Prior to that, since the existence of the Republic, since 1921, the highest leaders of the country were representatives of only the Mongolian People's Revolutionary Party.

Activities in non-governmental organizations

Elbagdorzh - Permanent Member of the Board of the Mongol Foundation "Young Leader" since 1992, as well as a member of the Management Board of the Mongolian Academy of Political Education since 1993. In 2000, he founded the Mongol Center for Freedom - a non-governmental organization for the protection of human rights, freedom of thought and education .

In addition, Elbegdorzh participated in a number of international organizations and shares, including under the auspices of the UN. He often reads lectures at universities and other public institutions of Mongolia and abroad.

Former Chairman of the Mongol Democratic Party (2006-2008), the former Chairman of the Mongolian National Democratic Party (1996-1999). Twice held the position of Prime Minister Mongolia (1998, 2004-2006). He was elected by a member of the Mongolian Parliament in 1990, 1992 and 1996. He was the vice-speaker of the Great State Huurala (1996-1998) and the leader of the parliamentary majority (1996-2000). Mentioned in the media as one of the founders of the Mongolian Democratic Union and the leader of the peaceful revolution in Mongolia.

Tsakiagine Elbegdorg was born on March 30, 1963 in Somon (district) Zareg Aimaka (Region) Hovd Mongolian People's Republic in the shepherd family. Elbegdorzh was the youngest of eight children.

In 1981, after graduating from high school, Elbegdorzh was going to leave to Ulan Bator and get a profession of a journalist, but that year there was no set in universities to this specialty. Then he moved to the city of Erdenet, where for about a year he worked as a repairman and a driver on the Soviet-Mongolian joint venture "Erdenet" - the largest producer of copper raw materials in the country.

Soon Elbegdorgan called to the Mongolian People's Army, in which he had to serve for three years. In the army, he became a member of the Mongolian revolutionary Union of Youth and was produced in sergeants. In addition, Elbugdorge was fond of poetry, wrote poems. After the two small works were published in the Army newspaper, the editor-in-chief of the publication met with Elbegdorzh and offered to go to the Soviet Union to get journalistic education. He agreed to try, passed three exams and received one of two places allocated among the fifty applicants.

In 1983-1988, Elbegdorg studied in Ukraine in the Lviv High Military Political School, at the end of which he received a diploma of a military journalist. During the training, Elbegdorzh was trying to produce his own student newspaper with buddies: only one number was released, after which the students explained that their initiative was illegal, and forbidden further issues under the fear of exclusion from VVI.

In 1988, Elbugdorzh returned to Mongolia and worked for some time a correspondent of the Army newspaper "Ulaane OD" ("Red Star").

In the late 1980s - early 1990s, Elbugdorzh became one of the first "juncts". At the end of November 1989, Elbugdorg was sent as a delegate and one of the organizers of a large youth conference. During an informal discussion of the tasks of the upcoming conference, a small group of organizers decided to appeal to delegates with the idea of \u200b\u200bcreating a non-governmental organization - Mongolian movement in support of the policy of restructuring and publicity, similar to the one that the Secretary General of the Central Committee of the CPSU Mikhail Gorbachev held in the USSR. In addition, Elbegdorg suggested starting to produce his own newspaper.

It was Elbegdorj that was entrusted to acting with these ideas at the conference, where not only more than a thousand delegates from various youth organizations were gathered, but also members of the Politburo of the Monopoly Right Mongolian People's Revolutionary Party (MNRP). Elbegdorg achieved the right to speak and offered interested delegates to gather after the conference. For his appeal, more than one hundred people responded, who created the opposition association Mongolian democratic union. Elbegdorzh was among the leaders of the new organization, nicknamed "thirteen first democrats".

On December 10, 1989, on International Day for the Protection of Human Rights, the Mongolian Democratic Union held the first demonstration, demanding from the authorities of the country to introduce a multi-party system, privatization of socialist property, proclaiming the freedom of speech and religion. Each week, the organizers of the action began to arrange the rallies across the country, which were told if the leadership of Mongolia had their proposals: if about a thousand people came for the first time, after a month they were already one hundred thousand. At the same time, it was Elbegdorzh that performed all major mass rallies, becoming the main speaker of the Democrats. In 1990, he began to publish a newspaper "Democracy".

On March 9, 1990, three months after the start of the peaceful shares of protest, engulfed the whole country, the Politburo MNRP resigned.

In June 1990, the first democratic elections to the Parliament of Mongolia were held - the Great People's Holy Parliament, "according to the results of which Elbegdorg became a deputy. At the same time, the MNRP remained in power, as only 10 percent of voters supported the Democrats. According to the results of the elections to the Great State Huhural in 1992, after the new Constitution of the country was adopted, the democrats were again defeated (although Elbegdorg himself became a member of the parliament), and the MNRP received 70 out of 76 deputy mandates.

It is known that Elbegdorg remained before 1994, after which two years worked as an expert in the Council of National Security.

In 1996, Elbegdorg was again elected a member of the Parliament. This time the victory for the first time defeated Democrats. Of the 76 seats in Veliky State Hural 35, they went to the Mongolian Democratic Union, and 15 were their partners in the Democratic Union coalition. Thus, the Democrats turned out to be 50 deputy mandates - one less than was required to obtain a qualified majority (two thirds of the total composition) necessary for the adoption of laws.

