The targeted training scheme has been familiar in Russia for a long time. Earlier, in Soviet times, all universities distributed graduates to different regions of the country, where the newly minted specialist was supposed to start his career. Currently, there is no compulsory distribution, but the state remains interested in the fact that the shortage of personnel in the country is filled evenly.

Against the background of hundreds of thousands of certified lawyers, economists and managers, many applicants find such professions as veterinarian, ecologist, historian not quite prestigious - the problem of employment in the specialty remains quite acute. Many have a vocation, but because of low salaries they do not become teachers, doctors.

Training in targeted areas to a certain extent solves the problem of personnel: its essence is that the state or a private enterprise pays for the student's education. After graduation, a young specialist must find a job in the organization from which he received the recommendation and work in it for 3-5 years.

If the graduate refuses to "work out", he will have to return the entire amount spent on his vocational training.

Getting an education in this way can be called preferential, since it is easier to enter the desired faculty - the passing score according to the USE results is lower. In rare cases (when it comes to a popular specialty), the requirements for competitors can be quite stringent. One direction is issued only to one specific person, it cannot be transferred to another applicant, it is forbidden to use it for admission to several universities.

Targeted admission implies training on the basis of contracts drawn up between a representative of a higher education institution and:

  • a federal state body (for example, the General Prosecutor's Office of the Russian Federation, the Main Directorate of the Investigative Committee of the Russian Federation);
  • by the state authority of the constituent entity of the Russian Federation (for example, with the municipal authority of the constituent entity of the Russian Federation on the allocation of target places for training at medical universities);
  • a state municipal institution (referral from a school, gymnasium to pedagogical universities);
  • a state-owned company or an enterprise where there is a share of state funds in the authorized capital (Rosneft, Gazprom);
  • a commercial enterprise that has the means to pay for the education of its future personnel.

Basically, referrals are received from the state: these can be law enforcement agencies (prosecutors), medical institutions, educational institutions that count on the interest of young teachers-graduates in them, etc. Large enterprises can also pay for the education of students. The procedure for obtaining the opportunity to study at the expense of a state or other organization is different in each specific case, since the general provisions are adjusted taking into account the profile of the chosen specialty and the rules of the educational institution.

By the way, the legislation on education allows targeted admission to training and those who graduated from school not this year, but earlier. For such citizens, in addition to the list of required documents, it is necessary to submit data on work or study for the period from the moment of receiving secondary education to admission.

Institute of the Prosecutor's Office

Over the past twenty years, the prosecutor's office has been actively using the recruitment of personnel through the targeted direction. It is not so easy to replenish the ranks of prosecutors - you need to pass a number of special tests and meet certain requirements that apply to civil servants. In addition, work in law enforcement agencies implies resistance to stress, dedication to one's work, high moral principles and excellent knowledge of the Russian language, history, etc. If you meet the listed criteria, you can get a referral to study at a university from the prosecutor's office.

To do this, you need to contact the regional prosecutor's office or a specialized department (transport, environmental) and, within the time period indicated on the official website (usually before June 20, 2016, in which it is planned to enter the institute), apply for a referral.

The following documents must be submitted with the application:

  • a certificate (if it has not yet been received, then a statement of academic performance for the first half of the year);
  • his consent to work in the prosecutor's office;
  • autobiography, personal record of personnel;
  • a copy of the passport (all completed pages are copied);
  • characteristics from school or lyceum;
  • a copy of the military ID;
  • medical certificate (form 086).

Additionally, it is necessary to undergo psychological diagnostics (testing) for fitness for the profession.

After consideration, the documents are sent to the Main Directorate of the General Prosecutor's Office of the Russian Federation, where the number of places allocated for study is determined.

If there are enough places, a written referral is issued by the HR department of the regional prosecutor's office.

Various circumstances may result in refusal for extradition. So, the presence of a criminal record of a candidate, as well as of close relatives, will not allow him to become an employee of this department. In addition, the psychological characteristics of character identified during testing can also become an obstacle to employment.

When deciding on targeted admission, the state of health of the future prosecutor's employee will be taken into account - there is a list that indicates the types of diseases that exclude the possibility of employment in government agencies (for example, severe diseases of the nervous system, visual disability, cancer, etc.) ).

