Veronika Igorevna Skvortsova is not a new person in the leadership of the Ministry of Health - since 2007 she has worked as Deputy Minister of Health and Social Development Tatiana Golikova, being the only doctor among the Deputy Ministers. Therefore, formally, she shares responsibility for everything that happened to medicine during these difficult years for the industry. The first question that arose for everyone was whether she would pursue a "new policy" or continue the reforms that the medical community and patients were moaning about. In the days of Golikova, it was rumored that Veronika Igorevna did not participate in the adoption of "revolutionary" decisions that changed the healthcare landscape beyond recognition. If so, there is an opportunity to start from a blank sheet. I'd like to believe it very much. If not, well, then no.

Something in the created structure of the Government suggests that the second scenario is quite realistic. Tatyana Golikova in the position of Assistant to the President of the country may well influence the policy of the Ministry of Health. A new person in the government itself - Social Deputy Prime Minister Olga Golodets, according to available information, also has his own view of the development of medicine and can strongly influence the decisions of the Minister.

It is not yet clear how Veronika Skvortsova will interact with public professional organizations. Everyone knows that in recent years the leadership of the department did not notice any of the independent experts, pursuing an aggressive policy aimed at marginalizing the professional community. Perhaps this is the only thing that the department, which has sunk into oblivion, did very well. On the other hand, it is impossible to do anything in healthcare without the support of specialists.

Now - an additional difficulty - two technological medical lines are increasingly colliding - the old, professional one, based on the idea of a doctor - a classy specialist. Hence the conclusion: we need more good doctors, centers, specialties, expensive equipment. This path is actually a dead-end one, which ultimately leads to piecemeal medical care: such help from “high technologies cannot reach the masses, with their daily concerns and problems. But it is precisely about this path that the director and rector corps grieves. And until the last patron I will defend it.

The second way is the information and communication model - mass health care, including responsible self-treatment, the development of a paramedic service - specialists who combine the main work in the villages with the provision of first aid. Or working as numerous physician assistants. The scope of such assistance can be - with modern Internet technologies - significantly expanded. The paramedic in remote areas should become a kind of remote “hands” of the coordinating physician.

All this must be taken into account by the new minister, who, as doctors still hope, will have to create a concept for the development of the industry. What we have heard so far has been aimed at the privatization and commercialization of medicine. Will this destructive course continue? Dont clear.

Doctors have no illusions about the drainage of cash flows. Unfortunately, it is already obvious to everyone today that the huge funds raised within the framework of the “modernization” program due to the multiple increase in the tax on compulsory health insurance are not spent at all on real improvements in the availability of health care. Well, one cannot recognize as an improvement the new asphalt in hospital yards, the curb and paving slabs. Of course, no one objects to embellishment - aesthetics is a good thing. But! There is no money for medicines for children. There is not enough for anticancer drugs. With multi-shift, soon almost continuous work, the salaries of doctors are beggarly. Well, what does paving slabs have to do with it?

In general, to the question - who are you, Madame Skvortsova? - there is no definite answer yet. While there are immediate potentialities, the further development of events will depend on their implementation. Who will be the minister's deputies is an important question, since the deputies used to define the vector of development. In the last composition, the management regime was absolutely authoritarian, the deputies did not play a role and did not have a say. Therefore, it is necessary to see within 1-2 weeks how events will develop. How they sit down - right or wrong.

Veronika Igorevna Skvortsova is a Russian statesman who has held the post of Minister of Health of the Russian Federation since 2012. The politician is a highly qualified specialist in the field of neurology and neurophysiology. Received a doctorate in medical sciences.

Veronika Skvortsova was born in the family of Igor Arnoldovich Skvortsov, professor of the Second Moscow Medical Institute and the Russian State Medical University, Doctor of Medicine. Since later Veronica also became a medical worker, the woman became a doctor in the fifth generation. The fact is that her great-grandfathers were still engaged in medicine, and her great-grandmother became one of the first graduates of the medical faculty of the Higher Courses for Women.

At school, Veronika Skvortsova was an excellent student, therefore, along with a certificate of maturity in 1977, she received a gold medal. Then the girl becomes a student of the pediatric faculty of the Second Moscow Medical Institute. Already in the third year, the first scientific publications of the student appeared, so it was clear that Skvortsova would continue the family's success in the scientific field.

The novice doctor completed his clinical residency at the Department of Nervous Diseases of the Russian National Research Medical University named after. In the same place, Veronika Skvortsova graduated from graduate school in 1988 and defended her Ph.D. thesis.

Having worked for only a year as a senior laboratory assistant at the Department of Nervous Diseases, Skvortsova gained enough experience to head one of the first neuroresuscitation services in Russia at the First Moscow City Hospital.

In the early 90s, a woman defended her doctoral dissertation on the topic "Clinical and neurophysiological monitoring, metabolic therapy in the acute period of ischemic stroke", becomes a doctor of sciences and heads the department of nervous diseases that has become her own. A few years later, Veronica Igorevna was awarded the title of professor. At that time, Skvortsova was not yet 40 years old. During this period, the political biography of the physician began.

Politics

The successes of Veronika Skvortsova did not pass by high-ranking people. At that time, she worked as the Minister of Health and Social Development of the Russian Federation, on whose initiative Skvortsova was appointed Deputy Minister in 2008. Veronika Igorevna supervised the development of laws "On the basics of health protection of citizens of the Russian Federation" and "On biomedical technologies", and also participated in the implementation of the national project "Health".

