Climatic weapons are weapons of mass destruction, the main damaging factor of which are various natural or climatic phenomena created by artificial means.
To use natural phenomena and the climate against the enemy is the eternal dream of the military. To send a hurricane to an adversary, to destroy crops in an enemy country and thereby cause famine, cause torrential rains and destroy all the enemy's transport infrastructure - such opportunities could not but arouse the interest of strategists. However, earlier humanity did not have the necessary knowledge and ability to influence the weather.
In our time, man has acquired unprecedented power: he split an atom, flew into space, and reached the ocean floor. We have learned much more about the climate: now we know why droughts and floods occur, why it rains and blows snowstorms, how hurricanes are born. But even now we are unable to confidently influence the global climate. It is a very complex system in which countless factors interact. Solar activity, processes occurring in the ionosphere, the Earth's magnetic field, oceans, anthropogenic factor - this is only a small part of the forces that can determine the planetary climate.
A little about the history of climatic weapons
Even without fully understanding all the mechanisms that form the climate, a person tries to control it. In the middle of the last century, the first experiments on climate change began. At first, people learned to artificially induce the formation of clouds and fog. Similar studies were carried out by many countries, including the USSR. A little later, they learned to induce artificial precipitation.
At first, such experiments had purely peaceful purposes: to cause rain or, conversely, to prevent the hail from destroying crops. But soon the military began to master similar technologies.
During the Vietnam conflict, the Americans conducted Operation Popeye, the purpose of which was to significantly increase the amount of precipitation over the part of Vietnam along which the Ho Chi Minh Trail passed. The Americans sprayed some chemicals (dry ice and silver iodide) from planes, which caused a significant increase in rainfall. As a result, the roads were eroded, and the communications of the partisans were disrupted. It should be noted that the effect was rather short-term, and the costs were enormous.
Around the same time, American scientists were trying to learn how to manage hurricanes. For the southern states of the United States, hurricanes are a real disaster. However, in pursuit of such a seemingly noble goal, scientists also studied the possibility of sending a hurricane to the "wrong" countries. In this direction, the famous mathematician John von Neumann collaborated with the American military department.
In 1977, the UN adopted a convention that prohibited any use of the climate as a weapon. It was adopted at the initiative of the USSR, and the United States joined it.
Reality or fiction
Is a climate weapon even possible? In theory, yes. But in order to influence the climate on a global scale, on territories of several thousand square kilometers, colossal resources are needed. And since we still do not fully understand the mechanisms of the occurrence of weather phenomena, the result can be unpredictable.
Climate control research is currently underway in several countries around the world, including Russia. These are impacts on relatively small areas. Using the weather for military purposes is prohibited.
If we talk about climatic weapons, then two objects cannot be ignored: the American HAARP complex, which is located in Alaska, and the Sura facility in Russia, not far from Nizhny Novgorod.
These two objects, according to some experts, are climate weapons that can change the weather on a global scale, affecting the processes in the ionosphere. The HAARP complex is especially famous in this respect. No article on this topic is complete without mentioning this installation. The Sura object is less well known, but it is considered our answer to the HAARP complex.
In the early 90s of the last century, construction of a huge facility began in Alaska. This is a 13 hectare site where antennas are located. Officially, the facility was built to study the ionosphere of our planet. It is there that the processes take place that have the greatest impact on the formation of the Earth's climate.
In addition to scientists, the US Navy and Air Force, as well as the famous DARPA (Department of Advanced Study), are taking part in the project. But even with all this in mind, is HAARP an experimental climate weapon? Unlikely.
The fact is that the HAARP complex in Alaska is by no means new or unique. The construction of such complexes began in the 60s of the last century. They were built in the USSR, Europe and South America. It's just that HAARP is the largest such complex, and the presence of the military adds intrigue.
In Russia, the Sura facility is engaged in similar work, which has a more modest size and is now not in the best condition. Nevertheless, "Sura" works and studies electromagnetism in the high layers of the atmosphere. Several such complexes existed on the territory of the former USSR.
