1. Approve the attached Procedure for conducting state final certification for educational programs of higher education - bachelor's programs, specialty programs and master's programs.

2. Recognize as invalid the order of the Ministry of Education of the Russian Federation of March 25, 2003 No. 1155 “On approval of the Regulations on the final state certification of graduates of higher educational institutions of the Russian Federation” (registered by the Ministry of Justice of the Russian Federation on May 5, 2003, registration No. 4490).

The procedure for conducting state final certification for educational programs of higher education - bachelor's programs, specialty programs and master's programs

1. The procedure for conducting state final certification for educational programs of higher education - bachelor's degree programs, specialty programs and master's programs establishes the procedure for organizing and conducting educational activities for educational programs of higher education - bachelor's degree programs, specialty programs and master's programs (hereinafter - organizations, educational programs), state final certification of students (cadets) (hereinafter referred to as students, graduates), completing the development of educational programs with state accreditation, including forms of state final certification, requirements for the use of teaching and educational means, communication means during state final certification, requirements requirements for persons involved in the state final certification, the procedure for filing and considering appeals, changes and (or) cancellation of the results of the state final certification, as well as the specifics of conducting the state final certification for students with disabilities.

2. State final certification is carried out by state examination commissions in order to determine the compliance of the results of students’ mastery of basic educational programs with the relevant requirements of the federal state educational standard or educational standard * (1) (hereinafter collectively referred to as the standard).

3. A student who does not have academic debt and has fully completed the curriculum or individual curriculum for the relevant educational program of higher education is admitted to the state final certification *(2).

4. Ensuring the state final certification of educational programs is carried out by organizations*(3).

5. Organizations use the funds necessary for organizing educational activities when conducting state final certification of students.

6. Students and persons involved in the state final certification are prohibited from carrying and using communication means during the examination.

7. Persons who are mastering an educational program in the form of self-education or who have studied in an educational program of higher education that does not have state accreditation have the right to undergo an external state final certification in an organization for an educational program that has state accreditation, in accordance with this Procedure * (4).

8. State final certification for educational programs containing information constituting a state secret is carried out in compliance with the requirements provided for by the legislation of the Russian Federation on state secrets.

9. It is not allowed to charge students for passing the state final certification *(5).

10. State final certification of learning organizations is carried out in the form:

state exam;

defense of final qualifying work (hereinafter referred to as state certification tests).

Specific forms of conducting state final certification are established by organizations taking into account the requirements established by the standard.

11. The state exam is held in one or more disciplines and (or) modules of the educational program, the results of which are of decisive importance for the professional activities of graduates. The state examination is conducted orally or in writing.

12. Final qualifying work is work completed by a student (several students together) that demonstrates the graduate’s level of preparedness for independent professional activity.

13. The type of final qualifying work, the requirements for it, the procedure for its implementation and the criteria for its evaluation are established by the organization independently.

14. The volume (in credit units) of the state final certification, its structure and content are established by the organization in accordance with this Procedure.

15. State final certification is carried out within the time frame determined by the organization, but no later than June 30.

16. The results of each state certification test are determined by the grades “excellent”, “good”, “satisfactory”, “unsatisfactory”. Grades “excellent”, “good”, “satisfactory” mean successful completion of the state certification test.

17. Successful completion of the state final certification is the basis for issuing to the student a document on higher education and qualifications of the sample established by the Ministry of Education and Science of the Russian Federation * (6).

18. By decision of the collegial governing body of the organization, as well as in cases provided for by Federal Law of November 10, 2009 No. 259-FZ “On Moscow State University named after M.V. Lomonosov and St. Petersburg State University” * (7), persons who successfully pass the state final certification are issued documents on education and qualifications, samples of which are independently established by organizations * (8).

19. Features of conducting state certification tests using e-learning and distance learning technologies are determined by the local regulations of the organization. When conducting state certification tests using e-learning and distance learning technologies, the organization ensures identification of students’ identities and monitoring of compliance with the requirements established by the specified local regulations.

20. To conduct state final certification and conduct appeals based on the results of state final certification, state examination commissions and appeal commissions (hereinafter collectively referred to as commissions) are created in the organization. Commissions are valid for a calendar year.

21. Commissions are created in the organization for each specialty and area of ​​training, or for each educational program, or for a number of specialties and areas of training, or for a number of educational programs.

22. The chairman of the state examination commission is approved no later than December 31, preceding the year of the state final certification:

a) for organizations that have the right to independently establish educational standards - by an administrative act of the organization;

b) for organizations under the jurisdiction of federal executive authorities, with the exception of organizations from those specified in subparagraph "a" of this paragraph - by the founders of the organizations on the proposal of the organizations;

c) for organizations under the jurisdiction of constituent entities of the Russian Federation, municipal organizations and private educational organizations - by the Ministry of Education and Science of the Russian Federation on the proposal of organizations.

23. The organization approves the composition of the commissions no later than 1 month before the start date of the state final certification.

24. The chairman of the state examination commission is approved from among persons who do not work in this organization, who have an academic degree of Doctor of Science and (or) the academic title of professor, or who are leading specialists - representatives of employers or their associations in the relevant field of professional activity.

The chairman of the appeal commission is approved by the head of the organization (the person performing his duties or the person authorized by the head of the organization - on the basis of the administrative act of the organization).

25. The chairmen of the commissions organize and control the activities of the commissions, ensure the uniformity of the requirements for students during the state final certification.

26. The state examination commission includes at least 4 people, of which at least 2 people are leading specialists - representatives of employers or their associations in the relevant field of professional activity (hereinafter referred to as specialists), the rest - persons belonging to the teaching staff of this organization and (or) other organizations and (or) scientific workers of this organization and (or) other organizations who have an academic title and (or) academic degree.

The appeal commission includes at least 4 people from among the teaching staff of the organization and not members of the state examination commissions.

From among the persons included in the commissions, deputy chairmen of the commissions are appointed as chairmen of the commissions.

27. For the period of the state final certification, to ensure the work of the state examination commission, from among the persons belonging to the teaching staff of the organization, scientific workers or administrative workers of the organization, its secretary is appointed as the chairman of the state examination commission. The secretary of the state examination commission is not a member of it. The secretary of the state examination commission keeps minutes of its meetings and submits the necessary materials to the appeal commission.

28. The main form of activity of commissions is meetings.

Meetings of commissions are valid if at least two-thirds of the members of the commissions participate in them.

Meetings of the commissions are held by the chairmen of the commissions, and in their absence - by the deputy chairmen of the commissions.

Decisions of the commissions are made by a simple majority of votes of the members of the commissions participating in the meeting. In case of an equal number of votes, the presiding officer has the casting vote.

29. Decisions made by commissions are documented in protocols.

The minutes of the meeting of the state examination commission for the state certification test reflect the list of questions asked to the student and the characteristics of the answers to them, the opinions of the members of the state examination commission about the level of preparedness of the student identified during the state certification test to solve professional problems, as well as about the identified shortcomings in theoretical and practical training of the student.

Minutes of commission meetings are signed by the chairpersons. The minutes of the meeting of the state examination commission are also signed by the secretary of the state examination commission.

Minutes of commission meetings are compiled into books and stored in the organization’s archives.

30. State final certification program, including state exam programs and (or) requirements for final qualifying works and the procedure for their implementation, criteria for assessing the results of passing state exams and (or) defense of final qualifying works, approved by the organization, as well as the procedure for filing and considering appeals are brought to the attention of students no later than six months before the start of the state final certification.

31. The state exam is conducted according to a program approved by the organization, containing a list of questions submitted for the state exam, and recommendations for students to prepare for the state exam, including a list of recommended literature for preparing for the state exam.

Before the state exam, students are advised on the issues included in the state exam program (hereinafter referred to as pre-examination consultation).

32. The organization approves the list of topics for final qualifying works offered to students (hereinafter referred to as the list of topics), and brings it to the attention of students no later than 6 months before the start date of the state final certification.

At the written request of a student (several students performing a final qualifying work together), the organization may, in the manner established by it, provide the student (students) with the opportunity to prepare and defend a final qualifying work on a topic proposed by the student (students), if the feasibility of its development for practical application is justified in the relevant field of professional activity or at a specific object of professional activity.

To prepare the final qualifying work, a student (several students performing final qualifying work together) is assigned by administrative act of the organization a director of the final qualifying work from among the organization’s employees and, if necessary, a consultant (consultants).

33. No later than 30 calendar days before the day of the first state certification test, the organization approves by administrative act the schedule of state certification tests (hereinafter referred to as the schedule), which indicates the dates, time and place of state certification tests and pre-examination consultations, and brings the schedule to information of the student, members of state examination commissions and appeal commissions, secretaries of state examination commissions, managers and consultants of final qualifying works.

When creating a schedule, a break is established between state certification tests of at least 7 calendar days.

34. After the student completes the preparation of the final qualifying work, the head of the final qualifying work submits to the organization a written review of the student’s work during the preparation of the final qualifying work (hereinafter referred to as the review). In the case of completing a final qualifying work by several students, the director of the final qualifying work provides the organization with feedback on their joint work during the preparation of the final qualifying work.

