Let's objectively, on the basis of official statistics, take a look at the results of Kuyvashev's work over five years - believe me, there is no smell of "entering the top three" there.

Economic development

Kuyvashev boasts of economic success and growth in investment, but are these indicators really that great? Let's take a look at Rosstat data (from here):

  • In terms of GRP per capita, the Sverdlovsk region hangs somewhere around the 20th place (in 2015 it was 21st with 411 thousand rubles per capita and lagging behind the average Russian GRP per capita by 7.4%).
  • In 2012, when Kuyvashev was just appointed, the region ranked 18th in terms of GRP per capita, which lagged behind the national average by only 1.2%. The lagging behind other regions is accelerating.
  • In order to reach not only the top three, but at least the top ten (up to rich resource regions with a GRP of 2-5 million rubles per capita in the Sverdlovsk region as far as the Moon), the GRP needs to be more than doubled. There was no such trend under Kuyvashev: he started in 2012 with 344 thousand rubles per person, now the situation is hanging out in the area just above 400 thousand. Why the GRP will suddenly double is not clear.

Kuyvashev boasts: “The attracted investments amounted to one annual GRP of 1.9 trillion rubles. So much has been invested in the Sverdlovsk region, can you imagine? This is a lot of money! For those who did not understand: investments under Kuyvashev decreased ... Decreased. Even lower than 2012 were last year.

And also Russia is not a small country at all, and the money is, in principle, spinning big here. And if we digress from the magic of trillions of numbers and look at the picture in comparison with other regions and with the country as a whole, then it turns out to be far from in favor of Kuyvashev: in terms of investments in fixed assets per capita, the Sverdlovsk region dropped from 23rd place in Russia in 2011 on the 36th (!! spelled: THIRTY! SIXTH!) in 2016, significantly lower than the average Russian level - about 80 thousand rubles of investments per inhabitant against about 100 thousand rubles on average in Russia (data from here: "Investments in fixed assets in the constituent entities of the Russian Federation in January-December 2016") ...

According to these figures - as well as data on industry, agriculture (see below), it is obvious that the region underutilizes its colossal potential and in many respects is much inferior to other constituent entities of the Russian Federation, at best hanging out in the second ten regions. The Sverdlovsk region is among the maximum of the middle peasants, or even outsiders in industrial development and investment - this is completely unacceptable for the key industrial region of Russia.

At the same time, the region spends a lot of money on the economy - according to the 2017 budget, 24 billion rubles (12% of the entire regional budget, and a figure comparable to the budget of Yekaterinburg). This money could have achieved some result - or reduced taxes by this amount (for example, by establishing a reduced regional income tax rate, as was done in the Perm Territory in previous years). And where is the effect of these expenses? ...

Another economic topic - the region's national debt grew rapidly under Kuyvashev. So far, its size is not critical, but in the 2017 budget, the cost of servicing the state debt is already 6.6 billion rubles, or more than 3%. If these expenses were not there, it would be possible, for example, to reduce the regional income tax rate by 1 percentage point, or to increase medical expenses by more than 40%. And a lot more useful things to do.

Industry

The economic potential of the Sverdlovsk region is obviously associated primarily with industrial production, but it does not even smell like joining the top three in the country: in terms of growth rates of industrial production, the region shared the 18th-19th places in the country in 2012, and now (according to the results 2016 - together with Udmurtia). The regional authorities are proud of the growth rate of the industry in 2016 at 7%, however:

  • As already noted, these are 18-19 places in the whole country;
  • This was achieved after a serious slowdown in growth and recession under Kuyvashev: in 2013-2014, the growth rate of industrial production collapsed to minus 2-3% per year, in 2015 it was minus 3.1% in general, the region occupied as much as 75th (!! ) place out of 85 constituent entities of the Russian Federation in terms of industrial production dynamics.
This still does not attract the "three leaders".

