The Public Relations Department of the Ministry of Internal Affairs of Russia (Department for Interaction with Civil Society Institutions and the Media of the Ministry of Internal Affairs of the Russian Federation) is an independent structural unit of the central apparatus of the Ministry of Internal Affairs of Russia.

Currently, public opinion is heavily dependent on the media. Or rather, the media today form this very public opinion. And the further effectiveness of the functioning of this or that organization depends on how it turns out. Objective coverage of an organization's activities in the media gives it, its ideas and projects a kind of credibility that is very difficult to obtain in other ways. If we take into account that the media are the main channel of non-personal communication, then building the right policy for interaction with them should be recognized as one of the most important components of public relations activities.

In the course of reforming the penal system and humanizing the conditions of convicts, it is very important that society receives proper understanding of these processes. Biased media coverage and, accordingly, public perception of the activities of penitentiary institutions can interfere with the normal course of reforms, cause nervousness among employees and prisoners, and create disbelief in society in the possibility of reforming the penal system. That is why such importance is attached to the formation among the citizens of the country of a correct understanding of the activities of institutions and bodies of the penal system and the problems that they solve. The media are called upon to fulfill this task.

The legal basis for the interaction of institutions and bodies of the penitentiary system with the media is: the Federal Law “On the Mass Media”, the Criminal Executive Code of the Russian Federation (Article 24).

Today there is no longer any doubt that organizations seeking to establish and maintain relationships with various categories of the public must be sufficiently open and accessible to media representatives. Considering the fact that the institutions of the criminal correctional system of the Chelyabinsk region have been inaccessible to journalists for many years, today representatives of the media have a genuine interest in the activities of the regional ATS system.

The functions of organizing interaction between institutions and bodies of the regional penitentiary system and representatives of the media are assigned to the press service of the Ministry of Internal Affairs of the Chelyabinsk Region.

The press service of the Ministry of Internal Affairs of the Chelyabinsk region constantly interacts with more than 60 federal, regional and municipal media. Among them are such printed publications as “Chelyabinsky Rabochiy”, “Evening Chelyabinsk”, “Chelyabinsky Komsomolets”, “MK in Chelyabinsk”, “Arguments and Facts”, “City News, representative offices of the central printed publications “Rossiyskaya Gazeta”, “Trud” , “Izvestia”, “Komsomolskaya Pravda”, etc.

Fruitful cooperation is carried out with all regional television channels, representative offices of federal television channels in Chelyabinsk and radio stations. Contacts have been established with correspondents of the information agencies RIA Novosti, ITAR-TASS, REUTERS, K-NEWS, Press Line, Siberian News Agency, Independent Information Agency, etc.

A comparative analysis of the press service’s documentation showed that over the past five years, the number of media outlets with which the press service interacts has increased by 42% (back in 2011, this figure was 28 media outlets) (Fig. 3.3). Media monitoring, which is regularly carried out by the press service, also demonstrates an increase in the total amount of information materials about the activities of institutions and bodies of the regional penitentiary system in the media. Thus, in 2009, 284 materials were posted, in 2010 - 338, in 2011 - 395 materials.

The organization of interaction with the media in the regional department of the Ministry of Internal Affairs is carried out in two directions: relationships with print and electronic media. Taking into account the use of each type of media, its own interaction policy is built using methods and technologies that correspond to the specifics of the area.

Relations with the media are built in the Ministry of Internal Affairs of the Chelyabinsk region on the principle of two-way information communication.

On the one hand, the press service provides newspapers and magazines with certain information about the activities of the Ministry of Internal Affairs of the Chelyabinsk region with the aim of its subsequent open dissemination and bringing it to all interested representatives of various categories of the public, and on the other hand, journalists and reporters themselves conduct an independent active search for information about penitentiary institutions, contacting the press service for the necessary information.

When choosing a newspaper or magazine to disseminate information, the press service uses the so-called “information field passport”:

  • üthe nature and thematic focus of the publication (orientation towards the general reader, coverage of the local community, coverage of a narrow professional field of activity, etc.);
  • frequency of publication of a newspaper or magazine (daily, several times a week, weekly, monthly, quarterly, etc.);
  • Circulation of the publication (determines the possible size of the readership);
  • Region of distribution of the publication (district, city, region, region, republic, country, near or far abroad);
  • üthe cost of posting information (when transferring information materials to the publication on a paid basis);
  • Retail price of one copy of the publication (determines its availability for the mass consumer), etc.