35. Final qualifying works for master's and specialist's programs are subject to review.

To conduct a review of the final qualifying work, the specified work is sent by the organization to one or more reviewers from among persons who are not employees of the department, or faculty (institute), or the organization in which the final qualifying work was completed. The reviewer analyzes the final qualifying work and submits a written review of the specified work to the organization (hereinafter referred to as the review).

If the final qualifying work is interdisciplinary in nature, it is sent by the organization to several reviewers. Otherwise, the number of reviewers is determined by the organization.

36. The organization ensures that the student is familiarized with the review and review (reviews) no later than 5 calendar days before the day of defense of the final qualifying work.

37. The final qualifying work, review and review (reviews) are submitted to the state examination commission no later than 2 calendar days before the day of defense of the final qualifying work.

38. The texts of final qualifying works, with the exception of the texts of final qualifying works containing information constituting a state secret, are posted by the organization in the electronic library system of the organization and checked for the amount of borrowing. The procedure for posting the texts of final qualifying works in the electronic library system of the organization, checking the volume of borrowing, including content, and identifying unauthorized borrowings is established by the organization.

Access of persons to the texts of final qualifying works must be ensured in accordance with the legislation of the Russian Federation, taking into account the withdrawal of production, technical, economic, organizational and other information, including the results of intellectual activity in the scientific and technical field, the methods of carrying out professional activities, which have actual or potential commercial value due to their unknownness to third parties, in accordance with the decision of the copyright holder.

39. The results of the state certification test conducted orally are announced on the day of its conduct, the results of the state certification test conducted in writing - on the next working day after the day of its conduct.

40. Students who have not passed the state final certification due to failure to appear at the state certification test for a valid reason (temporary disability, performance of public or government duties, summons to court, transport problems (flight cancellation, lack of tickets), weather conditions or in other cases , the list of which is established by the organization independently), has the right to pass it within 6 months after completion of the state final certification.

The student must submit to the organization a document confirming the reason for his absence.

A student who fails one state certification test for a valid reason is allowed to take the next state certification test (if any).

41. Students who have not passed the state certification test due to failure to appear for the state certification test for an unexcused reason or due to receiving an “unsatisfactory” grade, as well as students specified in paragraph 43 of this Procedure and who have not passed the state certification test on the deadline established for them term (due to failure to appear for the state certification test or receiving an “unsatisfactory” grade), are expelled from the organization with the issuance of a certificate of training as having failed to fulfill the obligations to conscientiously master the educational program and implement the curriculum.

42. A person who has not passed the state final certification may re-pass the state final certification no earlier than one year and no later than five years after the date of the state final certification, which the student did not pass.

To re-pass the state final certification, the specified person, upon his application, is reinstated in the organization for a period of time established by the organization, but not less than the period of time provided for by the calendar educational schedule for the state final certification for the relevant educational program.

When re-passing the state final certification, at the request of the student, by decision of the organization, he may be assigned a different topic for his final qualifying work.

43. For students with disabilities, the state final certification is carried out by the organization taking into account the characteristics of their psychophysical development, their individual capabilities and health status (hereinafter referred to as individual characteristics).

44. When conducting state final certification, compliance with the following general requirements is ensured:

conducting state final certification for people with disabilities in the same classroom together with students who do not have disabilities, if this does not create difficulties for students when passing the state final certification;

the presence in the classroom of an assistant (assistants) who provides disabled students with the necessary technical assistance, taking into account their individual characteristics (take a workplace, move, read and complete an assignment, communicate with members of the state examination commission);

the use of technical means necessary for disabled students when passing the state final certification, taking into account their individual characteristics;

ensuring the possibility of unhindered access for disabled students to classrooms, toilets and other premises, as well as their stay in these premises (presence of ramps, handrails, widened doorways, elevators; in the absence of elevators, the classroom should be located on the ground floor, the presence of special chairs and other devices) .

45. All local regulations of the organization on the issues of conducting state final certification are brought to the attention of disabled students in a form accessible to them.

46. ​​At the written request of a disabled student, the duration of the disabled student’s passing the state certification test may be increased in relation to the established duration of its passing:

the duration of the state exam, conducted in written form, is no more than 90 minutes;

the duration of preparation of a student to answer a state exam conducted orally is no more than 20 minutes;

The duration of the student’s speech when defending his final qualifying work is no more than 15 minutes.

47. Depending on the individual characteristics of students with disabilities, the organization ensures that the following requirements are met when conducting the state certification test:

a) for the blind:

assignments and other materials for passing the state certification test are drawn up in embossed dotted Braille or in the form of an electronic document accessible using a computer with specialized software for the blind, or read out by an assistant;

written assignments are completed by students on paper in embossed dot Braille or on a computer with specialized software for the blind, or dictated to an assistant;

if necessary, students are provided with a set of writing instruments and paper for writing in embossed dot Braille, a computer with specialized software for the blind;

b) for the visually impaired:

assignments and other materials for passing the state certification test are formatted in larger font;

individual uniform lighting of at least 300 lux is provided;

if necessary, students are provided with a magnifying device; the use of magnifying devices available to students is allowed;

c) for the deaf and hard of hearing, with severe speech impairments:

The availability of sound amplification equipment for collective use is ensured; if necessary, students are provided with sound amplification equipment for individual use;

at their request, state certification tests are carried out in written form;

d) for persons with musculoskeletal disorders (severe impairment of motor functions of the upper limbs or absence of upper limbs):

written assignments are completed by students on a computer with specialized software or dictated to an assistant;

at their request, state certification tests are conducted orally.

48. A disabled student no later than 3 months before the start of the state final certification submits a written application about the need to create special conditions for him during state certification tests, indicating the characteristics of his psychophysical development, individual capabilities and health status (hereinafter referred to as individual characteristics). The application must be accompanied by documents confirming that the student has individual characteristics (in the absence of these documents in the organization).

In the application, the student indicates the need (lack of need) for the presence of an assistant at the state certification test, the need (lack of need) to increase the duration of the state certification test in relation to the established duration (for each state certification test).

49. Based on the results of state certification tests, the student has the right to appeal.

50. The student has the right to submit a written appeal to the appeal commission about a violation, in his opinion, of the established procedure for conducting the state certification test and (or) disagreement with the results of the state exam.

51. The appeal is submitted personally by the student to the appeal commission no later than the next working day after the announcement of the results of the state certification test.

52. To consider the appeal, the secretary of the state examination commission sends to the appeal commission the minutes of the meeting of the state examination commission, the conclusion of the chairman of the state examination commission on compliance with procedural issues during the state certification test, as well as the written answers of the student (if any) (for consideration of the appeal on the conduct state exam) or final qualifying work, review and review (reviews) (for consideration of an appeal for the defense of final qualifying work).

53. The appeal is considered no later than 2 working days from the date of filing the appeal at a meeting of the appeal commission, to which the chairman of the state examination commission and the student who filed the appeal are invited.

The decision of the appeal commission is brought to the attention of the student who filed the appeal within 3 working days from the date of the meeting of the appeal commission. The fact that the student who filed the appeal has familiarized himself with the decision of the appeal commission is certified by the student’s signature.

54. When considering an appeal about a violation of the procedure for conducting a state certification test, the appeal commission makes one of the following decisions:

on the rejection of the appeal if the information contained in it about violations of the procedure for conducting the state final certification of the student was not confirmed and (or) did not affect the result of the state certification test;

on the satisfaction of the appeal, if the information contained in it about violations of the procedure for conducting the state final certification of the student was confirmed and influenced the result of the state certification test.

In the case specified in paragraph three of this paragraph, the result of the state certification test is subject to cancellation, in connection with which the protocol on the consideration of the appeal no later than the next working day is transferred to the state examination commission to implement the decision of the appeal commission. The student is given the opportunity to pass the state certification test within the time frame established by the educational organization.

55. When considering an appeal about disagreement with the results of the state certification test, the appeal commission makes one of the following decisions:

to reject the appeal and preserve the result of the state certification test;

on satisfying the appeal and issuing a different result of the state certification test.

The decision of the appeal commission is transmitted to the state examination commission no later than the next working day. The decision of the appeal commission is the basis for canceling the previously issued result of the state certification test and issuing a new one.

56. The decision of the appeal commission is final and not subject to revision.

57. The re-conduct of the state certification test is carried out in the presence of one of the members of the appeal commission no later than July 15.

58. An appeal against re-conducting the state certification test will not be accepted.

A procedure has been established for conducting state final certification (FCA) for bachelor's, specialist's and master's degree programs.

A student who has completed the curriculum (including individual) according to the relevant program and has no debt is admitted to the State Examination.

Certification is carried out in the form of a state examination and defense of a final qualifying thesis. The state exam is taken in 1 or several disciplines and (or) modules of the educational program, the results of which are of decisive importance for the professional activities of graduates. It can be oral or written. The list of questions submitted for the exam is established by the educational organization.

The type, topics, order of execution and evaluation criteria of final qualifying works, requirements for them are also determined by the university. Final works for master's and specialist's programs are reviewed.

