitude belt had formed, extending from an altitude of 400 km to 1600 km, and it was a continuation (extension) of the lower Van Alen belt. A similar planetary experiment was carried out by the USSR in 1962, creating three new radiation belts between 7 and 13 thousand km above the surface. "Solar Energy" - a project for satellite solar power plants was proposed to the US Congress in 1968. In geostationary orbit, at an altitude of 40 thousand km, it was proposed to place 60 satellites, which were supposed to, using solar panels (the size of Manhattan Island), absorb solar radiation and transmit using microwave beams to a ground receiving antenna. The military role of satellite "power plants" began to be discussed only since 1978 (despite the fact that no one disputed the authorship of the Pentagon for this project). A new stage of experiments with the ionosphere in 1975 - 1981 began thanks to an unfortunate accident - due to malfunctions at an altitude of about 300 km, the Saturn-5 rocket burned out in 1975. The explosion of the rocket created an "ionospheric hole": over an area with a radius of a thousand kilometers, the number of electrons decreased by more than 60%, all telecommunications were interrupted over the Atlantic Ocean, and the atmosphere glowed at a wavelength of 6300A. The resulting phenomenon was caused by a reaction between the gases formed during the explosion and ionospheric oxygen ions.
In 1981, a space shuttle, flying over a network of five surface observatories, injected gases from its orbital maneuvering system into the atmosphere. Thus, ionospheric holes were initiated over Millston (Connecticut), Arecibo (Puerto Rico), Robertal (Quebec), Quilein (Marshall Islands) and Hobart (Tasmania).
The increased use of shuttle orbital maneuvering systems (COM) gases to disrupt local plasma concentrations began in 1985. Poker Flat launched a series of rockets "to study space weather" (in other words, to influence the ionosphere), and to create glowing clouds. These clouds were visible from 2 to 20 July 1997. over a vast territory. Trimethylaluminum was transported to an altitude of 69 to 151 km and later dispersed in the upper atmosphere.
Chemoacoustic waves
In the upper atmosphere of the Earth, there are waves of large amplitude - on the order of tens and hundreds of kilometers, their interference forms a complex quasi-periodic structure, the spatial period of which can be much shorter. Presumably, they arise due to photodissociation reactions that "swing" acoustic-gravitational waves in the atmosphere. Thus, as a result of a reversible cycle of atomic oxygen formation, the atmosphere receives energy of the order of the energy of an ultraviolet quantum. This cycle provides heating of the atmosphere at altitudes of about 100 km.
In the 60s, nonequilibrium processes in plasma, it seemed, could provide a key to the implementation of a controlled thermonuclear fusion, it turned out that sound, passing through a nonequilibrium medium, releases the energy contained in it. It soon became clear that it was practically impossible to conduct an experiment under laboratory conditions - an extremely high degree of deviation from the environment from equilibrium was required, in which the transition of a chemical reaction to an explosive regime was unacceptable. Certain layers of the earth's atmosphere ideally meet the conditions.
Chemoacoustic waves arise when sound in a gaseous medium reaches its maximum (nonlinear) amplification, and the nonequilibrium nature of the medium is provided directly by chemical reactions. The energy stored in natural chemoacoustic waves is enormous, at the same time it is quite easy to release it - with the help of chemical catalysts sprayed at a certain height. Another method is the excitation of internal gravitational waves in the ionosphere by ground heating stands. It is logical, of course, to have in service both methods of influencing ionospheric instabilities - both radio heating stands and modules with chemical reagents launched with the help of rockets and stratospheric balloons.
Thus, the caused waves are transmitted to the underlying layers of the atmosphere, causing natural disasters - from hurricane winds to sharp local increases in air temperature.
Ground heating stands
A logical continuation of the US military research programs was the creation of the HARP (High-frequency Active Auroral Research Program (HAARP)) - a program for the study of high-frequency activity in the auroral region. In addition to HARP, there are six more similar ground stands in the world: in Tromso (Norway), in Jikamarka (Peru), "Sura" in Nizhny Novgorod and installation in the city of Apatitu ( Murmansk region) - in Russia; a radio antenna near Kharkov, and a radio antenna in Dushanbe (Tajikistan). Of these, only two, like HARP, transmitting - the stand in Tromso and "Sura", the rest are passive, and are intended mainly for radio astronomy research. The qualitative difference between HARP is its incredible power, which today is 1 GW (planned - 3.6 GW) and proximity to the North Magnetic Pole.