The Ministry of Internal Affairs of the Chelyabinsk Region has developed the most constructive relations with such printed publications as “Chelyabinsky Rabochiy”, “Chelyabinsky Komsomolets”, “Trud”, “Komsomolskaya Pravda”, “Arguments and Facts”. The pages of these newspapers regularly publish materials prepared by their own correspondents about the activities of penitentiary institutions in the region.

In addition to the publication of information materials, recently a form of work with print media has become widespread, such as holding a “direct line” in the editorial office with the leadership of the regional penal system. So, in 2010, such an event was held in the editorial office of the newspaper "Chelyabinsky Rabochiy", in 2011 - in the editorial office of the newspaper "City News".

Today, the press service of the Ministry of Internal Affairs of the Chelyabinsk Region widely uses the capabilities of departmental printed publications: the magazine “Crime and Punishment” and the newspaper “Kazenny Dom” - annually up to 10 of their own materials are published there by the press service employees and correspondents of the editorial office of the newspaper of the Ministry of Internal Affairs of the Chelyabinsk Region.

Among electronic media, television companies occupy a leading position in matters of interaction. The main forms of television presentation of information about the activities of the penitentiary system of the Chelyabinsk region are:

  • periodic reports on current events in the life of the institutions of the Ministry of Internal Affairs of the Chelyabinsk region;
  • üinterviews with managers and specialists of the Ministry of Internal Affairs of the Chelyabinsk region about the most pressing problems of its functioning;
  • üreports on ongoing PR events;
  • üresponses to critical comments, requests, complaints addressed to the Ministry of Internal Affairs of the Chelyabinsk Region from individual members of the public;
  • Documentary-historical films, etc.

Federal and regional television channels annually prepare from 150 to 200 television stories about the activities of institutions and bodies executing punishments and problems with their functioning. The most productive cooperation is with TRC journalists.

Thus, in addition to news stories, together with the television channel, regular coverage of the most pressing issues of the activities of penitentiary institutions is carried out on the air of the “Evening Chelyabinsk” program.

One of the areas of activity of the press service of the Ministry of Internal Affairs of the Chelyabinsk Region in organizing interaction with the media is the preparation and holding of special events with the participation of representatives of the media. The press service most often uses such forms of presenting information and news materials as press conferences (3 times a year), press briefings (4 times a year).

Since the penitentiary system of the Chelyabinsk region consists of 37 functioning units, the press service regularly uses such a form of work with media representatives as press tours (journalists' trips to institutions). The number of annual visits by representatives of domestic and foreign media to regional institutions averages 148 visits.

An analysis of the activities of the Ministry of Internal Affairs in the Chelyabinsk region shows that pressure on its units in connection with the fulfillment of a number of obligations assumed by Russia to the European community upon joining the Council of Europe continues. In one way or another, not only human rights organizations, but also criminal communities, who probably want to shake up the situation in institutions executing criminal punishments, are trying to influence the activities of institutions and bodies of the penal system. For these purposes, so-called black PR technologies are sometimes used. The results of a content analytical study of media materials for 2009-2011 demonstrate the emergence of negative and custom-made materials in the last two years:

- 3, 2011 - 3 (there were no similar materials in the period from 2007 to 2009). And although their percentage in relation to positive and neutral publications is low - 1% - one cannot ignore the impact of such materials on the formation of public opinion about the activities of the Ministry of Internal Affairs. According to the same study, the percentage of positive and neutral information materials to the total remains approximately the same: 2011 - 46% to 53%, in 2012 - 45% to 54%, respectively.

So, it becomes obvious that in matters of establishing and maintaining public relations in the Ministry of Internal Affairs of the Chelyabinsk region, the organization of interaction with the media plays a decisive role. The study clearly demonstrates that interaction with the media is a self-sufficient area of ​​PR activity, as well as interaction with public and religious organizations.

Relationships here are built in two directions: print and electronic media. However, these studies showed that interaction with print media requires improvement and development. In particular, this concerns the need to increase the number of own publications prepared by press service employees about the activities of the system.

The press service of the Ministry of Internal Affairs of the Chelyabinsk Region, in its activities to establish and maintain relations with the media, uses a whole range of forms and methods of interaction, including holding special events with the participation of journalists - press conferences and briefings. But at the same time, today such an effective form of work as holding “round tables” with the participation of journalists and other members of the public remains completely unused.

Thus, the results of the study showed that two groups of the so-called “external” public act as the public of the penitentiary system - non-profit organizations (human rights and religious groups) and the media. Today they are defined as key categories that shape public opinion about the activities of the penal system. The department that interacts with the media and public organizations at the federal level of the penal system is the Center for Public Relations. The Center’s responsibilities also include organizing international cooperation with penitentiary systems of foreign countries. The press services of the territorial bodies of the Ministry of Internal Affairs are subordinate to the Center for Public Relations.