Upon successful completion of the State Examination, a document on higher education and qualifications is issued. Its sample is approved by the Russian Ministry of Education and Science. Moscow State University named after M.V. Lomonosov and St. Petersburg State University have the right to establish their own samples of such documents.

To conduct the State Examination and appeals based on its results, examination and appeal commissions are created. They are valid for a calendar year. It has been established how they are formed and work.

30 days before the start of certification tests, the university approves their schedule. The break between exams must be at least 7 days.

You can retake the State Examination after a year, but no later than 5 years after it was completed.

The features of the GIA of students with disabilities have been established.

Based on the results of the State Examination, the student has the right to file an appeal. The procedure is prescribed.

The previous procedure for conducting final state certification of graduates of Russian universities is no longer valid.

STATE FINAL CERTIFICATION

State final certification (hereinafter - GIA) of graduates of the 9th and 11th grades of an educational institution, regardless of the form of education, after they have mastered general education programs of basic general and secondary general education is mandatory.

This Regulation has been developed in accordance with:

The regulations on the state final certification of graduates of 9th and 11th grades are considered and adopted by the school’s pedagogical council and approved by the director of the educational institution.

The objectives of the final certification are:

Monitoring the implementation of the Law of the Russian Federation “On Education”;

Diagnostics of students' success in mastering basic general and secondary general education programs.

Establishing the actual level of knowledge, skills and abilities of graduates of the 9th and 11th grades and comparing this level with the requirements of state educational standards.

Students who are, in the current academic year, winners or prize-winners of the final stage of the All-Russian Olympiad for schoolchildren, members of national teams of the Russian Federation that participated in international Olympiads and formed in the manner established by the Ministry of Education and Science of the Russian Federation, are exempt from passing the state final certification in an academic subject corresponding to profile of the All-Russian Olympiad for schoolchildren, the international Olympiad.

The duration of exams in the Russian language, mathematics and other general education subjects, the list of additional devices and materials the use of which is permitted at the State Academic Examination in certain general education subjects is established annually by order of the Ministry of Education and Science of the Russian Federation.

In the event of a threat of an emergency, the executive authorities of the constituent entities of the Russian Federation exercising public administration in the field of education, the founders and the Ministry of Foreign Affairs of Russia, in agreement with the State Examination Committee, make a decision to postpone the exam to another PPE or to another day provided for in the schedules of the Unified State Examination and the State Examination.

At least a month before the start of the final certification, the deputy director for educational work is obliged to familiarize students in grades 9 and 11 and their parents (legal representatives) with these Regulations.

GIA GRADUATES 9 CLASSES

1. GENERAL PROVISIONS

1.1. These Regulations regulate the organization of the state final certification of 9th grade graduates in the prescribed manner.

1.2. State final certification of 9th grade graduates is carried out on the basis of the Procedure for conducting state final certification for educational programs of basic general education, approved by the Order of the Ministry of Education and Science of the Russian Federation dated December 25. 2013 No. 1394.

1.3. State final certification of 9th grade graduates, completing the development of the basic general education program, is mandatory.

1.4. The State Examination is carried out by state examination commissions in order to determine the results of students’ mastery of educational programs of basic general education in accordance with the requirements of the federal state educational standard of basic general education.

1.5. The GIA includes mandatory exams in the Russian language and mathematics. Students take exams in other academic subjects: literature, physics, chemistry, biology, geography, history, social studies, foreign languages, computer science and ICT on a voluntary basis of their choice.

2. FORMS OF CONDUCTING GIA

2.1.GIA IS CARRIED OUT

a) in the form of the main state exam (OGE) using control measuring materials, which are sets of tasks of a standardized form - for students who have mastered the educational programs of basic general education in full-time mode and were admitted to the State Examination this year;

b) in the form of written and oral examinations using texts, topics, assignments, tickets (GVE) - for students with disabilities, as well as for students with disabilities who have mastered educational programs of basic general education.

2.2. For students specified in subparagraph “b” of paragraph 2.1. of these Regulations, GIA in individual academic subjects, at their request, is carried out in the form of OGE.

3. GIA PARTICIPANTS

3.1. Students who do not have academic debt and have completed the curriculum or individual curriculum in full (with annual grades in all academic subjects of the curriculum for the 9th grade not lower than satisfactory) are admitted to the State Academic Examination.

The educational subjects chosen by the student and the State Examination Form(s) are indicated by him in the application that he submits to the educational organization before March 1.

Students have the right to replace (add) the list of exams specified in the application only if they have valid reasons (illness or other documented circumstances).

3.2. The application is submitted by students personally on the basis of an identification document, or by their parents (legal representatives) on the basis of an identification document, or by authorized persons on the basis of an identification document and a power of attorney executed in the prescribed manner.

When submitting an application, students with disabilities submit a copy of the recommendations of the psychological-medical-pedagogical commission, and students with disabilities - the original or a duly certified copy of a certificate confirming the fact of the established disability, issued by the federal state institution of medical and social examination.

3.3. The decision on admission to the state final certification is made by the pedagogical council of the educational organization and is formalized by the administrative act of the educational organization no later than May 25 of the current year.

4. TIMELINE AND DURATION OF GIA

4.1. To conduct the OGE and GVE on the territory of the Russian Federation, a unified exam schedule is provided. The duration of the exam is set for each subject.

4.3. The duration of examinations in academic subjects does not include the time allocated for preparatory activities (instructing students, opening packages with examination materials, filling out the registration fields of the examination paper, setting up technical means).

4.4. The break between examinations in compulsory academic subjects is at least two days.

4.5. By decision of the examination commission, the following students are re-admitted to take the state final certification in the current year in the relevant academic subject:

 the results of which were canceled by the examination commissions in cases provided for by the Procedure for conducting state final certification for educational programs of basic general education, approved by the Order of the Ministry of Education and Science of the Russian Federation dated December 25. 2013 No. 1394.

5. CONDUCTING GIA

5.2. Exams are conducted in the PPE in accordance with the Procedure for conducting state final certification for educational programs of basic general education, approved by Order of the Ministry of Education and Science of the Russian Federation dated December 25, 2013 No. 1394.

6. EVALUATION OF GIA RESULTS

6.1. The results of the State Examination are considered satisfactory if the student in compulsory academic subjects has scored the minimum number of points determined by the executive authorities of the constituent entity of the Russian Federation exercising public administration in the field of education.

6.2. Students who have not passed the State Examination, or who have received unsatisfactory results in the State Examination in more than one compulsory subject, or who have received a repeated unsatisfactory result in one of these subjects in the State Examination in additional terms, are given the right to pass the State Examination in the relevant academic subjects no earlier than a year later on the dates and forms established by the Procedure for conducting state final certification for educational programs of basic general education, approved by Order of the Ministry of Education and Science of the Russian Federation dated December 25, 2013 No. 1394.

7. SUBMITTING APPEALS

7.1. In case of violation of the established procedure for conducting the State Examination, the student has the right to file an appeal in writing with the conflict commission.

The student submits an appeal about a violation of the established procedure for conducting the State Examination on the day of the examination in the relevant subject to an authorized representative of the State Examination Committee, without leaving the PPE.

7.2. If the appeal is satisfied, the result of the exam, according to the procedure of which the student filed an appeal, is canceled and the student is given the opportunity to take the exam in the relevant academic subject on another day, provided for by the State Examination Schedule.

7.3. An appeal about disagreement with the assigned scores is submitted within two working days from the date of announcement of the State Examination results in the relevant academic subject.

Based on the results of consideration of the appeal about disagreement with the assigned points, the conflict commission makes a decision to reject the appeal and maintain the assigned points, or to satisfy the appeal and assign other points.

7.4. After approval, the results of the state examination are transferred to the educational institution.

8.1. A certificate of basic general education and its supplement are issued to persons who have completed training in educational programs of basic general education and have successfully passed the state final certification.

8.2. The final grades in the subjects studied by the graduate in classes of the second stage of general education are included in the certificate of basic general education.

8.3. Final grades for 9th grade in Russian language and mathematics are determined as the arithmetic average of the graduate's annual and examination marks and are included in the certificate in whole numbers in accordance with the rules of mathematical rounding.

Final grades for 9th grade in other academic subjects are based on the graduate's annual grade for 9th grade.

8.4. A certificate of basic general education with honors and its supplement are issued to graduates of the 9th grade who have completed training in educational programs of basic general education, have successfully passed the state final certification and have final grades “excellent” in all academic subjects of the curriculum studied at the level of basic general education .

GIA GRADUATES OF 11 CLASSES

1. GENERAL PROVISIONS

1.1. These Regulations regulate the organization of the state final certification of 11th grade graduates in the prescribed manner.

1.2. State final certification of 11th grade graduates is carried out on the basis of the Procedure for conducting state final certification for educational programs of secondary general education, approved by order of the Ministry of Education and Science of the Russian Federation dated December 26. 2013 No. 1400.

1.3. State final certification of 11th grade graduates, regardless of the form of education, after they have completed the secondary general education program is mandatory.

1.4. The GIA is carried out by state examination commissions (SEC) in order to determine the compliance of the results of students' mastery of basic educational programs with the corresponding requirements of the state educational standard.