Legends have appeared around such objects. They say about the HAARP complex that it can change the weather, cause earthquakes, shoot down satellites and warheads, and control the minds of people. But there is no evidence of this. Not so long ago, the American scientist Scott Stevens accused Russia of using climate weapons against the United States. According to Stevens, the Russian side, using a secret installation of the Sura type, operating on the principle of an electromagnetic generator, created Hurricane Katrina and sent it to the United States.

Today, climate weapons are a reality, but their use requires too large-scale resources. We do not yet know enough of the most complex processes of weather formation, and therefore it is problematic to control such weapons.

Indeed, in the USSR, they also experimented with the climate. Are we no longer interested in typhoons?
The USSR, together with Cuba and Vietnam, began to study typhoons in the early 1980s. And they were conducted around the most mysterious part - the "eye" of the typhoon. Serial aircraft Il-18 and An-12, converted for meteorological laboratories, were involved. Electronic computers were installed in these laboratories to obtain information in real time. Scientists were looking for those "painful" points of the typhoon, acting on which it would be possible to reduce or increase its power, destroy or change the trajectory with the help of special reagents that can cause or, conversely, prevent immediate precipitation. Scientists even then found out that by scattering these substances from an airplane into the “eye” of the typhoon, its rear or front, it is possible, by creating a pressure and temperature difference, to force it to walk “in a circle” or stand still. The only problem was that it was necessary to take into account many constantly changing factors every second. And it was necessary to have a huge amount of reagents. Simultaneously, a network of radar stations was created in Cuba and Vietnam, interesting data were obtained, including on the structure of the typhoon, which made it possible to start modeling various methods of influence. Theoretical work was carried out to study the possibility of influencing the cyclones of temperate latitudes and the weather in the region. But in the early 90s. work on active influence on the weather in Russia practically ceased to be funded and was curtailed. So today we have nothing to brag about. The "eye" of the typhoon no longer interests us.
Secret work continues
So, in 1977, within the framework of the UN, the Convention on the Prohibition of "Environmental War" was concluded. (The Convention on the Prohibition of Military or Other Hostile Use of Means of Influencing the Natural Environment - Artificial Stimulation of Earthquakes, Melting of Polar Ice and Climate Change.) But, according to experts, secret work on the creation of "absolute" weapons of mass destruction (WMD) continues. Recently, a group of American researchers working on the HARP project conducted an experiment to create an artificial aurora borealis. The ionosphere influences these signals, which is why these kinds of experiments help us understand how radio waves interact with the ionosphere, and this is important for communications research. And for navigation.
We can reproduce the properties of some space weather phenomena, but only in a very limited area: directly above the HAARP complex itself, and as soon as the transmitter is turned off, all these effects disappear.
Yes, there are those who believe that this installation can influence the climate. But the truth is very far from this. We have absolutely no control over the weather. We usually use this comparison: what HAARP does to the upper atmosphere is like putting a boiler in a river. We do not influence the global climate in any way, from the word "absolutely". In fact, in a sense, it would be nice if we could. My truck, for example, here in Alaska, is still buried under several feet of snow. I wouldn't mind getting rid of it. But people care about this, and often there is a replacement of scientific concepts, and I do not blame them, because electromagnetic waves are a very confusing and difficult question.
The bottom line is that HAARP is powered by its own generators. Yes, of course, they are huge when compared, for example, with the amount of energy that is used in someone's home, but this is very, very, very small compared to natural phenomena of nature. For example, even the lightest rain releases much more energy than a plant like HAARP can use in a year or even ten years.

I like to talk about science, about what HAARP can actually do, and sometimes I manage to convince them that we are not doing anything terrible and we cannot control the weather. And we can’t do anything like that. But some people think that we can control the minds of people. But no, we can't do that either.