If you passed the tests and your health is all right, you will be given a referral, the training in which takes place only at the faculty of the Institute of the Prosecutor's Office in full-time form. This faculty is not available in all legal schools. There are several such universities in the country - in Saratov, Yekaterinburg, Moscow, St. Petersburg. Practice shows that the direction is given to the closest institution of higher education, as well as to its branches, which are in many cities.

Even with the coveted document on budget education in hand, no one canceled excellent knowledge upon admission:

  • The exam should be with high scores in history, Russian language and literature.
  • The average enrollment score is slightly lower than for regular applicants, but it also needs to be overcome. Otherwise, there can be no question of enrollment, even if you are a “target”. Typically, the average score across the three disciplines for targeted applicants is 230.
  • If several applicants scored the same number of points, then the question of admission is decided on the basis of additional information:
    • the presence of a gold (silver) medal,
    • certificates of honor,
    • victories in olympiads, etc.

After graduation, the graduate, according to the agreement, one of the copies of which is kept in the personnel department, is obliged to find a job in the prosecutor's office from which he was sent. In some cases, by agreement with the employer (represented by the General Prosecutor's Office of the Russian Federation), you can stay to work in another region. If it so happens that for some reason a graduate cannot become an employee of the prosecutor's office or has worked in a position for less than five years, the full cost of training is charged from him.

Medical Universities

The targeted training of future physicians is regulated by the adopted decrees of the federal level: the state is especially interested in qualified personnel in the medical field, and large sums from the country's budget are spent annually on this.

For the issuance of targeted referrals to a medical university, it is necessary to make a decision by a special commission of the municipal body of the region. A thorough monitoring of the labor market is carried out, conclusions are drawn about the lack of specialists of a certain category in numerical terms.

An applicant wishing to receive a targeted referral to study in a medical specialty must submit to the municipal authority a certificate of completed secondary education, as well as collect the required number of "passing" points. In addition, targeted training can be trained only for those who receive higher education for the first time.

It is important to know the period when applications for a referral are accepted - if you miss the deadline, a new opportunity will appear only next year. Information of this kind can be obtained on the website of the municipality or directly at the medical university. So, in 2016, the application could be submitted as early as March, the last possible filing date was June 10.

How to get a targeted referral to a pedagogical university? Directly at the university you can find out a list of those schools and lyceums with which contracts have been concluded. After that, you need to go through an interview with the director of the chosen school, bring to his attention the desire to work in this particular institution. If your candidacy is approved, you can easily get a referral.

Institutes and universities of a pedagogical profile are quite willing to accept for training those who will then be guaranteed to be hired in schools - after all, in this way the problem of the shortage of teachers is solved. They are especially loyal to those who wish to work as a teacher in remote areas, villages, townships. There are few such applicants, so it is not difficult for them to pass the competition.

In some universities in Moscow, places are specially created for the targeted recruitment of only graduates of the capital.

For example, at the Moscow Pedagogical University, over 100 places are allocated for graduates of schools in the city of Moscow and the Moscow region. This institution has long practiced training on a referral from the district education departments of Moscow, while the applicant can participate simultaneously in the general competition. After graduation, the young teacher will work in one of the schools in the district, from which he received a preferential opportunity for free education.

What to do when an employer is found

If your application was responded to and the issue was resolved positively, then the selection committee of the selected educational institution will need to bring a tripartite agreement, which will indicate the data of your future employer and the number of years during which you will be required to work. Careful reading of the contract will help to avoid unpleasant surprises in the form of strict payment or working conditions (for example, there were cases where the contract on the target direction from the company included both 10 and 12 years of compulsory work).

In addition, you should carefully study the clauses of the agreement on the rights of the applicant:

  • whether he will be provided with social support (scholarship, medical care),
  • how it is proposed to resolve the issue of providing housing (whether a hostel will be provided).
  • Pay attention to the date of appearance after graduation from the university - in practice, there were cases when, on the appointed date, a graduate, due to forgetfulness, did not come to the organization for employment, which subsequently became the reason for a legal dispute to recover the costs of his education.

The contract must also indicate valid reasons for the failure of the graduate to fulfill the obligation to find employment: his or her disability or the disability of loved ones (one of the parents, spouse, child), special circumstances (liquidation, bankruptcy of the enterprise, etc.).

Targeted education in Russian universities is not only an opportunity to get into a top university on a budget without chasing 90-100 points (the average score is always slightly lower here), but also a chance to study for free at the commercial departments of many higher educational institutions in our country. My students often ask what a target direction is, how to get it, what are the advantages and disadvantages of this system. In this article, I will try to answer all of these questions.

