The position of senior educator was formed gradually, starting in the 60s of the twentieth century. This was due to the need to ensure continuity of education in the nursery and kindergarten in light of the implementation of the Resolution of the Central Committee of the CPSU and the Council of Ministers of the USSR dated May 21, 1959 No. 558 “On measures to further development children's preschool institutions, improving education and medical care children preschool age" It proposed, in order to implement unified system education of preschool children, meeting the objectives of subsequent education at school, to combine, taking into account local conditions and capabilities, two types of children's institutions - a nursery and a kindergarten into a single preschool institution. The standard staff of preschool institutions, approved by order of the USSR Ministry of Education dated December 31, 1971 No. 103 “On approval of the standard staff of preschool institutions,” included in the job titles of preschool employees the position of teacher-methodologist. In accordance with the order of the USSR State Committee for Public Education “On improving the organization of wages and introducing new rates and salaries for employees of institutions and organizations of public education” dated 06/04/90 No. 375, the position of teacher-methodologist was restored again, which remained until the introduction of budgetary education in institutions spheres of the Unified Tariff Schedule.

When agreeing with the Russian Ministry of Labor on the tariff and qualification characteristics for teaching staff, on which the levels of remuneration of their labor (grades) depended, no consent was obtained to approve the tariff and qualification characteristics for the position of teacher-methodologist.