From English, the abbreviation HAARP (HAARP) roughly translates as "Active high-frequency program for research of the northern lights" - simple and harmless. People are studying for themselves a wonderful natural phenomenon. Just one thing is not clear: how can one become interested in this beautiful, but, at first glance, economically useless phenomenon enough to pay tens of billions of dollars for research (and additionally for secrecy)?
Krasnoyarsk secret
But to answer this question, you need to go back to the end of the 20th century. Then the USSR, in response to the American SDI program, began to create a network of powerful radars capable, according to the creators' plan, of paralyzing the onboard electronics of intercontinental missiles and taking them off course. The first was the Krasnoyarsk radar, but during its operation two unpleasant things became clear: firstly, the locator turned out to be able to work out only single targets (albeit more than efficiently), and secondly, after a minute of its operation, the ozone layer in the "impact" area became so dense that it did not pass the actual radar beam.
There was one more thing that it was not customary to talk about: the field created by the locator had a rather strange effect on the psyche of people - those who fell under the ozone layer “compacted” by the locator had a desire to run away, to hide - in general, it caused, to put it mildly, unpleasant emotions.
The program in the USSR was closed, although a network of similar systems along the country's borders would have negated the first two problems. (About the third, as already mentioned, they were silent.) The locator could also be used for peaceful purposes, for example, "patching" ozone holes, destroying space debris, feeding near-earth satellites, but ... In the negotiations on arms reduction, the United States especially insisted on dismantling Krasnoyarsk locator and achieved their goal.
And just a few years after the unique system in the USSR was destroyed, America immediately began to build its own, almost similar system, supposedly for studying ... the northern lights.
People who think that the northern lights are just multicolored flashes in the sky reflected by ice and nothing else are deeply mistaken. In fact, these are quite complex processes of interaction of cosmic (in particular, solar) rays with our earth's ionosphere, causing amazing effects.
But the American military, hiding behind a program with such a peaceful and beautiful name, was not at all going to spend money on studying these effects. Their essence was clear to American researchers earlier, and the work of Soviet scientists with the Krasnoyarsk radar only confirmed the following: on the basis of experiments with the ionosphere, an unusually powerful and practically invulnerable weapon can be created.
Tesla's disciple
Where did such a destructive idea come from in the first place? Back in the middle of the 20th century, a certain Bernard Estlund, a student of Nikola Tesla, prepared the scientific basis for the HARP program. In 1985 he published a work entitled "Method and Mechanism of Changing the Region of the Earth's Atmosphere, Ionosphere and Magnetosphere" and received a patent for it.
This project involved the global release of an immense amount (on the order of gigawatts) of energy into the outer spheres of the Earth. Here are just the consequences of such an impact on our planet and on all forms of life in the work of Estlund in no way considered.
A few years later, Estlund lost his patent due to financial problems. And the Pentagon, on the basis of its developments in 1992, began to build a powerful radar station in Alaska at the Gakkon military training ground.
Soon the first HARP unit was ready. 15 kilometers north of Dacon (Alaska), on an area of about 13 hectares, 180 antennas, each 25 meters high, were raised into the sky, capable of delivering power up to 3600 kW. Antennas directed to the zenith make it possible to focus short-wave radiation pulses on separate parts of the ionosphere and heat them up to the formation of a high-temperature plasma.
After some time, a similar system (only three times more powerful) appeared on the territory of Norway, the third is being built on the island of Greenland. After it is completed, the entire Northern Hemisphere will fall into a giant "net".
The website of the Federation of American Scientists claims that this is just a scientific work. Allegedly, the stations were created to study the properties of the ionosphere in order to make better use of communication systems. True, on the same site it is written in small print that these "scientific" experiments are financed by the US Air Force and the special department of the US Navy. And the finances are rather big: the Alaskan station alone spent $ 25 billion.