Agriculture

The region fell back in the ranking of the subjects of the Russian Federation in terms of agricultural production from 20th place in the country in 2011 to 26th place in 2016 (data from here). In terms of the dynamics of agricultural production, the region in 2016 was in 58th place in Russia - plus 0.1%, while the entire agriculture of the country at least somehow took advantage of the possibilities of import substitution, and on average in Russia the growth of agricultural production in 2016 amounted to 4.8%.

Export

The region surprisingly underutilizes its huge export potential - only the 7th place among the constituent entities of the Russian Federation in terms of product export volumes (data), and there is no chance of getting into the top three either: to reach at least the top five, you need to reach the level of product exports of 8-9 billion dollars a year (Sakhalin, Kemerovo, Tatarstan). The Sverdlovsk region has $ 6.2 billion. That is, almost one and a half times. The task is difficult; it is unclear why the region is so underutilizing its international potential and what all these summits of the SCO, BRICS and so on, constantly held in Yekaterinburg, are worth.

Standards of living

The Sverdlovsk Region moved from 24th to 22nd place in Russia in terms of average salary in 2016 compared to 2011. Although the backlog from the average Russian salary is 8% (33.3 thousand rubles against 36.2 thousand rubles). In terms of per capita money income, the region's position among the regions even worsened slightly - it fell from 14th place in 2011 to 15th now, although average per capita incomes are higher than the average Russian level (33.5 thousand rubles against 30.7 thousand rubles). I think that all this dynamics as a whole can be characterized as "marking time" among the middle-peasant regions. The high level of industrial development somehow does not allow the region to make a breakthrough in terms of people's living standards.

Housing construction

Governor Kuyvashev likes to brag about the high rate of housing commissioning. However, the real progress on this issue is rather modest. Yes, housing commissioning in the Sverdlovsk region reached 2.4-2.5 million sq m in 2014-2015 against 1.9 million sq m in 2012, but last year the scale of commissioning fell sharply - to 2.1 million sq m According to this indicator, the Svedlovsk region fell back to 10th place in Russia, against 8th place in 2012. In order to get into the "three leaders" in terms of housing construction rates, as Kuyvashev promises, it is necessary to increase the rate of housing commissioning by one and a half times against the current level. Kuyvashev does not offer any recipes for how to do this, in addition to general considerations.

Road construction

In addition to housing, Kuyvashev likes to show off the commissioning of highways. Here are illustrative graphs from Rosstat on the commissioning of roads in the constituent entities of the Russian Federation (data from here).



The plan for the commissioning of highways for 2016 was announced by the Sverdlovsk officials themselves, and it was only 15 kilometers across a huge region (link). I did not find official data on the final commissioning of roads in 2016 in open sources - apparently, the size is so small that Sverdlovsk regional officials are in no hurry to talk about it. In 2015 (the last year, for which there is complete open data), the region took 18th place in Russia in terms of the rate of commissioning of new highways (giving way, for example, to the Penza region and Mordovia, and in terms of volumes being about three times less than in Tatarstan). To get into the "three leading regions", it is necessary to increase the number of road commissioning three times against the level that developed under Kuyvashev.

At the same time, big money is allocated for roads. Regional budget expenditures on road facilities - 14 billion rubles per year (budget-2017). If we proceed, for example, from the average figure of 100 million rubles for the commissioning of one kilometer of a new road, then it is possible to triple the volume of commissioning, reaching 150 kilometers per year, as in the leading regions (the same Tatarstan). The question is - where does the money go? ...

At the same time, the governor, without batting an eye, writes: "In the last five years, we have been building roads ... at such a pace and volume that the Urals have not seen for thirty years."... However, Kuyvashev prefers to remain silent about what are the reasons for the extremely low efficiency of spending on road construction and what is proposed to be done to improve the situation in this area.

“Where to get money for new roads? From the federal budget? ", the Znak.com correspondent asks Kuyvashev. "Including,"- the governor answers. But you understand very well that no one will give him anything additional in the current situation - with a deficit federal budget, the regions would have to retain the current level of federal support. That is, there is no new money for roads. And the existing ones (not small ones) are spent ineffectively.