1.5. Mastering the basic general education programs of secondary general education ends with mandatory state certification of graduates in the Russian language and mathematics. Graduates take exams in other general education subjects - literature, physics, chemistry, biology, geography, history, social studies, foreign languages ​​(English), computer science and information and communication technologies (ICT) on a voluntary basis of their choice. The number of elective exams is determined by graduates independently, for which no later than March 1 of the current year they submit an application to take elective exams indicating the subjects.

2. FORMS OF CONDUCTING THE STATE FINAL CERTIFICATION

2.1. State final certification is carried out in the form of a unified state exam (hereinafter referred to as the Unified State Exam).

2.2. For students with disabilities who have completed the basic general education programs of secondary general education, the state final certification is carried out in the form of a state final exam (GVE). For these categories of graduates, the state final certification may, if they wish, be carried out in the form of the Unified State Exam. In this case, a combination of both forms of state final certification is allowed. The form(s) of state final certification chosen by the graduate and the general education subjects in which he plans to take exams are indicated in his application.

2.3. State final certification is organized and conducted:

in the form of the Unified State Examination - by Rosobrnadzor together with the executive authorities of the constituent entities of the Russian Federation that carry out management in the field of education;

in the form of a state final exam - by executive authorities of the constituent entities of the Russian Federation that manage the field of education, educational institutions and their founders.

3. PARTICIPANTS OF THE STATE FINAL CERTIFICATION

3.1. Students who do not have academic debt and have completed the curriculum or individual curriculum in full (having annual grades in all academic subjects of the curriculum for each year of study in the educational program of secondary general education are not lower than satisfactory) are admitted to the State Academic Examination.

3.2. The educational subjects chosen by the student and the State Examination Form(s) are indicated by him in the application that he submits to the educational organization before March 1.

Students have the right to replace (add) the list of exams specified in the application only if they have valid reasons (illness or other documented circumstances). In this case, no later than a month before the start of the State Examination, the student submits an application to the State Examination Committee indicating the changed list of academic subjects and the reasons for its change.

3.2. The decision on admission to the state final certification is made by the school’s pedagogical council and is formalized by order no later than May 25 of the current year.

4. TIMELINES AND PROCEDURE FOR CONDUCTING THE STATE FINAL CERTIFICATION

4.1. To conduct the Unified State Examination and the State Examination on the territory of the Russian Federation, a unified examination schedule is provided. The duration of the exam is set for each subject.

4.2. For persons re-admitted this year to take exams in the relevant academic subjects, additional deadlines for conducting the State Examination are provided.

4.3. The break between examinations in compulsory subjects is at least two days.

4.4. The duration of examinations in academic subjects does not include the time allocated for preparatory activities (instructing students, opening packages with examination materials, filling out the registration fields of the examination paper, setting up technical means).

4.5. By decision of the examination commission, the following students are re-admitted to take the state final certification this year in the relevant academic subject:

 who received an unsatisfactory result at the state final certification in one of the academic subjects included in the list of compulsory ones;

 those who did not appear for exams for good reasons (illness or other circumstances confirmed by documents);

 those who did not complete the examination work for good reasons (illness or other circumstances confirmed by documents);

 whose appeals regarding violation of the established procedure of the State Civil Inspectorate by the conflict commission were satisfied;

 the results of which were canceled by the examination commissions in cases provided for by the Procedure for conducting state final certification for educational programs of secondary general education, approved by the Order of the Ministry of Education and Science of the Russian Federation dated December 26. 2013 No. 1400.

5. CONDUCTING GIA

5.1. KIM for conducting the OGE are formed and replicated by the founders and executive authorities.

5.2. Exams are conducted in PPE in accordance with the Procedure for conducting state final certification for educational programs of secondary general education, approved by the Order of the Ministry of Education and Science of the Russian Federation dated December 26. 2013 No. 1400.

6. EVALUATION OF THE RESULTS OF THE STATE FINAL CERTIFICATION

5.1. When conducting state final certification in the form of the Unified State Examination, a hundred-point assessment system is used, and in the form of a state final exam, a five-point assessment system is used.

5.2. The results of the state final certification are considered satisfactory if the graduate in compulsory general education subjects (Russian language and mathematics) when passing the Unified State Exam scored a number of points not lower than the minimum established by Rosobrnadzor, and when passing the State Examination received marks not lower than satisfactory (three points).

5.3. If a graduate receives an unsatisfactory result in one of the compulsory general education subjects (Russian language or mathematics) at the state (final) certification, he is allowed to re-apply for state (final) certification in this subject in the current year in additional terms.

5.4. Students who have not passed the State Examination, or who have received unsatisfactory results in the State Examination in more than one compulsory subject, or who have received a repeated unsatisfactory result in one of these subjects in the State Examination in additional terms, are given the right to pass the State Examination in the relevant academic subjects no earlier than a year later on the dates and forms established by the Procedure for conducting state final certification for educational programs of secondary general education, approved by the Order of the Ministry of Education and Science of the Russian Federation dated December 26. 2013 No. 1400.

7. SUBMITTING APPEALS

7.1. In case of violation of the established procedure for conducting the State Examination, the student has the right to file an appeal in writing with the conflict commission. 8. PROCEDURE FOR ISSUING CERTIFICATES OF GENERAL EDUCATION LEVEL

8.1. A certificate of secondary general education and its supplement are issued to persons who have completed training in educational programs of secondary general education and have successfully passed the state final certification.

8.2. In the certificate, a graduate who has received satisfactory results at the state final certification is given final grades: for each general education subject of the invariant part of the basic curriculum; for each general education subject of the variable part of the curriculum of an educational institution, studied by a graduate, if at least 64 hours were allocated for its study according to the curriculum of the educational institution over two academic years.

8.3. Final grades for grade 11 are determined as the arithmetic average of the student’s semi-annual and annual grades for each year of study in the educational program of secondary general education and are entered into the certificate as integers in accordance with the rules of mathematical rounding.

8.4. A certificate of secondary general education with honors and its supplement are issued to graduates of the 11th grade who have completed their studies in educational programs of secondary general education, have successfully passed the state final certification and have final grades “excellent” in all academic subjects of the curriculum studied at the level of secondary general education .

History of Primorsky District

I.General provisions

1.1. This Regulation has been developed in accordance with:

Law of the Russian Federation “On Education” (as amended and supplemented);

Regulations on the state (final) certification of graduates of grades IX, XI (XII) of general educational institutions of the Russian Federation" (order of the Ministry of Education of the Russian Federation with amendments and additions) in relation to the state (final) certification of graduates of 9 grades;

Letter from the Federal Service for Supervision in Education and Science (Rosobrnadzor) “On participation in the state (final) certification of graduates of IX grades of general education institutions.”

Order of the Ministry of Education of the Moscow Region “On the procedure for conducting state (final) certification of students who have completed educational programs of basic general education in the territory of the Moscow Region.”

1.2. This regulation establishes the forms, participants, terms and procedure for conducting state (final) certification of students who have completed educational programs of basic general education (hereinafter referred to as graduates).

1.3. This Regulation applies to the Education Department of the Ulyanovsk City Hall, educational institutions that have state accreditation and implement basic educational programs of basic general education, regardless of their organizational and legal form and subordination (hereinafter referred to as educational institutions).

1.4. Mastering the educational program of basic general education in an educational institution that has state accreditation ends with mandatory state (final) certification of graduates in the Russian language and mathematics. In other general education subjects - literature, physics, chemistry, biology, geography, history, social studies, foreign languages ​​(English, French, German), computer science and information and communication technologies (ICT) - graduates take two elective exams.

1.5. Graduates of general education institutions with the study of their native language (Tatar, Chuvash, Mordovian) as an academic subject are given the opportunity to pass state (final) certification in their native language (Tatar, Chuvash, Mordovian) as an elective exam.

1.6. State (final) certification of students who have completed educational programs of basic general education (with the exception of foreign and native languages) is carried out in Russian.

II. Forms of conducting

2.1. The organizational forms of conducting state (final) certification of students who have mastered educational programs of basic general education are traditional and new.

2.1.1. State (final) certification in the traditional form is carried out in two compulsory general education subjects (Russian language - presentation with elements of an essay; algebra - completion of control tasks) and two general education subjects of the choice of students, written and (or) orally, using examination materials of various types (tickets , abstracts, texts, topics, assignments, etc.), developed in accordance with the requirements of the federal state educational standard of basic general education for the results of mastering general education programs of basic general education.

Graduates who wish to continue their studies in specialized classes of the third level of general education take two elective exams in general education subjects corresponding to this profile of study.

2.1.2. The new form of state (final) certification of students who have completed educational programs of basic general education is a form of organizing final exams using mechanisms for independent assessment of knowledge through the creation of regional subject commissions.

State (final) certification in the new form is carried out using tasks of a standardized form, the completion of which makes it possible to establish the level of mastery of the federal state standard of basic general education, on forms provided by the Federal Testing Center.

Certification of graduates in Russian language and mathematics in the Moscow region is carried out in a new form.