When reporters inquired about the actual meaning of this “scientific research” from the former patent owner, he explained that “the antenna structure in Alaska is actually a huge beam weapon capable of destroying not only all communications networks, but also missiles, airplanes, satellites and much more. In addition, it can cause climatic disasters around the world, or at least in some regions, and deadly cosmic radiation, from which there is no protection, and in strictly defined places, and all this through the irresponsibility of military and government officials. "
So much for the "study of the northern lights" - everything turned out to be simpler and, unfortunately, more ominous.
Wake up in the matrix
HARP installations are already working, however, not at full capacity - the military themselves are afraid of their creation. However, "experiments" seem to be already underway. Many scientists consider most of the cataclysms that have shook the world in recent years as a consequence of these unnatural "experiences". There is an extraordinary drought in Europe, and numerous tsunamis that claimed thousands of lives, earthquakes in the most unexpected places and much, much more.
"Controlled fields", created by high-frequency bases in Alaska and Norway, currently more than cover the entire territory of the former USSR. And this means that the operators of these bases, by pressing a couple of buttons, can easily disrupt the radio communication system in the vast expanses of our country, nullify satellite navigation, confuse the early warning air defense radars and disable the onboard electronics of military and civil ships and aircraft.
Let's not forget about the so-called side effects. Yuri Perunov, a radio scientist, a leading Soviet and Russian specialist in the field of studying the interaction of high-frequency electromagnetic radiation with the near-Earth environment, said in one of his interviews: and climatic, but also psychotronic weapons. Roughly speaking, one morning people will wake up and will not even be able to understand that their thoughts, desires, tastes, their choice of food and clothing, mood and political views are determined by the operator of the HARP-type installation. I have reason to believe that it was precisely the proximity to the creation of psychotronic weapons that was one of the main reasons due to which all the results of research on HARP in 1997 were classified. " Until the end of the eighties, Yuri Perunov intensively explored exactly the area that HARP monopolized today. But funding for our work in this area was stopped.
When researchers first encountered materials related to HAARP, they realized that Tesla's technologies had finally found their embodiment, but, alas, not at all what a humanist scientist dreamed of.
Major patents related to HAARP were granted in the 1980s to Bernard J. Eastlund for his Method and Instrument for Changing the Layers of the Earth's Atmosphere, Ionosphere, and / or Magnetosphere. Eastlund worked for ARCO, a subsidiary of Atlantic Richfield.
Giant Beam Cannon
Since there is hardly anything about the HAARP project in official newspapers such as The New York Times or The Washington Post, I can tell you that this project is based on the use of a huge electromagnetic cannon aimed at the upper atmosphere with a high accuracy. This is an electromagnetic weapon of enormous power.
HAARP is a transmitter that can be compared to a colossal microwave oven, whose radiation can be focused anywhere in the world. Although the scientists who are working on this project call the device an "ionospheric heater," HAARP has much greater capabilities than simply heating certain layers of the atmosphere.
Simply put, HAARP is an electronic broadcasting system currently in the hands of the US Army. This is a military project, not a civil one, as press releases are trying to convince us of. Although HAARP has many possibilities, no one has ever mentioned the chapter itself. This is an incredible mind control opportunity.
It should be noted that the unpleasant circumstance that America is bound by a treaty under which it is obliged to obey the UN. This means that HAARP is completely under the control of the exponent of the will of the New World Order of the United Nations and the use of this giant electromagnetic searchlight is completely beyond the control of the US people.

MacDonald, an expert on military technology, says that electronic shocks, which are artificially generated and delivered at a certain frequency, can lead to strong vibrations that can create high enough energy levels over certain areas ... They also cite the words of MacDonald, who has spoken about these mind control techniques in many newspapers. According to MacDonald, the key to geophysical weapons is identifying environmental instability phenomena. Then it is enough to stimulate them with a relatively small charge of energy in order to release much larger energy volumes.
Begich and Manning ask the following question: Is the HAARP project the embodiment of predictions by geophysicists of the recent past? Geophysicists have noted that the application of energy to potential environmental phenomena can lead to impressive results. At the same time, humanity has already thrown out a large amount of electromagnetic energy into the environment, not thinking about what can exceed the critical mass.

