1. Legal entities and individual entrepreneurs to suspend for a period of 180 days the retail trade of alcohol-containing non-food products, alcohol-containing food additives and flavors (with the exception of glass washer liquids, non-liquid alcohol-containing products, as well as alcohol-containing products using closures that exclude oral consumption) containing ethyl alcohol more than 28 percent of the volume of finished products, carried out below the price at which retail sale of vodka, alcoholic beverages and other alcoholic products with a strength of more than 28 percent for 0.5 liters of finished products established by order of the Ministry of Finance of Russia dated May 11, 2016 N 58n " On the establishment of prices no lower than which purchases (except for imports), supplies (except for exports) and retail sale of alcoholic beverages with a strength of over 28 percent are carried out "(registered with the Ministry of Justice of Russia on May 31, 2016, registration N 42365) with amended by the order of the Ministry of Finance of Russia dated April 4, 2017 N 57n (registered with the Ministry of Justice of Russia on April 28, 2017, registration N 46537).

2. To the highest officials of the constituent entities of the Russian Federation (heads of the supreme executive body of state power of the constituent entities of the Russian Federation) to recommend:

2.1. Take the necessary measures to ensure the implementation of this resolution;

2.2. Continue work on informing the population about the possible danger to life and health of people in connection with the use of alcoholic and alcohol-containing products.

3. To the heads of the departments of Rospotrebnadzor in the constituent entities of the Russian Federation and in railway transport:

3.1. Ensure control over the implementation of this resolution;

3.2. When carrying out measures for state supervision of organizations engaged in the production and circulation of alcoholic and alcohol-containing products, in cases of detection of violations of legislation in the field of sanitary and epidemiological well-being of the population and protection of consumer rights, fully use administrative measures;

3.3. Strengthen control over the circulation of windscreen washer fluids, alcohol-containing food additives and flavorings.

4. This resolution comes into force from the moment of its official publication.

5. I reserve control over the implementation of this resolution.

Registration in the Ministry of Justice of Russia passed the resolution of the Chief State Sanitary Doctor of the Russian Federation of October 12, 2017 No. 130 "". In accordance with the document, the restriction on retail trade in non-food alcohol-containing products was introduced from today for 180 days and will be valid until April 18, 2018. The department notes that this decision was made in connection with the relevant order of the Government of the Russian Federation.

Thus, the ban applies to the sale of alcohol-containing non-food products, alcohol-containing food additives and flavorings containing ethyl alcohol at a price lower than the minimum retail price established for vodka, alcoholic beverages and other alcoholic products with a strength of over 28% per 0.5 l (). However, the limitation does not apply to windshield washer liquids, non-liquid alcohol-containing products, as well as alcohol-containing products using closures that exclude their consumption in food.

At the same time, among other things, the leaders of the constituent entities of the Federation are encouraged to continue their work on informing the population about the possible danger to life of the consumption of alcoholic alcohol-containing products. And also to strengthen control over the circulation of windscreen washer fluids, alcohol-containing food additives and flavorings.

Recall that the reason for the introduction of these restrictions at the end of 2016 was the cases of massive acute poisoning of people, including fatalities. Moreover, initially, the ban on the retail trade of non-food alcohol was introduced for 30 days starting from December 26, 2016 and concerned products with an ethyl alcohol content of more than 25% of the finished product (). Later, the ban was repeatedly extended until October 10 of this year, and the restrictions were clarified (,).

Rospotrebnadzor has extended restrictions on the retail trade of non-food alcohol-containing products. It will not be possible to sell it in stores and other retail outlets for another 90 days. The document about this is "Rossiyskaya Gazeta".

There are also additions to the new resolution. Not only the infamous hawthorn cosmetic alcohol lotions were banned. The same list now includes alcohol-containing food additives and flavorings with an ethyl alcohol content of more than 28 percent. An exception is still made for washers.

The reason for expanding the list of prohibited products was an attempt by some entrepreneurs to replace the very dangerous products that only pretend to be cosmetics, but are actively used by citizens as alcoholic beverages.

After the ban on alcohol "bath concentrates", similar food additives with self-explanatory names such as "Cognac" or "Khlebnaya" immediately appeared on the market. This liquid with a strength of 40 percent went on sale under the guise of flavorings for baking. It was bottled in glass or plastic bottles with a volume of 0.5 to 1.5 liters, which resemble the containers of ordinary alcohol.

