So, the next step was to submit an application. According to the law: an application must be submitted by a teacher three months in advance, but here in Lysva we have the following rules: the deputy director for methodological work collects applications from those wishing to be certified and from those whose previous certification period ends in the next academic year, and in early June (for each school has its own time) takes it to the Education Department, where it registers them and discusses the certification schedule teaching staff his educational organization for the next academic year.

PACKAGE OF DOCUMENTS FOR PEDAGOGICAL CERTIFICATION

There is no need to present a package of documents as such, but grounds for certification are needed, therefore, in the application short form courses taken, participation in competitions, learning results, etc. are indicated. If there are insufficient grounds for certification for a category, the head teacher, who is aware of the state of affairs of the teacher, may recommend certification for compliance, although the educational organization does not benefit from lowering the category of teachers.

All documents are placed directly in electronic form in the portfolio. Before starting to work with a portfolio, for convenience, you can create folders on your “desktop” with names corresponding to its sections, and “scatter” all available materials into folders, then it will be clear in which section you lack materials (a methodologist can do this for you CNMO for a certain fee, which I already mentioned). There are materials that are suitable for two or more sections; you need to analyze the content so that it is not “heavy in some places and empty in others.” (For example, a document indicating your participation in the “Regional project for the development of competency-based tasks” can be placed in the section “ Methodical work and broadcast of teaching experience" and/or in the section "Results of participation in project activities, social and educational initiatives")

The following option is also possible: each new document, indicating participation, results, orders, new developments should be immediately placed in the electronic portfolio, and when the time for certification comes, everything is ready! “BUT” over the past few years the site has “crashed” more than once, and has also undergone changes, and teachers had to start over...

CERTIFICATION

  • This type certification does not include testing; portfolio examination is the only test.
  • The test takes place without the personal presence of the teacher. When the portfolio is ready, you need to click on the greenish field “Submit a request for portfolio review”, which is located on the left. Then you need to select a subject area. The portfolio is sent to an expert in this subject area. I learned the name of the expert from the “Expert Report”.

ARE OPEN LESSONS NEEDED?

Nowadays, open lessons are not the only form broadcasts of teaching experience, no one will force you to give a lesson, however, how could we live without them? Head teachers usually strongly recommend it. An open lesson allows you to clearly demonstrate pedagogical skill. Although many are certified without them. But I still public lesson gave, in the 5th grade - according to the Federal State Educational Standard, with a technological map.

There were 10 people present: the head teacher and 9 teachers of our lyceum. There were no particular comments, there were suggestions, ideas on how it could be this lesson improve.

Each section has a field for self-assessment (from 1 to 10) - a maximum of 110 points, thus forming the overall self-assessment as a percentage. Since I am a technology teacher, the whole section that takes into account the results of the Unified State Exam is dropped out, so I can’t get one hundred percent. Experts, as a rule, lower scores regarding self-esteem, so it is recommended to set yourself a little higher, but, of course, adequately and within reason. For certification, the expert’s score must be 75% or higher.

Self-analysis is loaded into the first section, but lastly, the analysis of one's own activities is described in the order of the portfolio sections.

And in conclusion, I want to tell you about a rather unpleasant story that happened to me during the certification process. I filled out the portfolio, as I said, myself, in the summer, carefully loading everything into chronological order and attaching all developments. Apparently there were a lot of us... The site, I must say, worked with great interruptions. Finally, when everything was ready - on September 12, I sent a request for examination. I went to my page 13, 14 - everything was in place. But when I suddenly decided to look personal page On the evening of September 15 (there were a couple of hours left before the portfolio was closed), I discovered that many materials had simply disappeared. Having not come up with anything better, I frantically tried to restore at least part of what was lost; there was no time for order or “consistency.”

No one could help me, although the administration reported this embarrassment to the Education Department. It turned out that there were four of us “lucky” ones from the city. The only one Feedback with site employees - write to support. The third time, they told me that the site was overloaded and restoration work was underway. I couldn’t look at my page anymore and saw it only after completing the certification: everything was in terrible disarray, the order was broken, not all the materials were returned... I, of course, experienced not very pleasant moments... I concluded that it was necessary to send , not a few days in advance (on the advice of the CNMO methodologist), but as expected on September 15 and not a day earlier!

But the main thing: two weeks later I received the coveted “Expert Conclusion” with a message about 75%, that is, I was still awarded the first qualification category!

Certification for a teacher is important procedure. It stimulates improving the quality of education and gives teachers confidence in their strengths and skills. In 2011, on January 1, new rules were introduced, according to which certification becomes mandatory for teachers different levels. Those who did not pass the certification tests must now confirm their suitability for the position they occupy. What do teachers who decide to apply for the first category need? There are very few restrictions on applying for the first qualification category. All documents and/or assignment of a qualification category are completed by the employer. If you combine work in several educational institutions, then such documents can be prepared and provided to the commission by several employers at once. The package of documents () usually includes:

Please review the notice of your certification at least one month in advance to obtain information about the date, location, and time of the certification test. Confirm in writing that you have read it.

If you do not have a category or your previous category’s 5-year validity period is coming to an end, then you can submit an application yourself to the regional Certification Commission. You can apply only if at least 2 years have passed since the previous certification, or you have been working in the same place for at least 2 years.

Please attach a standard package of documents (portfolio) and a sheet with the results of previous certifications (if any) to your application. Fill out the new certification sheet to the point specified design.

Please note that no later than a month later you will need to receive a notification certified by the members of the commission about the date, place and time of the certification test.

A month after submitting the documents to the commission, the teacher will receive information about the time, date and place of the certification at his home address.