Another advantage of electromagnetic systems is that each of them can cover large areas. They operate silently and countermeasures are unlikely to be possible.
The fact that one more ability of HAARP can be its use against the population of their own country, senior US military officials only whisper. Therefore, even the simple mention that HAARP is a weapon system, and not an experimental scientific project, could cause a storm of protests among the common people of the United States. This is why the government is so careful to preserve the project's unclassified status, presenting it as a simple study of the capabilities of radio and the study of the upper layers of the earth's atmosphere.
HAARP Features

The HAARP project can also be used as an offensive weapon by changing the weather over designated areas. Back in 1958, a White House spokesman said the Department of Defense was "exploring the possibility of manipulating the conditions of the earth and sky, thus changing weather conditions." Later, experiments were carried out to saturate the clouds, when the rain was caused at given moments, but at that time the study of such possibilities according to Tesla's method was just beginning, when electronics would be in charge of such things. In parallel, experiments with infra-low frequencies, transmitters and the crown of all these technologies were carried out by the HAARP project.
Timeline of HAARP
For the researcher interested in the history of the development of these technologies, I offer a brief chronological summary of all the significant events related to the creation of the electromagnetic weapon of the New World Order.

1980s: During these years, the United States built a network of GWEN towers (a network for generating waves in the earth's surface in emergency situations), capable of broadcasting extremely low frequency waves, ostensibly for defense purposes.
1995: Congress approved a $ 10 million budget for the HAARP project, ostensibly aimed primarily at "nuclear deterrence."
1994-1996: Phase 1 of HAARP testing, at least that's what it was said. Other researchers believe that by this time HAARP was already completely ready for action and participated in a number of projects, and was directing its radiation to various parts of the world. 1998: The HAARP project is due to go live this year, according to official figures.

Great, of course, but this is real misinformation. In fact, the US government has been funding and running the SETI (Search for Extraterrestrial Intelligence) program for several years now. It could be assumed that this official statement by the US government was just an excuse to talk a little later about contacts with aliens and finally recognize their presence on Earth.
However, this is only a guess. But what does not belong to the field of speculation is that I saw with my own eyes, these plates are directed to the north, almost parallel to the surface of the earth. This concerns the fact that the signals are supposedly sent into space.
The answer came when I was having dinner. Sitting next to four NRAO astronomers, I heard one of them complain about the lack of time to work with the radar as part of his research. When I went to NRAO, all 27 dishes were directed not at all to the sky, but to the north, low above the ground. And in the photo, which hangs in the main office of the observatory, all 27 plates are directed there.
Why is there such persistence in focusing all the plates on the same sector of the sky when people do not have enough time to use the plates in their research? Another clue is the location of the NRAO in a secluded place among the wastelands of San Augustine, a quiet area specially chosen for its remoteness from holy radio stations and other sources of electromagnetic radiation.
After driving away from the NRAO, I received other clues. I was driving with the VHF receiver and the walkie-talkie turned on, when suddenly, about two miles from the main installation, a terrible rattle was heard from the radio, simultaneously drowning out the receiver.
I have never seen a signal indicator on a walkie-talkie go through the red sector for so long. The howling and grinding continued for several minutes. I couldn't believe my ears. Is it possible that such powerful electromagnetic pulses do not interfere with listening attentively to the weak signals of cosmic sources? I turned off my walkie-talkie and receiver and didn’t turn them on until I got to Piteown, which is 21 miles northwest. Turning on both radios, I again heard a deafening rattle. Fortunately, after a couple of minutes it stopped, both of my devices worked fine again for both reception and transmission. Since then, I have not heard this grinding again.
I thought that, probably, the NRAO not only receives signals from space, but also sends its own in response. Dr. Boylan has come to some interesting conclusions regarding the development of powerful beam weapons for the New World Order.