HARP
In 1974, a number of experiments in electromagnetic transmission were carried out in Plattsville (Colorado), Arecibo (Puerto Rico) and Armidale (Australia, New South Wales). And already in the 80s, an employee of the Atlantic Richfield company, Bernard J. Eastlund, received a patent "Method and device for changing the layers of the earth's atmosphere, ionosphere and / or magnetosphere". It is on this patent that the HARP program is based, created jointly by the US Air Force and the US Navy in 1993. The antenna field and scientific base of the program are located near the city of Gakon in Alaska, and they entered into operation in 1998, however, the construction of the antenna array has not yet been completed.
The program is designed to "understand, simulate and control ionospheric processes that can affect communication and observation systems." The HARP system includes a beam of high-frequency radio energy of 3.6 GW (this power will be achieved upon completion of construction), directed into the ionosphere for:
Generation of extremely low frequency waves for communication with submarines
- Conducting geophysical tests, in order to identify and characterize natural ionospheric processes, further develop technology for monitoring and controlling them

- Electronic amplification of infrared and other optical emissions that can be used to control radio waves for propaganda purposes.

- The use of oblique heat rays to influence radio wave propagation, which borders on potential military applications of ionospheric technology.
All of these are officially declared goals. However, the idea of the HARP project arose back in the days of the "Star Wars", then it was planned to create a "lattice" of highly heated plasma (of which the ionosphere is composed) to destroy the missiles of the Soviet Union. And placement in Alaska is beneficial, since the shortest route to the United States lies through the North Pole. The creation of HARP coincided with Washington's statements about the need to "modernize" the 1972 ABM Treaty. Another, not officially mentioned, sphere of HARP application is the amplification of acoustic-gravitational waves (it is no coincidence that the Poker Flat center is located nearby, from which a rocket with a catalyst "slowing down" the ionospheric wave and starting the process of "release" of energy can be launched).
The HARP antenna field is located at coordinates 62.39о N. i, 145.15о W. d. and is a phased transmitter antenna designed to transmit radio signals at frequencies from 2.8 to 10 MHz. In the future, the antenna will occupy 33 acres (approximately 134,000 square meters) and will comprise 180 individual antennas (arranged in a rectangle of 12 by 15 antennas). Each design consists of two pairs of crossing dipole antennas, one for the "lower" frequency range (2.8 to 8.3 MHz), the other for the "upper" (7 to 10 MHz).
Each antenna is fitted with a thermocouple, and the entire array is fenced "to prevent possible damage from large animals." In total, it is planned to install 30 complex transmitters (transmitters) on the antenna field, each of which will contain 6 pairs of 10 kW of smaller transmitters, and the total power of which will be 3.6 GW. The whole complex is supplied with electric energy by six generators of 2500 kW each. As the creators officially announced, the radio beam reaching the ionosphere will have a power of only 3 μW per square meter. cm.
Another heating stand - "EISCAT" in Troms (Norway) is also located in the subpolar region, but less powerful than HARP and was created earlier.
"Surah"
The Sura heating stand was built in the late 70s and was put into operation in 1981. Initially, the Sura facility was financed by the Ministry of Defense, today the financing is carried out under the Federal Target Program “Integration” (project N 199/2001). The Sura radio complex is located in Vasilsursk, Nizhny Novgorod Region (57 north latitude 46 east longitude). It is based on three shortwave radio transmitters PKV-250 with a frequency range of 4-25 MHz and a power of 250 kW each (total - 0.8 MW) and a three-section receiving and transmitting antenna PPADD measuring 300x300 sq. m, with a frequency band of 4.3-9.5 MHz and a gain of 26 dB at the center frequency.
The main difference between the HARP and Sura units is in capacity and location: the HARP is located in the area of the northern lights, the Sura is in the middle zone, the power of the HARP is already much higher than the power of the Sura, however, today both units are in operation and delivered to them the goals are identical: the study of the propagation of radio waves, the generation of acoustic-gravitational waves, the creation of ionospheric lenses.
The United States press accuses the Russians of using the Sura to trigger and change the trajectory of hurricanes, while Russian and Ukrainian officials are sending out warning letters that explicitly refer to the HARP as a geophysical weapon. Discussion of the danger posed by HARP for the Russian Federation did not take place in the Duma, although it was planned.
There are several international treaties limiting climatic and meteorological experiments of the participating countries, among them the most fully reflects the problem of the Convention on the Prohibition of Military or Other Hostile Impact on Nature (entered into force on October 5, 1978, the validity period is not limited).