Certification of graduates in literature, physics, chemistry, biology, geography, history, social studies, foreign languages ​​(English, French, German), computer science and information and communication technologies (ICT) at the graduate’s choice can be carried out in both traditional and new form.

Certification of graduates is carried out on the basis of general education institutions, which have been assigned the status of examination points (hereinafter referred to as EPE).

III. Participants

state (final) certification

3.1. Graduates who have annual grades in all general education subjects of the curriculum for the 9th grade are not lower than satisfactory, as well as students who have an unsatisfactory annual grade in one subject with the obligatory passing of an exam in this subject are admitted to state (final) certification.

3.2. Foreign citizens studying in a general educational institution in accordance with the agreement, as well as stateless persons, refugees and forced migrants studying in a general educational institution, are allowed to undergo state (final) certification in accordance with clause 3.1. of this Regulation.

3.3. Certification of graduates with disabilities, including persons who studied at home for health reasons, in sanatorium-type educational institutions for children in need of long-term treatment, who were in medical institutions for more than 4 months, as well as graduates of educational institutions created in institutions executing punishment in the form of imprisonment, in compulsory subjects (Russian language, mathematics) can be carried out in the traditional form.

3.4. For graduates with disabilities, including those who studied at home for health reasons, in sanatorium-type health educational institutions for children in need of long-term treatment, who have been in medical institutions for more than 4 months, state (final) certification is carried out taking into account their state of health and characteristics of psychophysical development. State (final) certification for these 9th grade graduates can be carried out ahead of schedule; the number of exams taken can be reduced to two mandatory written ones; mandatory written exams can be replaced with oral ones by agreement of educational institutions with the Education Department of the Mayor's Office.

For graduates of educational institutions established at institutions executing punishment in the form of imprisonment, state (final) certification is carried out taking into account special conditions of detention and the need to ensure public safety during the exam.

The administration of the institution executing the penalty of imprisonment is involved in the certification of graduates of educational institutions created at institutions executing punishment in the form of imprisonment.

3.5. The decision on admission to state (final) certification is made by the pedagogical council of the educational institution and is formalized by order no later than May 25 of the current year.

3.6. State (final) certification of graduates of IX grades who go to training camps for candidates for national teams of the Russian Federation, to international school Olympiads, to Russian or international sports competitions, competitions, shows, Olympiads and training camps, for permanent residence abroad, as well as for graduates studying in evening (shift) educational institutions, drafted into the ranks of the Russian Army, it can be carried out ahead of schedule, but not earlier than April 20.

An application for early certification is submitted by the graduate to his educational institution with the presentation of documents entitling him to early certification. An application for early certification is sent by a general education institution to the Department of Education, Department of Education - by March 1 of the current academic year.

3.7. Graduates of educational institutions that do not have state accreditation, as well as persons who have completed the educational program of basic general education in the form of family education or self-education, have the right to undergo state (final) certification in the forms established by these Regulations.

An application for participation in the state (final) certification is submitted by such persons to the educational institution no later than three months before the start of the certification.

The decision to admit the above-mentioned persons to the state (final) certification is made subject to their receipt of grades no lower than satisfactory at the intermediate certification conducted by the educational institution to which they submitted an application, in all general education subjects of the invariant part of the curriculum of this educational institution.

3.8. For graduates who missed the state final certification for a valid reason, additional deadlines for certification are provided in the forms determined by these Regulations.

3.9. The deadlines for certification are established by the Federal Service for Supervision of Education and Science.

3.10. A graduate is considered to have passed the certification if he receives marks not lower than “3” (“satisfactory”) in all exams.

3.11. Graduates who received two unsatisfactory grades are allowed to re-certify in these general education subjects during additional certification periods in the current year.

A graduate who has undergone certification in the new form and received no more than two unsatisfactory marks is given the right to re-certify in these subjects in additional terms in the traditional form.

IV. Rights and obligations of participants

4.1. Graduates come to the state (final) certification exams in the PPE on time. Late participants in the state (final) certification in the new form are allowed to take the exam by decision of the head of the PPE in cases where their appearance will not interfere with the normal course of the exam.

4.2. For each exam, graduates must have writing materials, and for exams in mathematics and physics - drawing materials.

Graduates are prohibited from possessing and using during exams any technical means, written publications and materials, with the exception of those expressly permitted for use in accordance with the instructions for conducting an exam in the relevant general education subject, developed by Rosobrnadzor.

4.3. If the procedure for conducting state (final) certification is violated and the graduate refuses to comply with it, the graduate may be removed from the exam. The fact of removal is documented in a protocol signed by the head and organizers of the PES.

A graduate removed from the exam is given the right to take this exam during the additional deadlines for state (final) certification.

4.4. The graduate has the right to an objective assessment of the examination work he has completed in accordance with the requirements of the state educational standard of basic general education.

4.5. In cases of violation of the examination procedure within the framework of state (final) certification and disagreement with the result of the assessment of the examination work, the graduate has the right to file an appropriate appeal in the manner prescribed by these Regulations.

An appeal will not be accepted or considered on issues of the content and structure of examination tasks, as well as on issues related to the graduate’s violation of the rules for conducting examinations provided for by these Regulations.

4.5.1. An appeal about a violation of the exam procedure within the framework of state (final) certification in a new form is submitted on the day of the exam before leaving the classroom to an authorized representative of the State Examination Committee, who forwards it to the conflict commission.

4.5.2. An appeal of disagreement with the results of the assessment of the examination work is submitted by the graduate to the head of the educational institution in which he became familiar with the official results of the examination, or directly to the conflict commission within two working days after familiarization with the results of the completed examination work. The head of the educational institution who accepted the appeal must immediately forward it to the conflict commission.

4.6. The procedure, deadlines and place for receiving an appeal are established and communicated to graduates, their parents (legal representatives) and heads of educational institutions.

4.7. Based on the results of consideration of an appeal about a violation of the examination procedure within the framework of state (final) certification, the conflict commission makes one of the following decisions:

On the rejection of the appeal, if the information contained in it about violations of the examination procedure has not been confirmed, or is insignificant and cannot influence the result of the examination work;

On the satisfaction of the appeal, if the information contained in it about violations of the examination procedure was confirmed and affected the quality of the graduate’s performance of the examination task. 4.8. Based on the results of considering an appeal about disagreement with the result of evaluating the examination work, the conflict commission makes one of the following decisions:

On rejecting the appeal and preserving the assessment result;

On satisfying the appeal and changing the result of evaluating the graduate’s examination work.

4.9. The results of state (final) certification exams are recognized by general education institutions as indicators of the educational achievements of students who have completed educational programs of basic general education, recorded in class registers, portfolios and a statement of educational achievements, which is provided to all students for enrollment in specialized classes, institutions of secondary vocational education, located on the territory of the Ulyanovsk region.

4.10. Minor students in grade IX who were not admitted to certification, as well as graduates who did not pass certification, are retained for a second year of study in grade IX.

V. Organization and conduct

state (final) certification in a new form

5.1. State (final) certification in a new form is carried out by the regional state autonomous institution "Information Technology Center" as part of the implementation of the state task for the provision of public services for the preparation and conduct of state (final) certification in all forms of its implementation together with municipal bodies of the Department of Education and with the participation general educational institutions, educational institutions of primary vocational and secondary vocational education.

The objectives of the state (final) certification of students in grade IX in the new form are:

Formation of a unified objective assessment of the educational achievements of students in IX grades of general education institutions and the creation of an education quality management system at the municipal and regional level;

Creating conditions for students to make an informed choice of their educational profile in high school, primary vocational and secondary vocational education institutions;

Increasing the responsibility of general education institutions for the quality of training of students at the level of basic general education;

Ensuring continuity of basic general and secondary (complete) general education;

Increasing the level of requirements of teaching staff;

Creation of conditions for high-quality staffing of classes and groups of specialized training at the third stage of general education, organization of admission to regional institutions of primary and secondary vocational education;

Preparation for the Unified State Exam.

5.2. State (final) certification of students in IX grades of general education institutions in a new form is carried out by regional subject commissions - subcommittees of the State Examination Committee and organized by municipal education authorities.

5.3. The provision of examination materials for state (final) certification in a new form for general education subjects included in the state (final) certification is organized by the Federal Service for Supervision in Education and Science (hereinafter referred to as Rosobrnadzor).

5.4. The regional state autonomous institution "Information Technology Center" provides state (final) certification in a new form, including:

Provides regulatory legal support for the activities of municipal subject commissions, as well as training of specialists involved in state (final) certification;

Determines the organizational and territorial scheme for conducting state (final) certification;

Organizes informing participants of the state (final) certification and their parents (legal representatives) on the organization and conduct of the state (final) certification through municipal educational authorities, as well as through interaction with the media, organizing the work of hotlines and maintaining a section on the official website for GIA-9 support;

Organizes receipt via a dedicated communication channel from the Federal Institute of Pedagogical Measurements, printing, duplication, acquisition and issuance of examination materials in the prescribed manner;

Exercises other powers within the framework of ensuring the conduct of state (final) certification in accordance with these Regulations, other regulatory legal acts of the Ministry of Education and Science of Russia, and methodological recommendations of Rosobrnadzor.