Since 1992, the shadow government has continued the secret development of space weapons. This is a response to the visit of the Earth by intelligent beings from other planets and star systems. In 1993, at Kirtland Air Force Base, the Air Force's Phillips Laboratory was urgently awarded a contract to develop a 1 trillion watt electromagnetic pulse weapon.
In the same 1993, the Russians invited the United States to get acquainted with their developments in the field of space plasma weapons. This weapon uses a highly targeted, highly destructive force field of high energy. This incredible system directs two powerful beams of energy, one carrying microwave electromagnetic energy, the other powerful laser energy. These rays converge in space on a chosen target, and something like the explosion of a miniature hydrogen bomb is obtained.
Obviously, these weapons are not a reaction to the now defunct Soviet nuclear threat. How is this then explained? It is time for the current government to explain itself to the American people. Even before World War II, it was experimentally established that it was possible to influence the properties of the ionosphere with the help of powerful radio emission. Apparently, the military was behind the developments of the scientists. In 1985, scientist Bernard Eastlund patented a work called "Method and mechanism of changing the area of the atmosphere, ionosphere and magnetosphere of the Earth"... He also became one of the leaders of the American research project HAARP - the program of high-frequency active research of the auroral region ( HAARP - High Frequency Active Auroral Research Program). At the initial stage, scientists from American universities and research centers were involved in the research, the data were periodically published, although the hands and money of the Pentagon were visible behind the project.
Who hides information about a secret base HAARP in Alaska?
The first and most famous object of the HAARP system was laid in 1992 on the site of a former tracking station in Alaska, 450 kilometers from Anchorage - near the village of Gakkona. Among the taiga, surrounded by mountains, a giant antenna field, its own power plant, a network of diesel generators, a runway and God knows what appeared.
Eyewitnesses are particularly impressive a system of 180 antennas, some of which reach 30 meters in height... The power of the transmitters is 3.5 megawatts, and antennas directed toward the zenith make it possible to focus short-wave radiation pulses in certain parts of the ionosphere (where the effective irradiation power already reaches a record value of 3.5 gigawatts) and heat them up to the formation of a high-temperature plasma. Initially, information about the experiments in the Gakkon was published in the public domain. However, for some time now, the information has disappeared.
The mystery of Scandinavian experiments
Something similar is functioning in the Norwegian Troms. The local system EISCAT (European Incoherent Scatter radar site), according to scientists, has antenna capabilities equivalent to the Alaskan HAARP, but the transmitter is 3 times weaker - 1.2 MW. According to some reports, the construction of a similar facility in Greenland is nearing completion.
In Sweden, the European Community's HISCAT system is under construction. This facility will be many times larger than the American HAARP (36 dB, 10 MW). The most interesting thing is that no data on European experiments are published.
For some time now, the Americans have even begun to let tourists into the facility near Anchorage. However, there is evidence that something similar was created in the same place in Alaska, but in a different place. And now access is already denied there. Wikipedia gives this address: HIPAS (High Power Auroral Stimulation), near the city of Fairbanks. And a few more addresses: Puerto Rico (near the Arecibo Observatory), Zmiev in the Kharkiv region - "Uran-1", Dushanbe - radio engineering system "Horizon" and also, it is possible that Peru and Australia. Another object is pointed out in scientific circles: SPEAR (Space Plasma Exploration by Active Radar)- on the Svalbard archipelago.
Some of these complexes have a purely research, scientific focus, and due to insufficient capabilities, they cannot achieve any breakthroughs in a direction that is dangerous for us. However, the European complexes are two super systems that, according to scientists, will be able to control the entire circumpolar region.
Italian footprint
A surge of attention to the topic of "sounding the ionosphere" occurred in connection with the commissioning in 2010 of a super-secret American military base in Sicily, near the town of Nishemi. Officially, it is known about the base that it is part of the so-called system MUOS (Mobile User Objective System)(global system of communication and tracking (targeting) of mobile users). The object emerged on the site of the largest communications point for NATO forces in the Atlantic and in Europe.
