It was fabricated back in the 70s and 80s. In the 90s, the World Bank already had its own projects in the field of curbing CO2 emissions. In the 90s, I worked as the financial director of the World Bank's environmental management project in Russia, and I can say that in relation to Russia, this tool was used to destroy our industry, because it is allegedly excessively energy-intensive, produces excess amounts of carbon dioxide ... Everything is very clear here, now even any housewife understands that disposable goods are, of course, profit. That is, a business satisfies its own needs, and does not produce goods necessary for human life. These are obvious things: here everything is turned upside down.
The most interesting thing is even more and more. The fact that not only a commodity, some product of labor becomes disposable, but a person becomes disposable. An entrepreneur today proceeds from the fact that he just needs a labor force. For example, in ancient Rome, the slave was the personal property of the slave owner. And why did most of the anomalous climatic and weather changes become so selective - do they cover relatively small areas at the most critical times for agriculture, industry and natural resource extraction?
Undoubtedly, greenhouse gas emissions, human pollution of the environment, fluctuations in solar activity, and other, both purely terrestrial and cosmic factors, contribute to climate change. But it is also indisputable that the influence of these factors is not selective, spontaneous, which means that some other forces, undoubtedly controlled by man, are responsible for selective, purposeful climate anomalies. Recall that climate control, weather control has been talked about for a long time.
The perennial dream of a farmer at all times was: to depend as little as possible on the vagaries of the weather, so that when needed - it would rain, when needed - the sun would shine so that the hail would not break the harvest. The first experiments in weather control began in the second half of the last century. The most famous technologies for precipitation management have become: dispersing clouds for clear weather, converting ordinary clouds into rain, and preventing hail. They are carried out quite simply: the smallest particles of certain chemical reagents are scattered in the clouds by airplanes or rockets, which, depending on the composition, either do not allow water vapor to condense, or, on the contrary, create centers of such condensation, leading to the formation of rain drops, or do not allow hailstones to form. , turning the formidable hail into ordinary rain. But that was only the beginning…
But, before continuing our story, you need to imagine, at least in the most general terms, the mechanism of the formation of weather and climate. All weather and climatic phenomena: rains, thunderstorms, hurricanes, cyclones, droughts, heat, frost, tornadoes - they all form, flow and affect the environment of human life and activities in the lowest, densest layer of the earth's atmosphere - the troposphere. The energy that feeds all climatic processes is supplied by the Sun. However, solar energy is accumulated not only in the form of heat from the heating of the earth's surface and air masses in the troposphere by the sun's rays. In addition to light, the Sun also emits invisible radiation, streams of charged particles and plasma.
However, all of them do not reach the surface of the Earth and the troposphere, but are absorbed in the upper, rarefied layers of the Earth's atmosphere, ionizing it and forming the ionosphere. Streams of charged particles and plasma, in addition, are deflected by the magnetic field of our planet to its poles, where they are also absorbed by the ionosphere, feeding it with energy and forming auroras - "auroras", one of the most beautiful natural phenomena. Thus, enormous energy accumulates in the ionosphere, and since the Earth's atmosphere is one whole, this energy is transferred to the troposphere, also influencing the formation of climate and weather.
And now let's pay attention to the fact that the energy accumulated in the ionosphere is the energy of motion of charged particles, plasma, electric and magnetic fields, that is, mainly electromagnetic, and, therefore, with the help of electromagnetic radiation and fields, one can influence the accumulation of energy in the ionosphere and its transmission to the troposphere, control the time and place of transmission, as well as the amount of transmitted energy. Thus, an opportunity opens up with the help of electromagnetic radiation, radio waves to influence the weather and climate in a certain region of the earth's surface at a certain time, to control them.

Officially, the HAARP station is intended for comprehensive studies of the Earth's ionosphere and magnetosphere, auroras, the causes and mechanisms of radio communication disruption, as well as for solving problems of long-range and ultra-long-range object detection in air defense and missile defense, detecting the deployment of submarines, and deep sounding of the earth's interior.
The basis of HAARP is a super-powerful decameter range radar (this range roughly corresponds to a short-wave range of 25 meters in a radio receiver), which includes an antenna field with a phased array - a phased array antenna, a complex of transmitting, processing and control equipment, as well as a powerful, completely autonomous power plant with multiple redundancy. The HAARP antenna field is stationary, unlike many radars, however, the PAA technology allows you to obtain a powerful highly directional radio beam in an arbitrary direction. The radio emission power of the HAARP station is 3,600 kilowatts, and in a pulse - up to 10,000 kilowatts, which is several million times higher than the solar radio emission in the decameter range.
All this tremendous power can be focused by the antenna field into a small area of space. In the zone of influence of such a radio beam on the ionosphere, its large heating is observed, the formation of plasma clots with a length of the order of a kilometer - giant ball lightning, and the pulsed resonance effect leads to a stimulated release of the ionosphere's own energy in selected areas of space. Earlier, the EISCAT (radio emission power of 1,200 kilowatts) and SPEAR (radio emission power of 288 kilowatts) were built in Norway, and the HIPAS station was also built in Alaska. In 2001, the fifth station of the HAARP project was built in Greenland, its radio emission power is 11,000 kilowatts, and today it is the most powerful. Let's pay attention to the fact that all five stations of the HAARP project are located in the zone of the northern auroral cusp - a kind of magnetic funnel at the northern magnetic pole of the Earth, where the energy of the flow of charged particles and plasma emitted by the Sun is transferred to the ionosphere. That is, HAARP stations are located exactly where the most efficient control of processes in the ionosphere is possible. By directly affecting the ionosphere, HAARP stations are able to control the weather and climate of the entire northern hemisphere of the Earth. And this is actually happening - since 2002, when the HAARP project began to be implemented on a full scale, the number of anomalous climatic events in the northern hemisphere has sharply increased.
In the USSR in the 1960s - 1970s, stations for the study of the ionosphere, similar to HAARP, were also built. To date, it is known about four, they are located on the territory of Russia, Ukraine and Tajikistan: the Sura station in Vasilsursk in the Nizhny Novgorod region, the station in Apatity in the Murmansk region (Russia); station near Kharkov (Ukraine); station near Dushanbe (Tajikistan). It is not known for certain whether they are operational at the present time, however, judging by the publications in the media, the Sura station, which belongs to the Nizhny Novgorod Scientific Research Radiophysical Institute, is fully operational. The power of its radio emission is 750 kilowatts, and the parameters of the equipment and the principle of operation are similar to the stations of the HAARP project. It was on the "Sura" that the effect of the resonant response of the ionosphere was discovered during its pulsed heating by radio emission, which, as already mentioned, leads to a stimulated release of the internal energy of the ionosphere and the transfer of this energy to the troposphere. Therefore, even in spite of the fact that "Sura" is located in the middle latitudes, and not in the circumpolar regions, it can also be successfully used to control weather and climatic conditions.
Summarize. At the turn of the third millennium, human civilization has become the most powerful factor of influence in its environment.