Elbegdorj called the most likely candidate for the post of Prime Minister Mongolia. As a result, this position got Mainsaihan Anchsaykhan, and Elbegdorzh became the vice speaker of the great state hural of the second convocation and the leader of the parliamentary majority, being at the head of the democratic faction. At the same time, in 1996, Elbugdorg became Chairman of the Mongolian National Democratic Party (MNDP). In the same period, he was mentioned in the media as chairman of the State Commission on the rehabilitation of victims of political repression.

In April 1998, after the faction headed by the leader, the faction initiated the resignation of the Government of Anchsaykhan, Elbegdorzh himself got up at the head of the Government of Mongolia. True, after three months, the party colleagues also achieved his displacement from this post. At the same time, Elbegdorzh, who was acting prime minister, led the Cabinet of Ministers until December 1998, when Democrats elected a new head of government. For four years of stay in power, the Democrats managed to appoint five Mongolia Prime Ministers.

After the resignation of Elbegdorzh, until the expiration of the term of office of the Great State Huurala, the second convocation was the leader of the parliamentary majority. In April 1999, the leadership of MNDP "there was a complete replacement": Elbugdorg left the post of leader of the party, the current head of the Government of Jeanlan Naranzatskolt was elected. In 2000, the Democrats were defeated - the victory in the next elections won the MNRP, and Elbegdorzh was not elected a member of the great state hural of the third convocation.

After the defeat in the election Elbegdorg went to the USA. In 2001, he graduated from the Institute of Economics of the University of Colorado, and in 2002 - the School of Public Administration named after John Kennedy at Harvard University, having received a Master of State Department. In 2002-2003, Elbegdorzh worked in the United Nations Development Tasks and was a consultant in the Washington's Free Press Project Guideline.

Elbegdorzh returned to Mongolia in 2004, on the eve of parliamentary elections, but did not put forward his candidacy. According to the results of the vote, none of the parties received most of the votes: MNRP got 37 seats, and the coalitions "Motherland - Democracy" - 35, three more deputy mandates went to independent candidates, and one - representative of the Republican Party. The main political opponents were forced to conclude an agreement, according to which the post of Speaker of Parliament got a member of the MNRP Nambaryna Enchbayar, and the Prime Minister decided to approve the famous politician Elbegdorj.

The second time Elbagdorzh was led by the Government of Mongolia from August 2004 to January 2006. He was dismissed on the initiative of the MNRP, which was able to get the majority in parliament after a fraction joined one of the deputies-Democrats. Elbugdorg insisted that the government was dismissed wrongfully, and his supporters staged a massive manifestation, which ended with the storm of the MNRP building. According to some experts, the reason for the resignation of the government was the growing authority of the Prime Minister. Elbegdorg then stated: "We go away, but we will return. Return, bringing their rows."

In March 2006, Elbegdorg was elected Chairman of the Democratic Party of Mongolia, established in December 2000 as a result of the merger of the Ministry of Actural Sciences and the Mongolian Social Democratic Party. He participated in preparations for the 2008 parliamentary elections: the strengthening of internal reader in primary, urban and aimary organizations, party will annudit and accept new members.
In the summer of 2006, Elbegdorzh was called experts and sources in diplomatic circles with one of the possible candidates for the post of Secretary General of the UN, instead of the retired Kofi Annan. However, this position in the end went to South Korean diplomat Ban Ki-moon.

At the end of June 2008, regular parliamentary elections took place in Mongolia. It was announced that the victory on them won the MHRP, receiving more than half of the places (48) in the Great State Hural, while the Democrats received only 25 seats. After the announcement of the results, Elbegdorzh declared disagreement with the results of elections, calling them falsified. In the Ulan Bator began to be exciteed (later these events in the press were called "Revolution Yurt"). After open consultations with the representatives of the authorities, the Mongolia, and all opposition parties, the President of Mongolia Anchbayar on the night of July 2 announced a state of emergency for a period of four days, on the night of July 5 to July 6, the emergency regime was removed. Enchbayar promised to deal with the facts of violations in the elections. Subsequently, the Mongolian authorities agreed not only to consider the facts of violations during parliamentary elections, but also partially revise the results of the voting. However, for the Democratic Party, the results remained unchanged - it lost the election. After the party defeat in August 2008, Elbugdorg resigned from the post of leader of the party (in September, the Democratic Party was headed by Norovyn Altanthag).

In April 2009, the National Advisory Committee of the Democratic Party nominated Elbegrja a candidate for the election of the President of Mongolia. In May of the same year, elections were held in the country. Even before the announcement of their official results, the Democrats of Mongolia announced the victory of Elbugzhorzha, and his opponent Anchbayar, whose candidacy was put forward by the MNRP, recognized his defeat

Elbeggorge managed to legally consolidate freedom of press and public demonstrations in Mongolia. During his location, public newspapers, television and radio stations were transformed into formally independent organizations with less control by the state.

He sought to reduce unemployment, supporting technical schools and specialized professions, providing cheap computers and Internet access to the population. He tried to stimulate business by reducing administrative expenses, the abolition of many mandatory licenses and import duties to a number of key product categories. With it, Mongolia, together with 15 other developing countries, joined the Agreement (APS Agreement), allowing to import in the EU most of the goods without import duties.

International relationships

Elbegdorg supported the provision of asylum to refugees from North Korea, which arrived in Mongolia through China. Many of them then went to South Korea.

Elbegdorzh agreed to send Mongolian contingent to Iraq in 2005.

In 2005, he also supported international requirements to issue a Burmese opposition activist Aun San Su Ji and a number of other deputies of Myanmar Parliament.