5.5. The Education Department of the Mozhaisk District Administration organizes and conducts state (final) certification in a new form, including:

Provides conditions for organizing and conducting state (final) certification of graduates;

Determines the number and location of PET and the distribution of state (final) certification participants between them, taking into account the need for effective and comfortable accommodation of exam participants;

Provides conditions for organizing and conducting state (final) certification for graduates with disabilities and graduates of educational institutions created at institutions executing punishment in the form of imprisonment (in agreement with the founders of these institutions);

Provides information to participants of the state (final) certification and their parents (legal representatives) on the organization and conduct of the state (final) certification by interacting with the media and organizing the work of the “hotline”;

Organizes the receipt and delivery of examination materials from the regional state autonomous institution “Information Technology Center” to the PPE in the prescribed manner;

Carries out interaction in accordance with the organizational and territorial scheme with the State Examination Committee and educational institutions;

Exercises other powers related to ensuring the conduct of state (final) certification and delegated by the Ministry of Education of the Moscow Region.

5.6. General education institutions, in order to ensure participation in the state (final) certification of graduates:

Lists of participants in the state (final) certification are compiled in a new form, indicating the general education subjects to be taken;

Inform participants about the timing, place and procedure for state (final) certification, including the procedure, place and deadline for filing appeals, as well as the results of state (final) certification within the established time frame;

Delegate their employees to the commissions created to conduct state (final) certification and to the organizers at the points of state (final) certification;

Interact in accordance with the organizational and territorial scheme with the regional examination commission, the Education Department of the Mozhaisk district administration

5.7. To organize and conduct state (final) certification, the State Examination Commission (SEC), regional subject commissions, and regional conflict commissions to consider appeals of graduates are created.

5.7.1. The State Examination Commission organizes and coordinates the work of municipal education authorities and educational institutions in preparing and conducting state (final) certification of graduates in a new form.

5.7.2. Regional subject commissions check the detailed answers of graduates’ examination papers.

5.7.3. Regional conflict commissions ensure the objectivity of evaluating graduates’ examination works and resolving controversial issues that arise during the state (final) certification in a new form.

5.8. The procedure for conducting state (final) certification in a new form for various categories of graduates of grade IX, including the procedure and functions of subject and conflict commissions, depending on the form of state (final) certification.

5.9. Persons involved in the preparation and conduct of state (final) certification, during the period they perform the functions of conducting state (final) certification in the new form, are recognized as officials and bear responsibility in accordance with the legislation of the Russian Federation for failure to perform or improper performance of their duties and abuse of official position.

5.10. Examination materials for state (final) certification in a new form are developed in accordance with the requirements of the federal state educational standard of basic general education. The development and provision of examination materials is organized by Rosobrnadzor.

5.11. Each GIA participant receives individual examination tasks in a new form.

When conducting an exam (part of an exam) in the Russian language in the form of a dictation, presentation or essay, the text of the exam tasks is opened by the head of the PPE in the presence of the organizers immediately before the start of the exam (the corresponding part of the exam).

5.12. In order to more fully inform the public about the progress of state (final) certification in a new form, a system of public observation and control over the conduct of exams is being formed.

Public observers are accredited from among representatives of state legislative bodies, educational institutions, the media, parent committees of educational institutions, boards of trustees of educational institutions, public associations and organizations upon their applications.

Public observers who have presented an identification document and a public observer certificate have the right to be present on the day of the examination at the examination points, including in classrooms at one, several or all stages of preparation and conduct of the examination.

Public observers carry out their activities in accordance with these Regulations, as well as the Regulations on the public observation system, approved by the Ministry of Education of the Moscow Region.

5.13. State (final) certification is carried out at examination points (PPE).

The number, total area and condition of the premises provided for examinations must ensure that examinations are conducted in conditions that meet the requirements of sanitary and epidemiological rules and regulations “Hygienic requirements for learning conditions in educational institutions. SanPiN 2.4.2.1178-02”, approved by the Chief State Sanitary Doctor of the Russian Federation on November 25, 2002 and put into effect by Resolution of the Chief State Doctor of the Russian Federation dated November 28, 2002 No. 44 (registered by the Ministry of Justice of the Russian Federation on December 5, 2002, registration No. 3997. 06.02. 2009).

5.14. For students with disabilities who have been studying at home (in the last 4 months or longer), in medical institutions with limited access, or for special medical reasons, PES can be organized at the place of residence or stay.

For graduates with disabilities, the PPE must be equipped taking into account their individual characteristics. The material and technical conditions of the examination must ensure the possibility of unhindered access for students to classrooms, toilets and other premises, as well as their stay in these premises.

During the examination, there are assistants present who provide students with disabilities with the necessary technical assistance, taking into account their individual characteristics, helping to take a workplace, move, and read the task.

Students with disabilities, taking into account their individual characteristics, can use the necessary technical means during the exam process.

During the exam, if necessary, meals and breaks can be provided in the classrooms for students with disabilities to carry out the necessary medical and preventive procedures. In this case, the duration of the exam is increased by the time spent on the break.

5.15. Classrooms in the PPE should be appropriately isolated from areas not used for the examination.

During the exam, stands, posters and other materials with information and reference information on relevant educational subjects must be closed in the classrooms.

The number of workplaces in the classrooms is determined taking into account the necessary effective and comfortable accommodation of exam participants.

5.16. On the day of the exam, the PES must be attended by: the head of the PES and the organizers, an authorized representative of the State Examination Committee, the head of a general education institution, law enforcement officers, medical workers, as well as assistants who provide the necessary technical assistance to graduates with disabilities, taking into account their individual characteristics, including including directly during the examination.

On the day of the exam, the following may be present at the PPE: representatives of the media, public observers who have passed accreditation, as well as officials of the Ministry of Education of the Moscow Region, Rosobrnadzor, carrying out an on-site (inspection) check of compliance with the established procedure for Certification.

Representatives of the media may be present in the exam rooms only until graduates begin filling out the forms.

Admission of these persons to the PPE is carried out only if they have documents identifying their identity and confirming their authority.

The head and composition of the organizers of the PES are determined by the State Examination Committee in agreement with municipal education authorities and approved by order of the Ministry of Education of the Moscow Region.

5.17. All organizers and participants of examinations must undergo training and instructions on regulatory legal documents at the federal and regional levels and the procedure for conducting examinations.

5.18. PPE leaders and organizers must be guided in their activities by the requirements of the documents regulating the conduct of the State Examination, as well as by these Regulations.

PPE leaders and organizers are responsible for violating the procedure for conducting state (final) certification.

5.19. The head of the educational institution on the basis of which the PET is organized is obliged to prepare the PET in advance for the examination, in particular:

Ensure that all premises allocated for the examination meet sanitary and hygienic requirements;

Prepare the classrooms in which the exam will be held, ensuring their numbers are prominently marked;

In specialized classrooms (mathematics, physics classes, etc.) remove (close) stands, posters and other materials with reference and educational information on relevant subjects;

Ensure reliable isolation of the classrooms in which the exam will be held from rooms not used for the exam (closed, sealed, etc.);

Provide audiences for persons accompanying graduates, representatives of the media (on the 1st floor), public observers and other persons who have the right to be present at the PPE on the day of the exam (these premises must be appropriately isolated from the exam rooms);

Prepare in advance signs with the inscriptions of the classrooms in which the exam will be held, scissors for opening special delivery packages (hereinafter referred to as special packages), as well as paper bags for packaging examination materials (used CMMs, drafts, damaged examination materials and those with printing defects) after the examination. exam in the required quantity;

In advance, allocate at the disposal of the head of the PES a work room (PES headquarters), which must be equipped with a telephone, computer, printer, safe and, if possible, locked with a metal door;

The day before the exam, it is necessary to check fire exits and primary fire extinguishing equipment (all keys must be kept by the head of the educational institution where the PPE is located);

Ensure that medical aid and law enforcement stations are located in the PPE on the day of the exam;

Be present at the PES on the day of the exam and assist the head of the PES on technical issues of operating the allocated premises.

5.20. Officials of Rosobrnadzor or the Ministry of Education of the Moscow Region, carrying out an on-site (inspection) check of compliance with the established procedure for conducting the State Examination of IX grade graduates, have the right to check the conditions of the examination at any stage.

Representatives of the media and public observers are prohibited from interfering with the actions of PES staff, interfering with the scheduled conduct of the examination, and distracting the attention of exam participants after they have entered the PES. Representatives of the media and public observers are obliged to unconditionally comply with the requirements of PES employees. In case of violation of the established requirements, the head of the PES makes a decision to remove public observers or media representatives from the PES.

5.21. If situations arise that are not reflected in these Regulations, decisions are made by the head of the PPE in consultation with an authorized representative of the State Examination Committee.

5.22. Before the start of the exam, the organizers instruct the exam participants, including informing the participants about the procedure for conducting the exam, the rules for filling out forms, the duration of the exam, the procedure for filing appeals about violation of the established procedure for conducting an exam in a general education subject and about disagreement with the assigned points, about cases of removal from the exam , as well as the time and place of familiarization with the exam results.

