This was discussed at the last meeting of the Commission for Emergency Situations. The head of the Krasnodar Regional Center for Hydrometeorology and Environmental Monitoring presented the forecast there. Andrey Bondar, promising that the current weather will continue until the end of the month. Subzero temperatures are expected in winter. Up to minus three in December, and up to minus five in January.
Such messages can bring a smile to Siberians or the Far East, and the inhabitants of the middle zone of the country do not particularly indulge in high degrees, and for the southern regions, these are already abnormal crackling frosts. And, apparently, the winter of 2017 will be really colder than always in the whole country and Europe.
As for the Kuban, according to Bondar, such low temperatures have not been observed in the Krasnodar Territory for the last six years. Are the Kuban public utilities ready for such a turn of events?
We already now, when it is only October, we write that in the southern cities - Volgograd, Krasnodar Territory, our valiant utilities have managed to freeze people. And winter is still far away, there was no real cold weather.
Nevertheless, in one of Krasnodar's microdistricts - Zhukovsky, fourteen apartment buildings were left without heat until the last moment. Heat was given there only after the governor personally intervened Veniamin Kondratyev... The head of the region did not accept the explanation that the owner had changed in the boiler house, and therefore did not have time to start it up in time, saying that the legal aspects of people should not concern people.
And, of course, the question immediately arises, if in October boiler houses do not start on time and heat-loving Krasnodar residents do not feel very comfortable in their own apartments, then what will happen in December-January, which promise to be colder than usual?
We can recall the Krasnodar floods this summer, in one of which a 17-year-old boy even died. And we wrote about it. Then, too, all responsible persons reported that they had not seen such showers for the last 50 years, so they could not cope with the elements in time. That is, will they again blame all emergency situations on natural anomalies?
Head of the Main Directorate of the Ministry of Emergency Situations for the Krasnodar Territory Ivan Kolontai stated that his service is ready for any turn of events. For a prompt response in any emergency situation, 2,300 employees of the department and 353 units of equipment will be involved. Four mobile heating stations are ready for operation with the ability to move out to places of traffic congestion.
In addition, according to the head of the Main Directorate of the Ministry of Emergency Situations, special observation posts will be created at the annual places of mass access to the ice by employees of the Ministry of Emergency Situations. There have already been identified 33 congestion-prone and 10 sections with prolonged descents and ascents on the federal highways of the region. The most dangerous areas are assigned to fire and rescue units. That is, people on the roads will definitely not freeze.
Minister of Transport and Roads of the Territory Anatoly Voronovsky also encouraged. They say that 905 units of equipment are ready to service roads in winter. So any heavy snowfall will be greeted fully armed.

By the way, about personal responsibility. The governor of the region, Veniamin Kondratyev, has already warned that all deputy heads for housing and communal services, where they did not receive heat on time, will be fired.
Kondratyev was outraged that, as always, all services provided reports on 100% readiness for winter and the beginning of the heating season, but in reality everything turned out quite differently.
For example, in Goryachy Klyuch boiler houses, including those providing heat for the children's clinic, were launched late. The village of Chernomorsky, Seversky District, remained without heat; we spoke about the microdistrict in Krasnodar itself at the very beginning.
Veniamin Kondratyev stressed that no one has the right to bring the situation to the boiling point and solve systemic problems in an emergency mode.
With all this, as always, the most important problem and the main reason for the most emergency situations, utilities call huge debts of heat supply organizations. In Kuban, the amount of debt today is 2.5 billion rubles.
At the same time, 800 million rubles are debts of heat supply enterprises of the Leningrad, Crimean, Kushchevsky, Slavyansky, Temryuk, Seversky and Uspensky districts. That is, a good part of the Kuban may be left without heating at all.
And as the authorities of the Krasnodar Territory note, the leadership of the municipalities does not remember their debts until the first frost. So, according to the vice-governor Andrey Alekseenko, it happened in the Kushchevsky district, where the debt has accumulated in 50 million rubles and which is now being explained by the difficulties with the beginning of the heating season.
Veniamin Kondratyev demanded to name the perpetrators of the situations by surname and to deal with each individual case.
- The heads of the field have a huge range of tasks, but there are deputies. And if deputies only provide such reports, they need to be removed. Such employees undermine the trust of the inhabitants of the region to the authorities out of the blue. There should be personnel decisions: deputy heads for housing and communal services in municipalities where they did not receive heat should be dismissed from their posts within 24 hours, - said the head of the region.
Kondratyev also suggested creating an interdepartmental commission, with the participation of representatives of law enforcement agencies, the prosecutor's office, in order to systematically work with debtors.