What is a target direction?

The target direction is the official appeal of the company (state organization) to the university, with a request to enroll you in studies. The future employer pays for your education, and, having received a diploma, you will be required to work for it for three to five years.

How to get targeted referral?

Step one- we find a company on behalf of which a request will be sent to the university administration.

Life hack: in order not to spend a lot of time on independent searches for such an organization, you can find out from the selection committee with which companies they have concluded contracts. You can also ask other target students.

Step two

At least six months before the exam, you conclude an agreement with the company. As a rule, firms already have certain agreements with universities, and you will need to choose a direction in one of the proposed institutions from the employer.

Be sure to study the contract in detail: it is important to understand when you will come to work (after graduating from a specialty, bachelor's or master's degree, which the company can also pay), how many years you will work for the company after graduation and on what conditions.

Step three

We collect documents. The employer will tell you the required list of papers. Expect this to take some time. An application must be submitted to the administration of the company, which indicates the personal data of the student, the number of the educational institution, the class, the desired specialty and the university.

Agreements between universities and customers are concluded in April - May, it is by this time that all issues with funding, lists of applicants and the number of allocated target places are resolved.

For a graduate, this format facilitates the admission process, since this group of applicants is a separate competition, which is significantly lower than the general one. The target direction also allows you not to think about employment after graduation.

In addition, "target students" have the right to priority check-in in a hostel and an allowance to the scholarship at the expense of future employers.

The order to enroll such students appears before the order to enroll the rest of the students, which is a plus for those who did not pass this competition - there is still time to submit documents on a general basis.

Are there any disadvantages?

Yes, of course, there are also pitfalls. First of all, we are talking about the obligations that companies impose on graduates. The main one is the almost complete lack of choice of a place of work after graduation (you work wherever they say).

For example, after studying at a prestigious university in Moscow, a graduate must return to the city where he received a referral from the administration. It is not worth counting on a salary increase or career growth during the term of service.

And, finally, the student is obliged to study, close sessions, and not have tails. In case of non-compliance with any of the terms of the contract, the employer has the right to go to court and through it to recover the training costs from the violator.

Thus, if you love stability, do not want to take risks, take a serious approach to choosing a place of work, then the target direction is the best option.

Preparing for admission, applicants ask themselves a variety of questions: what to prefer - a budgetary or a paid department, a state university or a commercial one, which department to choose in the future, will the specialty be in demand? Every year there are more and more opportunities. And recently, another interesting option has appeared - a targeted technique.

The target technique, which was extremely popular in Soviet times, is back in fashion. Some see this as a throwback to state distribution. In reality, everything is much more democratic: to act or not to act on a referral from an organization is your business, and it is not so strictly necessary to work off five years after graduation from the university as in the old days.

The government of the Russian Federation has long and seriously worried about the decrease in the efficiency of expenses for training specialists. In some sectors, for example, in agriculture, medicine, education, there is an acute shortage of personnel. There is simply no one to work in the most important spheres supporting the economy and culture of the country! Therefore, the State Plan for Personnel Training, the Decree of the Moscow Government and about 25 more documents and orders appeared, designed to establish the educational process and revive the target reception. And applicants have expanded opportunities: they can apply to budget, commercial or targeted places.

According to the law of 2004, targeted training of specialists is carried out at the request of municipalities at the expense of the federal budget. A commission is being set up to find out what kind of specialists are needed by the enterprises of the region and accumulate this information. The municipality also finds applicants for target places.

But for the time being, the former scheme of targeted admission continues to operate in universities: when applicants are sent by specific enterprises, which pay for their education. After receiving a diploma, you will need to work at this enterprise for at least three years or return all the money for five years of study.

Who and where

Among the target groups are not only yesterday's schoolchildren, but also officials and reliable business travelers who are sent by organizations to receive a second higher or additional education under MBA programs.

Targeted admission is practiced in many well-known universities in Moscow: Peoples' Friendship University of Russia (RUDN), Russian State Medical University (RSMU), State University of Management (GUU), Russian Economic Academy named after V.I. G.V. Plekhanov, the All-Russian State Tax Academy of the Ministry of the Russian Federation for Taxes and Duties (VGNA), etc.