Increased tax burden

The Znak.com correspondent asks Kuyvashev a question: "Can we increase our own tax base in order to earn more?" "In 2012, the consolidated budget was 139 billion, in 2017 - 200. Can we?"- Kuyvashev answers a question with a question.

And a new question immediately arises: how did it happen that, with moderate economic growth, the volume of the consolidated budget of the Sverdlovsk region grew by 44% in 5 years? During this time, the gross regional product grew by only 34%. Well, here's your answer, for example: the regional budget revenues from property tax increased by 71% by 2012, by 12 billion rubles. The tax burden on entrepreneurs and citizens is obviously growing.

Kuyvashev practically destroyed local self-government in the region, completely eliminating direct local elections throughout the region and taking away revenues from municipalities in such a way that, as Yevgeny Roizman rightly notes, Yekaterinburg remained the only donor city in the region, and once there were eight of them.

Brief summary

It's amazing how Evgeny Kuyvashev even turns his tongue to describe the above results of his work as some kind of outstanding. Yes, something was growing, but not particularly against the average Russian background, and in many respects the region hangs out either among middle-peasant regions or has worsened its position. “Entering the top three” does not smell anywhere, and it is not clear how to achieve this. The human, industrial, export potential of the region is not used. The ecology, as it was bad, remains, the tax burden is growing, the social sphere is shrinking, and few roads are being built. The rapidly growing budget revenues are not being used effectively. The number of jobs in small and medium-sized businesses is declining, and local government has been destroyed.

Kuyvashev's ideas, expressed here in his "program article", are striking in their parochialism and primitivism: to become an appendage of the rich raw-material regions of the North, to start looking for oil in the Sverdlovsk Region, to rely on large monopolies, some kind of helpless "inclusion of the eastern agrarian regions of the Trans-Urals in providing food security of the Sverdlovsk region ”- despite the fact that our own agriculture, as we have already noted, is far from being in the best shape. Kuyvashev's “ideas” look as if the Sverdlovsk region is not a globally competitive region with a large export potential, but some kind of village next to the Khanty-Mansi Autonomous Okrug and Yamalo-Nenets Autonomous Okrug. Well, and deafening silence about the crisis - the anti-crisis program from the governor, I think, we will not wait.

Although Ukraine is far from the power's supporting edge - the Urals, almost every resident of the Ural Federal District is watching with tension what is happening on the Maidan. One can argue about the political component of events, but it is obvious: if there is no strong, responsible government, chaos will sooner or later arise in the country. Today, all trips by plenipotentiary Igor Kholmanskikh are somehow connected either with strengthening social stability (a visit to the Chelyabinsk Tractor Plant), or with enhancing energy security (launching the Kurgan CHPP) or, in general, ensuring the safety of residents (a meeting in Tyumen with representatives of the Russian Security Council) in the territory of the district.

Perhaps that is why the federal center so decisively changes governors in regions where residents cannot boast of stability and confidence in the future? The President makes it clear that in today's political conditions, the authorities cannot afford to be overly indulgent towards the mistakes of the governors. The first interview with Evgeny Kuyvashev after the presidential decree on the appointment of Acting heads of the region

Evgeny Kuyvashev was appointed Acting Governor of the Sverdlovsk Region by the decree of President Vladimir Putin. In September 2017, he will run in the elections for the head of the region, and thus Kuyvashev became the main candidate supported by the Kremlin. In an interview, the website of the Acting Governor of the Sverdlovsk Region spoke about his election plans.

- Does the interim decree mean that you are taking part in the elections?

- Oh sure. I am going to the elections for the governor of the Sverdlovsk region.

- When you discussed the elections with the president, did he give you any special instructions regarding the elections?

- We talked about the development of the region and the tasks that need to be addressed. Such conversations are held with all candidates, and with me too.

- Have you already decided who will head your headquarters?

- I will return to Yekaterinburg and hold a series of consultations - with my colleagues, employees, deputies of the Legislative Assembly and the State Duma. After that, in a short time, I will decide and announce.

- What will be the structure of the headquarters? Will it be a single headquarters or two different ones - "public" and "technological", as happens in presidential elections?