Visually, the base is similar to the Hakkona: an antenna field located at several tens of square kilometers, its own power plant, and maintenance buildings. Italian scientists suggested that the base could perform broader functions and be part of the HAARP system. According to physicist Enrico Penna (Penna), the object in Nishemi can be an experimental site or even an element for the practical application of ultra-powerful electromagnetic fields that can affect the environment. In addition, according to military experts, it is possible that this system can be used to conduct experiments on impact on ballistic missiles. However, domestic experts believe that there is not enough objective data for such conclusions.
However, initially the new facility was supposed to be located in the village of Sigonella (Sigonella) at the NATO air and missile base. However, the American military authorities demanded that the new base be moved a sufficient distance from the air base, citing electromagnetic radiation, which can cause disruptions in the communication environment and in the operation of civil and military aircraft engines during takeoff and landing.
According to some reports, radiation can also cause detonation of ammunition. At least, Italian newspapers wrote that in Sicily around this base there are regular failures in the operation of electronic clocks and other equipment. A survey carried out by scientists at one of the Italian universities showed that the radiation emanating from the base in Nishemi poses a threat to the local population. Not to mention all the other dangers that arise when such an object is located in a densely populated area.
By the way, the Sicilians are actively protesting and demanding the closure of the base, using, among other things, the fact that the allocation of land in the protected area was made by the Roman authorities bypassing normal procedures, in violation of Italian law. After all, this is the only way a secret American base could appear in Sicily, where access to local authorities is prohibited.
Since 2011, demonstrations of a specially created public movement "NOMOOS" have been held around the base, which we do not write about. The people in Sicily quickly realized that they had become guinea pigs in obscure American experiments, and in the event of war, a target for missiles. The base was opposed by the mayors of many cities in Sicily. But dealing with the Italian government pressured by Washington is not easy. At first, even the governor of Sicily supported the movement. But a shout from Rome forced him to moderate his protest impulse.
Nevertheless, the intensity of passions around the base does not subside. Newspapers and television more than once devoted unpleasant stories and articles to her. A conference was held in the Italian parliament last year, during which MPs and experts exchanged information about what is happening in Nishemi, assessed possible risks and outlined ways of counteraction.
Not so long ago, the local prosecutor's office even issued an order to close the base.
But so far she continues experiments that are not clear to anyone. According to Russian scientists, the site in Nishemi is most likely not associated with the HAARP system. But who knows what they are still planning there ... Moreover, the demand of the Italian parliamentarians to provide detailed information about the new base, Washington responded with a sharp refusal.
Who is wearing the hat?
More recently, the British Daily Mail published an interesting note, from which it followed that the CIA suspects Russia of using that very geophysical weapon against the United States. The newspaper, frankly, is susceptible to sensations, but the information was picked up by the government-owned Rossiyskaya Gazeta, heading the article "CIA blames Russia for climatic cataclysms"... From the publication it followed that the American spy agency is interested in the ability of other states to control the climate and interviews scientists working in this area. The leak was made by a certain professor Alan Robock, who told reporters of the British publication about contacts with people from Langley.
"Consultants from the CIA called me and asked: if someone is able to control the global climate, can we find out about it?", - said Robok.
In response, the scientist spoke about the technologies he knew for changing the weather. Then the British newspaper wrote that the professor was not asked a specific question - does Russia have such technologies. All of these are officially declared goals. However, the idea of the HARP project arose back in the days of the "Star Wars", then it was planned to create a "lattice" of highly heated plasma (of which the ionosphere consists) to destroy the missiles of the Soviet Union. And placement in Alaska is beneficial, since the shortest route to the United States lies through the North Pole. The creation of HARP coincided with Washington's statements about the need to "modernize" the 1972 ABM Treaty. "Modernization" ended with the unilateral withdrawal of the United States from the Treaty on December 13, 2001 and an increase in the allocations of the HARP program.