How is the mandatory certification of teachers for category 1 carried out?

In the course of confirming suitability for the position, teachers are tested on issues related to professional activity. Tests are carried out in written or electronic form. By decision of the educational authorities of a constituent entity of the Russian Federation, mandatory certification for the 1st category of teachers of mathematics, Russian language, primary classes and other teaching staff can take place in other forms, which is provided for by confirmation or receipt of the category on a voluntary basis. Requirements for 1st category teachers

Voluntary certification for the 1st category of teacher presupposes that a teacher meets certain requirements. These include:

  • possession of the latest educational and educational methods, application of knowledge in practical activities;

Appealing the results of certification

If the teacher partially or completely disagrees with the decision of the commission, he can file an appeal. The decision can be appealed in court. The application must be submitted within 3 months from the date the decision was made.

According to the new rules, the second category was abolished altogether, and the certification of teaching staff was entrusted to educational authorities at the level of the constituent entity of the Russian Federation. At the same time, certification has become mandatory: once every five years, every teacher who does not have a category, regardless of desire and work experience, must undergo certification in order to confirm compliance with the position held.
Those teachers who wish to obtain the first or highest category may instead apply for certification to determine whether their professional level meets the requirements for the qualification categories. Categories are assigned for 5 years, after which they must be confirmed again in the same order.

If the teacher does not confirm his category in time, it will be canceled. After that:

  • a teaching worker of the first category will have to either submit an application for certification to be assigned the first category, or general procedure undergo certification to confirm compliance;
  • A teaching worker of the highest category will be forced to first be certified for the first category, and only after two years he will receive the right to apply for the highest.

At the same time, qualification categories assigned before January 1, 2011 remain valid for the period for which they were assigned. However, the rule according to which a teacher who has worked in the profession for 20 years was assigned the second category “for life” is cancelled. Teachers are nominated by their employer for certification to confirm their suitability for the position they hold.
If a teacher works in different teaching positions for one employer and does not have a qualification category for any of them, then the employer’s submission can be submitted immediately for all positions in which he is employed.
If a teacher combines work in his specialty with several employers, each of them has the right to send him for certification.

How to submit documents for certification

  1. The employer draws up a representation for the teacher. The submission is completed in accordance with the established form (there is a sample). In this document, the employer comprehensively evaluates the professional skills of the teacher and his work in his position. The document must also contain information about the teacher’s completion of advanced training courses and information about the results of previous certifications.
  2. No later than a month before the start of the certification, the employer acquaints the teacher with the presentation against signature.
  3. The employer submits documents to the certification commission of the constituent entity of the Russian Federation, where it receives information about the date, place and time of the teacher certification.   4. The certification period should not exceed 2 months. No later than a month before the certification, the employer brings to the attention of the teaching worker information about the date, place and time of his certification.

How is certification carried out?

During certification, in order to confirm compliance with the position held, teachers undergo written tests on issues related to their professional activities or computer testing, which allows them to determine the level of proficiency in modern teaching and education methods.

Commission decision

In accordance with paragraph 13 of the “Procedure for Certification of Teaching Workers,” the decision of the certification commission is documented in a protocol and entered into the certification sheet of the teaching worker. This document, as well as an extract from the administrative act of the certification commission, are stored in the teacher’s personal file.

  1. Upon successful completion of the certification, the commission issues a verdict: “suitable for the position held.”
  2. If the tests are failed, the commission decides that the teacher is “not suitable for his position.”

In this case employment contract with a teaching employee may be terminated in accordance with clause 3. part 1. art. 81 Labor Code of the Russian Federation. However, the employer is not obliged to fire a teacher who has not passed the certification. For example, he may offer him to take advanced training courses and, upon completion, undergo re-certification.

In addition, dismissal is not allowed if it is possible to transfer the teaching employee with his written consent to another job (for example, a vacant lower position or a lower paid job).

Also, in accordance with Article 261 of the Labor Code of the Russian Federation, the following cannot be fired:

  • the employee during the period of his temporary incapacity for work and while on vacation;
  • a pregnant woman, as well as a woman with children under three years of age;
  • a single mother raising a child under fourteen years of age or a disabled child up to eighteen years of age;
  • other persons raising these children without a mother.

Voluntary certification for obtaining the first or highest category

Voluntary certification is carried out on the basis of an application from a teaching worker to determine whether his qualifications meet the requirements for the first or highest qualification categories.

Who is eligible to undergo certification?

1. An application for certification for assignment to the first category can be submitted by:

  • teaching staff, uncategorized;
  • teaching staff with the first category - if the validity period of the previous “voluntary certification” is coming to an end.

2. An application for certification for assignment of the highest category can be submitted by:

  • teaching staff with the first category - but not earlier than 2 years after its assignment;
  • teaching staff with the highest category - if the validity period of the previous “voluntary certification” is coming to an end.

Teachers who have worked in their position for less than 2 years, pregnant women and women on maternity leave to care for a child until the child reaches the age of 3 years also have the right to apply for voluntary certification.

Who is applying for certification?

Each teacher does this independently. The law does not establish centralized deadlines for submitting applications and periods for certification, so a teacher can submit documents for certification at any time.

Teachers who already have a category are recommended to submit an application no later than three months before the expiration of the previous voluntary certification. This is necessary so that this period does not expire during the consideration of the application and certification.

How is certification carried out?

The qualification test takes the form of an examination of the teacher’s portfolio of professional achievements. The meeting of the certification commission can take place either without the participation of the teacher undergoing testing, or in his presence. You must write in advance in your application if you wish to attend the meeting.