The price of a bottle is a little more than 100 rubles. Such products still have nothing to do with legal vodka, with which the excise tax is paid and which has a minimum retail price - today it is 190 rubles for a half-liter bottle.

Recall that the ban on retail sales of non-food alcohol-containing products was introduced after the tragedy in the Irkutsk region. In mid-December last year, more than 70 people died from the use of Hawthorn Lotion, which is why an emergency regime was even introduced in the region. The total number of victims, according to the regional Ministry of Health, then exceeded 120 people. The examination confirmed that the mass poisoning was due to the presence of methanol in the liquid. At first, restrictive measures were introduced for 30 days, then they were extended for another 60 days.

Commenting on the interim results of the temporary ban on the sale of alcoholic tinctures, Rospotrebnadzor reported that the number of alcohol poisoning compared with previous years decreased by 24 percent. The number of deaths has almost halved. At the same time, the department emphasizes that the established ban did not have a negative impact on bona fide business. This conclusion was made in Rospotrebnadzor on the basis of feedback from manufacturers of perfumery and cosmetic products, household chemicals and retail chains.

Let us remind you that methanol is a colorless liquid, which, however, has a characteristic smell of alcohol. It is used for chemical solvents. However, getting into the human body, methanol forms formaldehyde and formic acid, which hit the liver, kidneys, heart and other internal organs. Eyesight suffers especially. Almost immediately, the person stops seeing clearly. And about a day after the poisoning, blindness sets in. It is very rare to completely restore vision after drinking methanol drinks. With high doses, death occurs within a couple of hours.

In addition to new restrictive measures, Rospotrebnadzor will extend the current ban on the sale of non-food alcohol-containing products for 90 days. This was announced on Tuesday by the head of the department Anna Popova. She explained that this is being done on behalf of Prime Minister Dmitry Medvedev.

The innovation will not hit legal business and does not apply to legal alcohol, Popova explained. According to the head of Rospotrebnadzor, the ban will affect only liquid forms of food additives, RIA Novosti reports.

“For 90 days, a ban is introduced on the sale of alcohol-containing food products, here we mean the so-called alcohol-containing food additives. It is these surrogates that have replaced alcohol-containing non-food products on the “market”, ”she said.

Holes in the legislation allowing the sale of an alcohol-containing surrogate under the guise of food additives have been discussed for a long time. Back in mid-2015, Sultan Khamzaev, a member of the Public Chamber, head of the Sober Russia federal project, appealed to Deputy Prime Minister Alexander Khloponin to fill these gaps.

In the summer of 2015, products with an ethyl alcohol share of 45% appeared on the shelves of Russian stores, passing according to documents as "food flavoring for bakery products," the public figure then told the media. A whole line of such additives went on sale: "Kedrovy", "Khlebny", "Napoleon" and others.

In fact, such food additives are cheap analogs of vodka and cognac, but formally they are not subject to legal regulation and are sold even via the Internet.

The food additives that Gazeta.Ru found on the Internet are not much different in appearance from vodka - a similar bottle, a similar label with the name Wheat. The strength of the drink is 40%, the description says: "flavoring", but it contains only drinking water and alcohol.

These drinks are produced, according to the data of the online store, in the Ryazan region. The appearance of such bottles in retail was reported in January of this year by the Irkutsk media.

Massive methanol poisoning in Irkutsk caused a wide resonance in December. From 17 to 26 December 2016, 123 people were injured after eating Hawthorn bath concentrate, 76 of them died.

In terms of the number of victims, this poisoning became the largest in the post-Soviet history of Russia. In connection with these events, on December 19, an emergency regime was introduced in Irkutsk, and on December 20, mourning was declared.

After that, Prime Minister Dmitry Medvedev demanded that the illegal trade in alcohol-containing liquids be stopped and that responsibility for such trade be toughened.

In the near future, the government intends to toughen criminal and administrative liability for the illegal sale and storage of alcohol and tobacco, as well as for the circulation of counterfeit brands for alcohol.

In addition, the State Duma is considering a bill restricting the movement of alcohol-containing products if they are not labeled. Moving such products in excess of 5 liters per person will soon be prohibited by law. If this rule is adopted, the sanctions for the first time may affect consumers of homemade alcohol, as well as buyers of "non-freeze" on the road.