5.23. During the exam, participants do not have the right to communicate with each other, move freely around the audience and PPE, use mobile phones, other means of communication, electronic computing equipment and reference materials (with the exception of additional devices and materials, the use of which is permitted during exams in certain general education subjects , the list of which is specified in the regulations). The decision on the use of electronic computer technology by graduates with disabilities in each specific case is made by the State Examination Committee.

5.24. After the exam time has expired, the organizers announce the end of the exam and collect the exam materials.

No later than 1 hour after the end of the exam, packages with examination materials are packaged, sealed by the PSE and handed over by the head of the PSE to the authorized representative of the State Examination Committee for subsequent transfer to the RCIO, ensures that the examination papers are checked by the regional subject commission - the subcommittee of the State Examination Committee on the general education subject and the processing of forms with the answers of the participants GIA.

Checking and evaluating examination papers is carried out in accordance with the instructions developed by Rosobrnadzor.

When conducting certification, regardless of its organizational form, a five-point rating system is used.

VI. The procedure for issuing certificates of basic general education and awarding graduates

6.1. Graduates of the IX grade of a general education institution that has a certificate of state accreditation and have passed state (final) certification are issued a state-issued document on the appropriate level of general education - a certificate of basic general education.

6.2. Graduates who received education in general educational institutions that do not have a certificate of state accreditation, in the form of family education and self-education, have the right to certification in the form of external studies in general educational institutions that have a certificate of state accreditation.

6.3. Foreign citizens, stateless persons, refugees and internally displaced persons who studied at an accredited educational institution and passed state (final) certification therein receive a certificate of the appropriate level of general education.

6.4. Certificates of the appropriate level of general education for graduates are issued by the educational institutions in which they studied and passed state (final) certification.

A mandatory condition for issuing a certificate of basic general education to a graduate is satisfactory results of the state (final) certification.

6.5. The final grades for each general education subject studied by the graduate in classes of the second stage of general education are included in the certificate of basic general education.

The final grades are determined as the arithmetic average of the graduate’s grades for the academic year and the state (final) certification exam and are entered into the certificate in whole numbers in accordance with the rules of mathematical rounding.

In the certificate of basic general education, grades in general education subjects are indicated in numbers and in brackets with the words: 5 (excellent), 4 (good), 3 (satisfactory).

Graduates with annual, examination and final grades of “5” (excellent) in all subjects are issued a certificate of basic general education with honors.

6.6. A graduate who has passed certification in the new form is issued a certificate of certification results, the form of which is approved by the Ministry of Education of the Ulyanovsk Region.

The results of the state (final) certification in the new form can be taken into account by educational institutions of secondary vocational education located in the Ulyanovsk region when enrolling graduates in these educational institutions.

VI. The procedure for filling out and issuing a certificate of the results of the state (final) certification of students who have mastered the basic general education programs of basic general education, in a new form in the Moscow region in 2012

  1. A participant in the state (final) certification who has mastered the basic general education programs of basic general education and passed exams in the Russian language and mathematics in a new form (hereinafter referred to as GIA-9) is issued a certificate of results in those general education subjects in which the participant in the final certification scored points. not below the minimum.
  2. The issuance of certificates of GIA-9 results (hereinafter referred to as the certificate) is carried out on the basis of the decision of the State Examination Commission to approve the results of GIA-9 in general education subjects.
  3. The organization of registration of certificate forms is provided by the educational institution.
  4. The certificate for the GIA-9 participant is issued by the educational institution in which he mastered the basic general education programs of basic general education.
  5. The certificate is issued on the letterhead of the educational institution, which must indicate the full name of the educational institution, address, telephone number, certificate number and date of issue.
  6. The certificate form is filled out using technical means or handwritten in black in Russian.
  7. The contents of the certificate indicate the last name, first name, patronymic (in full) of the GIA-9 participant; the name of the educational institution, the class in which he studied; results of exams in general education subjects in the new form; validity period of the certificate.
  8. The certificate is signed by the head of the educational institution that issued the certificate and certified by the seal of the educational institution. Certification of certificates by facsimile signature is not permitted.
  9. The certificate indicates the validity period until December 31 of the current calendar year.
  10. A certificate of GIA-9 results is issued to a graduate upon presentation of an identification document, or to the parents (legal representatives) of a minor participant of GIA-9 on the basis of documents proving their identity.
  11. The certificate is issued under the personal signature of the person receiving it, with a note in the book of registration of the issuance of certificates about the results of the state (final) certification of students who have mastered the basic general education programs of basic general education, in a new form.
  12. A general educational institution issues a duplicate certificate of GIA-9 results, if the certificate has not expired, in case of its loss or damage (damage).
  13. The issuance of a duplicate certificate is carried out on the basis of the submission of a written application by the GIA-9 participant to the educational institution that issued the certificate to him in the case of:

Loss - outlining the circumstances of the loss of the certificate and providing documents confirming the fact of loss (certificates from internal affairs bodies);

Damage - outlining the circumstances and nature of the damage, precluding the possibility of further use, with the attachment of a damaged (damaged) certificate, which is destroyed in the prescribed manner.

The procedure for conducting state final certification (FCA) for basic general education programs has been revised.

This is due to the adoption of the new Education Law.

The purpose of certification is to determine whether the acquired knowledge of schoolchildren meets the requirements of the federal state educational standard.

Exams in Russian language and mathematics are still mandatory. For other subjects - on a voluntary basis at the student’s choice (previously it was necessary to choose 2-3 exams).

GIA is carried out in the following forms.

The first is the main state exam (OGE) using control measuring materials. We are talking about sets of tasks of a standardized form. They are being developed by Rosobrnadzor.

The second is written and oral exams using texts, topics, assignments, tickets (state final exam, GVE). They are taken in special closed educational institutions, in MLS, in schools located abroad (including in foreign institutions of the Russian Ministry of Foreign Affairs). In addition, students with disabilities undergo certification in this form. However, the student has the right to choose the OGE. GVE materials are also determined by Rosobrnadzor.

The third form of the GIA is determined by authorized regional bodies for those who have chosen an exam in their native language and/or native literature.

Exams are taken according to a single schedule. The GIA in Russian language and mathematics is appointed no earlier than May 25 (with a break of at least 2 days between exams), for other subjects - no earlier than April 20. If there are good reasons, certification in compulsory subjects can be completed ahead of schedule. If the exam lasts more than 4 hours, meals will be provided.

Persons without academic debt who have completed the curriculum in full (with annual grades in all academic subjects not lower than satisfactory) are admitted to the State Examination. Previously, it was allowed to have a “D” in 1 subject, subject to passing an exam in it.

Winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren, as well as participants in international Olympiads, are exempt from certification in the relevant subject.

Regional bodies authorized in the field of education create state examination commissions. They organize examination points (requirements for them have been established). Hotlines are being opened. Citizens are accredited as public observers of the State Inspectorate.

Examination papers are checked by subject commissions. No more than 10 working days are allotted for this. Students' appeals are considered by the conflict commission. The procedure for their formation and operation has been established.

Local (municipal) education authorities can create examination commissions to conduct state (final) certification of graduates of the IX grades of general education institutions in subjects of specialized training in classes of the III level of general education, as well as on behalf of the state education authority of the constituent entity of the Russian Federation to conduct the state (final ) certification of graduates of XI (XII) classes of general education institutions applying for a silver medal.

1.3. Students of IX grades who have mastered the educational programs of basic general education and have positive annual marks in all subjects of the curriculum of a general education institution, as well as students who have an unsatisfactory annual mark in one subject of the curriculum with a mandatory exam in this subject are admitted to state (final) certification .

Students of grades XI (XII) who have completed educational programs of secondary (complete) general education and have positive annual grades in all subjects of the curriculum of a general education institution are allowed to take state (final) certification.

1.4. Foreign citizens studying in a general educational institution in accordance with the agreement, as well as stateless persons, refugees and forced migrants studying in a general educational institution, are admitted to state (final) certification in accordance with clause 1.3 of these Regulations.

1.5. State (final) certification of graduates of classes IX, XI (XII), who go to training camps for candidates for national teams of the Russian Federation for international school Olympiads, for Russian or international sports competitions, competitions, shows, Olympiads and training camps, for a permanent place residence abroad, as well as for graduates studying in evening (shift) educational institutions, drafted into the ranks of the Russian Army, can be carried out ahead of schedule, but not earlier than April 20.

1.6. Additional deadlines for examinations for graduates who missed the state (final) certification for valid reasons, including those who studied abroad, are established by the educational institution in agreement with the state educational authority of the constituent entity of the Russian Federation.

2. The procedure for state (final) certification

2.1. Graduates of the IX grade of a general education institution pass at least 4 exams: written exams in the Russian language and algebra, as well as two exams of the graduate’s choice from the subjects studied in the IX grade.

Graduates of the IX grade of a general education institution who wish to continue their studies in specialized classes of the III level of general education take two exams in subjects corresponding to this profile of study.

2.2. Graduates of the XI (XII) grade of a general education institution pass at least five exams: written exams in algebra and the beginnings of analysis and in Russian language and literature, as well as three exams of the graduate’s choice from among the subjects studied in grades X, XI and XII.