Typically, targeted admission for residents of Moscow and the Moscow region does not differ from that for residents of other regions and is regulated by the "Regulations on targeted admission". However, for example, in agricultural universities, preference is given to children from the provinces, who are directed by agro-industrial enterprises. And in some educational institutions, places are provided specifically for accepting applicants from Chechnya or for graduates of schools in Moscow and the Moscow region. Thus, in 2006 Moscow State Pedagogical University (MSPU) allocated 158 places for full-time education in various specialties, from history to computer science, and 24 places for part-time education. In some universities, "target students" are accepted only for daytime education (RSMU), in others - and for evening education (MGIU).

Competition is required

Applicants in the targeted direction are subject to a separate competition - as a rule, it is not large. However, in the secretariat of the Moscow State Agroengineering University. V.P. Goryachkina say that it is difficult to predict. If, for example, there are few applicants this year, then in the next year, enterprises may send too many applicants, and the competition will not be lower than for budget places. There are usually no restrictions on specialties, in the targeted direction you can apply at least to "Mechanization of Agriculture", at least to "Economics and Management at Enterprises". The only "but" is that a certain faculty is indicated in the direction, and you will not be able to urgently switch to another.

The number of target places is regulated by educational institutions. The main condition is that admission must be carried out by competition. The rules of some universities set at least 2 people per place, others - 1.2. If there are too few applicants, then the places are reduced. But the university has no right to increase the number of places after the start of entrance examinations.

Usually, in order to be among the students, it is enough to pass exams for at least three grades. For example, for state employees, the passing score can be 40, and for target students for the same specialty - only 29. Moreover, in some universities, for example, at the Moscow State Mining University (MGGU), the selection committee, when personally considering the issue, takes into account such merits of the applicant , like participation in olympiads, own creative developments, awards - and can enroll him in the first year, even if he did not pass the competition.

To get a referral and enroll in a university for a targeted recruitment, you need to contact the director who is ready to intercede for you before the municipality, or directly to the municipality, where applications from employers are received. Another option is to find an institution yourself that will agree to pay for your studies: it can be either a large state enterprise or a small commercial firm. It is better to submit an application at the end of May, and start dealing with this issue even earlier - in winter and spring. The contract must be signed by the manager, chief accountant of the future employer and sealed. If you do not have time to submit the contract to the admissions committee in due time, then you will be removed from participation in the competition for targeted training.

During study, force majeure circumstances are possible, which are also negotiated in advance in the contract. For example, if you are expelled from the university for poor studies, you will no longer be reinstated under the same conditions. If the reason is valid, then the contract will have to be concluded again, but taking into account the previous period of study. Deferral of contractual obligations should be provided for in cases such as maternity leave, childcare or sabbatical leave.

It is really easier to enroll in the direction - on such preferential terms, only inveterate failing students do not get into the university. Maksim, student of the State University of Management (GUU): "I was not very worried about the competition. When the results were posted after the exams, the target students were marked separately there. I saw my first four and realized that I would enter. The main thing for me is that the prospects are immediately clear: no need puzzle over where to go to work, and you can even get an internship at "your" enterprise.

The only problem for the average applicant is getting a referral. It is easily given to future doctors, teachers and agricultural workers, who are then ready to work in the outback. In universities of the corresponding profile, in some specialties, up to 40% of budget places are targeted. And in more prestigious educational institutions at the expense of the state, relatives or children of officials often study. Upon graduation, they find a compelling and valid reason not to fulfill the terms of the contract. So it turns out that the main idea of ​​targeting is practically not implemented.

Those applicants who enter the general competition are unhappy with the innovation. Due to the fact that some of the budget places go to target groups, they have to withstand tougher competition. As a result, students study for free, who may not always deserve it, but managed to get directions. And the more capable find themselves "overboard" or are forced to pay for education themselves.

Some experts see the way out in the "depersonalization" of the target reception. In other words, municipalities should provide information on the number of specialists needed, but not target lists. And universities will select the best for the allocated places from those who would like to study in the areas. And only after enrollment, freshmen will conclude contracts.

In any case, it is too early to judge how much the target technique has justified itself, of which there are more - minuses or pluses. Probably, the future will show this when current students join the ranks of graduates.

A targeted referral to study at a university is a situation in which your study at a university pays the budget and you conclude an agreement that after graduation you must work at a certain enterprise for n years. Often such enterprises are local factories, other industrial enterprises, and medical institutions.

What does targeted income give?

In fact, you study for free, but after graduation you will be forced to work at the enterprise for the time specified by the contract. In most cases, a minimum threshold of 3 years is set.