Another, not officially mentioned, area of HARP application is the amplification of acoustic-gravitational waves (it is no coincidence that the Poker Flat center is located nearby, from which a rocket with a catalyst "slowing down" the ionospheric wave and starting the process of "release" of energy can be launched).
The HARP antenna field is located at 62.39о N latitude. i, 145.15о W. d. and is a phased transmitter antenna designed to transmit radio signals at frequencies from 2.8 to 10 MHz. In the future, the antenna will occupy 33 acres (approximately 134 thousand square meters) and will comprise 180 individual antennas (arranged in a rectangle of 12 by 15 antennas). Each design consists of two pairs of crossing dipole antennas, one for the "lower" frequency range (2.8 to 8.3 MHz), the other for the "upper" (7 to 10 MHz).
Each antenna is fitted with a thermocouple, and the entire array is fenced "to prevent possible damage from large animals." In total, it is planned to install 30 complex transmitters (transmitters) on the antenna field, each of which will contain 6 pairs of 10 kW of smaller transmitters, and the total power of which will be 3.6 GW. The whole complex is supplied with electric energy by six generators of 2500 kW each. As the creators officially announced, the radio beam reaching the ionosphere will have a power of only 3 μW per square meter. cm.
Another heating stand - "EISCAT" in Troms (Norway) is also located in the subpolar region, but less powerful than the HARP and was created earlier.
"Surah"
The Sura heating stand was built in the late 70s and was put into operation in 1981. Initially, the Sura facility was financed by the Ministry of Defense, today the financing is carried out under the Federal Target Program “Integration” (project N 199/2001). The Radiophysical Research Institute (NIRFI) has developed a project to create a SURA Shared Use Center (SURA Center for Collective Use) for joint research of RAS institutes.

Observation of radio emission of long-range transionospheric propagation of radio waves in the decameter-decimeter range, development of methods and equipment for predicting and controlling the propagation of radio waves.
The Sura radio complex is located in Vasilsursk, Nizhny Novgorod Region (57 north latitude 46 east longitude). It is based on three short-wave radio transmitters PKV-250 with a frequency range of 4-25 MHz and a power of 250 kW each (total - 0.8 MW) and a three-section receiving and transmitting antenna PPADD measuring 300x300 sq. m, with a frequency band of 4.3-9.5 MHz and a gain of 26 dB at the center frequency.
The main difference between the HARP and Sura units is in capacity and location: the HARP is located in the area of the northern lights, the Sura is in the middle zone, the power of the HARP is already much higher than the power of the Sura, however, today both units are in operation and delivered to them the goals are identical: the study of the propagation of radio waves, the generation of acoustic-gravitational waves, the creation of ionospheric lenses.
The United States press accuses the Russians of using the Sura to trigger and alter the trajectory of hurricanes, while Russian and Ukrainian officials are sending out warning letters that explicitly refer to the HARP as a geophysical weapon. Discussion of the danger posed by HARP for the Russian Federation did not take place in the Duma, although it was planned.
There are several international treaties limiting climatic and meteorological experiments of the participating countries, among them the most fully reflects the problem of the Convention on the Prohibition of Military or Other Hostile Impact on Nature (entered into force on October 5, 1978, the validity period is not limited). Structure
The Haarp includes antennas, an incoherent radar with a 20-meter antenna, laser locators, magnetometers, computers for signal processing and antenna field control. The complex is being deployed and researched by the "Philips Laboratory" located at the US Air Force Base in Cartland, New Mexico. Similar research projects
The HAARP system is not unique. There are 2 stations in the United States - one in Puerto Rico (near the Arecibo Observatory), the second, known as HIPAS, in Alaska near the city of Fairbanks. Both of these stations have active and passive instruments similar to HAARP.
In Europe, 2 world-class ionospheric research complexes are also installed, both are located in Norway: the more powerful EISCAT (European Incoherent Scatter Radar site) radar is located near the city of Tromsø, the less powerful SPEAR (Space Plasma Exploration by Active Radar) - on the Svalbard archipelago.