For graduates of grades IX and XI (XII), who studied at home for health reasons, in sanatorium-type health educational institutions for children in need of long-term treatment, who were in medical institutions for more than 4 months, and disabled children, state (final) certification is carried out in an environment that excludes the influence of negative factors on their health, and in conditions that meet the physiological characteristics and health status of graduates.

State (final) certification for these graduates can be carried out ahead of schedule, but not earlier than May 1. If necessary, written exams can be replaced by oral ones, and the number of exams taken can be reduced to two written ones by agreement: with the state educational authority of a constituent entity of the Russian Federation - for graduates of grades XI (XII) and with the local (municipal) education authority - for graduates of IX classes.

2.3. Examinations in subjects chosen by graduates can be held immediately upon completion of mastering the subject within the educational program of basic general or secondary (complete) general education.

2.4. State educational authorities of the constituent entities of the Russian Federation may additionally introduce one exam in general education institutions to those established in clauses 2.1 and 2.2 of these Regulations, including an exam in specialized subjects in general education schools (classes) with in-depth study of individual subjects.

The total number of exams in grades IX should not exceed five, in grades XI (XII) - six exams.

2.5. Texts (tasks) of written examination papers for state (final) certification in Russian language and algebra in IX grades and in Russian language and literature and algebra and the beginnings of analysis in XI (XII) grades of general education institutions are developed by the Ministry of Education of the Russian Federation.

The Ministry of Education of Russia sends to the state educational authorities of the constituent entities of the Russian Federation the texts of written examination papers for grades IX with in-depth study of the Russian language and algebra, for grades XI (XII) - texts on Russian language and literature, algebra and principles of analysis, as well as the texts of examination papers in Russian language and literature for grades IX and XI with native (non-Russian) language of instruction.

To carry out the state (final) certification of graduates of IX grades, the selection of texts of written examination papers in the Russian language and algebra is carried out by state educational authorities of the constituent entities of the Russian Federation from collections of texts of written examination papers in the Russian language and algebra, developed by the Ministry of Education of the Russian Federation.

State educational authorities of the constituent entities of the Russian Federation provide general education institutions with selected texts of written examination papers for state (final) certification of graduates of IX grades, as well as texts of written examination papers for classes of compensatory education.

2.6. The timing of written examinations in grades IX of general education institutions is established by the state educational authority of the constituent entity of the Russian Federation on the territory of which these institutions are located, in grades XI (XII) - the Ministry of Education of Russia.

2.7. Lost power. - Order of the Ministry of Education of the Russian Federation dated June 25, 2002 No. 2398.

2.8. General educational institutions working under the educational programs of the International Baccalaureate and having a certificate of state accreditation can replace the last three tasks in the texts (tasks) of written examination papers in algebra and elementary analysis with tasks corresponding to the mathematics program of the International Baccalaureate.

2.9. Graduates of general education institutions taking written exams using television and radio broadcasting take their seats in the auditorium where the exams will be held 10 minutes before the start of the broadcast.

When conducting state (final) certification of graduates of general education institutions without the use of television and radio broadcasting, packages with examination materials are opened by the chairman of the examination commission:

in the presence of members of the examination committee and graduates of grades IX and XI (XII) immediately before the start of the essay;

in the presence of members of the examination committee 30 minutes before the start of written exams in Russian language and algebra in grades IX and in Russian language and literature in grades XI (XII), if the exam is conducted in the form of a presentation with a creative task;

in the presence of members of the examination committee 1 hour before the start of written exams in algebra in grades IX with in-depth study of mathematics and in algebra and the beginnings of analysis in grades XI (XII).

2.10. Written exams are held from 9 a.m. local time.

In grade IX, 4 astronomical hours are allocated for written exams in Russian and algebra (in schools (classes) with in-depth study of mathematics for the algebra exam - 5 hours).

In grades XI (XII), 6 astronomical hours are allocated for the written exam in Russian language and literature, and 5 hours in algebra and elementary analysis.

The start time of written exams using television and radio broadcasting, by decision of the state educational authority of a constituent entity of the Russian Federation, can be combined with the start time of the broadcast.

2.11. Written examination papers are graded on a five-point system.

For essays rated “2” and “5”, the examination committee compiles reviews.

2.12. The graduate has the right to familiarize himself with his written work, checked by the examination commission, and in case of disagreement with the given mark, within 3 days, file an appeal in writing to the conflict commission created by the local (municipal) education authority.

The timing and procedure for reviewing the verified written work, as well as the timing and procedure for the work of the conflict commission, its composition and powers are established by the local (municipal) education authority and are brought to the attention of graduates, their parents (legal representatives), teachers and directors of educational institutions no later than than 2 weeks before the start of the state (final) certification.

2.13. Graduates of IX grades who received no more than two unsatisfactory grades at the state (final) certification, and graduates of XI (XII) grades who received no more than one unsatisfactory grade at the state (final) certification are allowed to repeat the state (final) certification in these subjects.

Repeated state (final) certification is carried out before the start of the new academic year within the time limits established by the state educational authorities of the constituent entities of the Russian Federation.

3. The procedure for issuing certificates of general education level

3.1. Graduates of a general education institution that has a certificate of state accreditation and have passed state (final) certification are issued a state-issued document on the appropriate level of general education: graduates of grade IX - a certificate of basic general education, graduates of grades XI (XII) - a certificate of secondary (complete) general education.

Graduates of a general education institution that does not have a certificate of state accreditation, after passing the state (final) certification, are issued a document on the level of general education in accordance with the license. The form of the document is determined by the educational institution itself.

3.2. Graduates who received education in general educational institutions that do not have a certificate of state accreditation, in the form of family education and self-education, have the right to certification in the form of external studies in general educational institutions that have a certificate of state accreditation.

3.3. Foreign citizens, stateless persons, refugees and internally displaced persons who studied at an accredited educational institution and passed state (final) certification therein receive a certificate of the appropriate level of general education.

3.4. Certificates of the appropriate level of general education for graduates of general educational institutions with a certificate of state accreditation are issued by those general educational institutions in which they studied and passed state (final) certification.

Graduates of general educational institutions that do not have a certificate of state accreditation, who have passed state (final) certification in general educational institutions that have a certificate of state accreditation, certificates of the appropriate level of general education are issued by those general educational institutions in which they passed state (final) certification.

Graduates who studied in educational institutions that implement general education programs and are located at medical institutions, certificates of the appropriate level of general education are issued by those general educational institutions from which they left for treatment, based on the marks of intermediate and state (final) certifications received in educational institutions under medical institutions.

3.5. The final grades in the subjects studied by the graduate in classes of the second stage of general education are included in the certificate of basic general education.

The certificate of secondary (complete) general education includes final grades in subjects that the graduate studied in third-level classes of general education, as well as a grade in the Russian language.

3.6. For graduates who have studied elective courses, a corresponding entry is made in their certificates.

3.7. In the certificate, grades for subjects are given in numbers and in brackets with the words: 5 (excellent), 4 (good), 3 (satisfactory).

3.8. Minor students of IX grades who are not admitted to the state (final) certification, as well as graduates who have not passed the state (final) certification, at the discretion of their parents (legal representatives), are left for repeated studies or receive a certificate of study in a general educational institution of the established form.

Students of the XI (XII) grades who are not admitted to the state (final) certification, as well as graduates who have not passed the state (final) certification, are issued a certificate of study in a general educational institution of the established form.

The certificate indicates examination and final grades (including unsatisfactory ones) in all subjects studied in classes at the corresponding level of general education.

3.9. Persons who have received a certificate of study at a general education institution are given the right, no earlier than a year later, to undergo state (final) certification in the form of an external study, while those who previously passed the state (final) certification take exams in those subjects for which the certificate shows unsatisfactory marks.

Persons who have not passed the state (final) certification must pass at least four exams (grade IX), of which written exams in the Russian language (exposition with elements of an essay) and algebra are mandatory, and at least five exams (grade XI or XII), Of which, written exams in Russian language and literature and algebra and the beginnings of analysis are mandatory, as well as exams in subjects for which unsatisfactory marks are given on the certificate.

4. Alumni Awards

On the issue concerning the procedure for awarding gold and silver medals “For special achievements in learning” to graduates of general education institutions, see Order of the Ministry of Education and Science of the Russian Federation dated January 9, 2007 No. 1.

4.1. Awarding of graduates with gold and silver medals “For special achievements in learning” and a diploma of commendation “For special achievements in the study of individual subjects” is carried out in accordance with the regulations approved by the Ministry of Education of the Russian Federation.

4.2. Graduates classified for health reasons in a special group or exempted from physical education, labor training and computer science classes for health reasons, who have passed state (final) certification and have the appropriate marks, are awarded medals on a general basis.

4.3. Graduates of the XI (XII) classes awarded with gold or silver medals are issued certificates of secondary (complete) general education on forms with gold or silver embossing, respectively, and those awarded a diploma of commendation - on standard forms.

4.4. Graduates of IX grade with annual, examination and final grades of “5” are issued a certificate of basic general education of a special type.