- We will consider different options. Of course, we need to prepare for this, but it seems to me that it is more important to talk about the future of the region. There are different technologies, but this is not the most important thing. You need to think about the future.

- Are you going to be nominated from the party?

- I am a party member, there is a corresponding procedure, of course.

- So, you need to participate in the primaries?

- Don't you think that this is somehow strange - the primaries after the presidential decree?

- We are party people, we have a party charter, there are party decisions that I, as a party member, must fulfill.

- Do you have your own expectations, or maybe recommendations from Moscow, in terms of turnout and results for you as a candidate?

- How will it be - will it be so?

- So I would not say. Of course, everything must be done so that as many people as possible come to the polls. We will do everything to ensure that the turnout is sufficient for the elections to be legitimate. And according to the result, we also set ourselves the maximum tasks.

- The turnout is believed to also depend on the intrigue of the campaign. And the intrigue, in turn, depends on your competitors. Who are you expecting the election? Here are two figures - Alexander Burkov and Yevgeny Roizman. Are you expecting their participation?

- Participation in the elections is open to everyone, let them register and participate.

- But there is a municipal filter.

- I personally do not think that it is needed, but the law is the law.

- You must propose your candidates for senators. Do you have an idea with whom you are going to the polls?

- I have an idea. But we need to talk to the candidates, and when this happens, when we put an end to our consultations, I will announce it.

- With what are you going to go to the voters? Why should they choose Kuyvashev as governor of the Sverdlovsk region for another five years?

- We carefully collected proposals, I published articles, we are preparing the "Five-Year Development Plan" program. The main topics in it will be transport infrastructure, industrial development, and investment attraction. We need to multiply the construction of roads, transport and engineering infrastructure.

- Are you talking primarily about Yekaterinburg?

- No, I'm speaking in general. Our industry and our people, cities need transport and engineering infrastructure. This is the basis for the development of cities, industry, and for improving the quality of life. We have done a lot in five years. We built more than 10.5 million square meters of housing, attracted investments amounted to one annual GRP - 1.9 trillion rubles. So much has been invested in the Sverdlovsk region, can you imagine? This is a lot of money, but more needs to be done. We must be in the top three regions.

- Moscow, St. Petersburg, Sverdlovsk region?

- Maybe we will be in the first place? We must be in the top three - this is the main thing.

- What are the indicators?

- For all socio-economic indicators, for all. We have such opportunities. We have opened 30 large production facilities in five years. If we add the same amount, this is already a serious step. And we can do it. But the conjuncture was not very successful for us: sanctions, pressure. But we were looking for new contractors and partners. We have done a lot, but more can be done.

- Can you name specific projects to be implemented in the region in the next five years? Voters will want to hear about them.

- If we talk about transport, then first of all we need to complete the southern half-ring of the EKAD, and this will affect the transport provision of the entire Yekaterinburg agglomeration. We will deal with high-speed trams that will connect our cities. We are already implementing the first project with Verkhnyaya Pyshma.

We will be engaged in the creation of the internal infrastructure of cities, the repair of roads and bridges both in Yekaterinburg and in other municipalities. We will work in a project-based way, such tasks have been set before the regional government and heads of municipalities. The priorities are the urban environment, health care, education, the development of single-industry towns, industrial parks, and new industries. All these directions are defined in my program articles and they will be included in the "Five-Year Plan of Development" program.

- Where to get money for new roads? From the federal budget?

- Including.

- Can we increase our own tax base in order to earn more?

- In 2012, the consolidated budget was 139 billion, in 2017 - 200. Can we?

- We will convert it into currency - not such good figures will turn out.

- If you look at the dynamics of income growth, then we additionally consolidated 60 billion, and this is not the exchange rate difference, we have increased the real shipment. We have an industrial production index in 2016 of 107%, with the national average of 101.1%.

- Now that you have become interim, your government and you have resigned. Can there be changes in the team before the elections?

- They haven’t left yet, I’ll come now and sign the relevant documents. As far as changes are concerned, the electoral period differs from the usual time. Key people will remain in their posts, but adjustments are possible.