In 2012, he becomes the president of Russia again. The President removes Tatyana Golikova from the post of minister and divides the existing department into two separate parts. The Ministry of Health, which has become independent, has been headed by Veronika Skvortsova since May 21, 2012. The press received the appointment of Veronika Skvortsova with enthusiasm: a politician with a specialized education in such a serious position immediately received an advance of trust.

From the first day, the new minister began to carry out reforms in health care. An anti-tobacco law was approved, the principles and timing of medical examinations of workers were changed, and commercials were created to motivate people to go in for sports and lead a healthy lifestyle. Veronika Igorevna supported the initiative to re-certify the teaching staff of medical universities and change the curriculum for students.

The First Lady of Public Health has written four hundred articles and scientific papers on medical topics, patented seven medicinal drugs, acts as a scientific consultant for the oldest Russian medical publication "Journal of Neurology and Psychiatry named after S. S. Korsakov" and is the editor-in-chief of the Russian version of the journal "Stroke".

At the same time, Veronika Skvortsova is far from only a theoretician. More than once the doctor had to apply the knowledge gained directly during a meeting of state authorities. Veronika Skvortsova at various times helped save the lives of employees of the Federal Security Service and the Presidential Administration of the Russian Federation. When one had a pre-stroke condition, and the second lost consciousness, the minister provided first aid to the victims.

Also on September 20, 2016 on board the flight "Moscow - New York" a doctor who lost consciousness. Noticing the signs of a stroke, Skvortsova managed to stabilize the woman's condition and bring her out of unconsciousness.

It should be added that the Minister of Health is opposed to abortion, which the politician has repeatedly stated in publications and television interviews. Veronika Igorevna supports the initiative of providing material support for young mothers, but at the same time stresses the importance of creating a "moral and ethical aura" in this matter.

Veronika Skvortsova is sure that already in adolescence, every girl should realize that an abortion is a murder. Nevertheless, Skvortsova does not consider it expedient to prohibit abortion by law, as it was at one time during the Soviet Union, since this would entail clandestine termination of pregnancy, which is dangerous for the health and even the life of women.

Veronika Skvortsova is one of the "100 most influential women in Russia" in the list of "Ogonyok" magazine, and is also called the most influential person among the subjects of the Russian pharmaceutical market.

In December 2016, the country's chief physician made an incredible statement. According to Veronika Igorevna, Russian doctors have come to the final stage of developing and testing a drug for cancer. Tests of the first Russian anti-cancer agent at that time had already entered the second stage. The new agent has shown a stable effect on the removal of metastatic melanomas.

The minister also reminded fellow citizens that Russia is among the leading countries in the creation of targeted drugs that fight specific manifestations of cancer. No less joyful news reported by the politician was the statistics summaries for 2016, which showed that the mortality rates, especially among children, from this disease have decreased several times.

In addition, the minister is working to establish feedback with the residents of the country. The official website of the Ministry, where you can write a complaint or appeal, has been operating since 2007, but at the same time, under the leadership of Veronika Igorevna, the pages of the Ministry in microblogs and social networks began to work. The Minister calls the accounts on these platforms important channels of information, and the very communication with the citizens who applied and the processing of complaints received is one of the main tasks of the Ministry.

Personal life

Health Minister Veronika Skvortsova is happily married to Givi Guramovich Nadareishvili, associate professor of the Department of Transport Gas Turbine Engines at MAMI University. Skvortsova's husband is also engaged in entrepreneurial activities in the field of management consulting and is the head of the Scientific and Technical Center of SMEs, which has become a leader in the Russian market for the creation of exhaust gas emission and neutralization systems.

A married couple cannot boast of a large family and an abundance of children. Veronika Skvortsova and her husband have their only son, Giorgi Nadareishvili, who was born in 1986. Georgy, like his mother before, graduated from high school with a gold medal, entered a medical university and today holds the position of assistant at the Department of Fundamental and Clinical Neurology and Neurosurgery at the Pirogov Russian National Research Medical University. Georgy Givievich became a doctor in the sixth generation.

Veronica Skvortsova now

In October 2017, Dr. Tedros, WHO Director-General, founded the WHO High-Level Independent Commission on Noncommunicable Diseases, and already in February 2018, the press reported that Veronica Skvortsova had become the co-chair of this commission.

This post to the minister was ensured by the country's leadership position in the prevention and control of related diseases. The main task of this meeting will be to prepare a report for a thematic meeting, which will be held by the UN General Assembly.

Minister of Health Veronika Skvortsova

Nevertheless, despite the international recognition of the works of Veronica Skvortsova, rumors circulated in the Russian press about the planned resignation of the first lady of health care. Experts attribute these rumors to the fact that a number of complaints have accumulated about the work of the politician, and especially about the recent reform, which began the optimization of medical institutions. Both opinion leaders and average citizens complain that doctors are more and more in short supply every year, which is why the quality of both diagnostics and treatment is inevitably decreasing.

In addition, the sanctions scandal, which resulted in a ban on the import of a number of drugs into Russia, undermined faith in the minister's decisions. In April 2018, Veronika Igorevna promised that there would be no complete ban on the import of foreign medical supplies, at least until the moment when Russia launches its own production of similar drugs. But tension on this issue in the society remained.

March 18, 2018 took place, which was won by Vladimir Putin. Immediately after taking office, Putin again offered the post of prime minister to Dmitry Medvedev. On May 18, it was announced to reporters. Skvortsova, contrary to forecasts, retained the post of Minister of Health of the Russian Federation.

Then the structure was again modernized into the Ministry of Health of the Russian Federation (2012), which has been carrying out all orders and work in the health care system since that moment.