The study made it possible to identify and analyze a number of problems in the functioning of the press service of the Ministry of Internal Affairs of the Chelyabinsk region and the organization of its activities as a PR unit.

The Regulations on the press service of the Ministry of Internal Affairs of the Chelyabinsk region highlight the following functions:

  • üpreparation and distribution of statements, press releases and other information materials through the media about the tasks, directions and results of the activities of institutions and bodies of the Ministry of Internal Affairs of the Chelyabinsk region;
  • üconsidering critical speeches in the media on issues of the activities of the penal system, if necessary, preparing materials to refute false information;
  • ütaking into account information transmitted to the media about the activities of the Ministry of Internal Affairs of the Chelyabinsk region and creating an information fund for accumulation, storage and systematization.
  • üinvolvement, with the consent of the relevant managers, of employees of the Ministry of Internal Affairs of the Chelyabinsk Region in speaking in the media, preparing interviews, publications, videos;
  • üensuring communication between management and the media;
  • üproviding the leadership of the Ministry of Internal Affairs of the Chelyabinsk Region with information about the position of the media on their speeches and statements.

As you can see, the above functions are fully consistent with the main tasks of the press service - preparation of the necessary information, its prompt transmission to media representatives, assistance in its placement and monitoring of published or broadcast materials about the activities of the organization. However, in fact, the press service of the Ministry of Internal Affairs of the Chelyabinsk Region additionally performs a number of functions that are normatively assigned to other divisions of the organization:

  • ürelease of a corporate publication for employees of the penitentiary system;
  • üpreparation of reports for managers at various levels for various events;
  • üpreparing scenarios for various corporate events;
  • üregistering subscriptions to periodicals for department employees and organizing a subscription campaign for departmental printed publications;
  • üorganization of a monthly direct telephone hotline in the institutions of the Ministry of Internal Affairs of the Chelyabinsk region.

In addition, the press service employees use their own resources to photograph and videotape significant events, prepare videos for official use, and also prepare video materials for publication in the media.

Thus, the functions of the press service of the Ministry of Internal Affairs of the Chelyabinsk Region significantly go beyond the organization of interaction with the media.

Among the areas of activity of the press service of the Ministry of Internal Affairs of the Chelyabinsk region, the organization of interaction with public and religious organizations is highlighted. However, in fact, this area is supervised by another structural unit - the department of educational work with convicts. The study showed that such a redistribution of functions causes a number of difficulties in organizing work with public organizations. Thus, the orientation of this direction towards working only with special contingents became obvious. Moreover, the lack of specialists closely involved in this particular area of ​​PR activity does not allow for high-quality organization of interaction, systematization and analysis of its results.

The structure of the press service of the Ministry of Internal Affairs of the Chelyabinsk Region includes two specialists: the head of the press service and the public relations inspector. The results of the study confirm that such a number of people is not enough not only to carry out all of the above functions assigned to the press service of the Ministry of Internal Affairs of the Chelyabinsk Region, but even if it were only engaged in information. The constant public interest in the activities of the Ministry of Internal Affairs of the Chelyabinsk Region, the expansion of the range of interactions, the need to introduce new forms and methods of work prove the need to enlarge this PR department. Due to the lack of human resources, today the press service pays virtually no attention to analytical work.

There is one more important point to note. Today, in the Ministry of Internal Affairs of the Chelyabinsk Region, the press service occupies the place of an auxiliary unit, which determines its low status in the organization. In accordance with the Regulations, the head of the press service reports directly to the head of the Ministry of Internal Affairs of the Chelyabinsk region, but in fact is subordinate to his deputy for personnel and work with personnel. This, in turn, complicates the presence of the head of the press service when making strategic decisions in the organization.

In addition, an analysis and survey was conducted on public relations with the Ministry of Internal Affairs in the Chelyabinsk region.

So, for the period from July 5 to September 1 of this year. The working group of the telephone consultation line of the Ministry of Internal Affairs of Russia in the Chelyabinsk region received 533 questions (appeals) from citizens, including on the main areas of application of the provisions of the Federal Law "On Police" remained the same - 200 questions (appeals), on issues not related to the operation of the Federal Law “About the police” - 333 (increased by 15 units).

The total number of proposals and comments from citizens to improve the efficiency of law enforcement provisions of the Federal Law “On Police” over the past week has not changed and remained the same at 17.

An analysis of the intensity of citizens’ requests received on the telephone consultation line of the Ministry of Internal Affairs of Russia “To help the citizen - the Law “On the Police”” since the beginning of its work indicates a stabilization of the number of citizens’ requests at a low level for a telephone consultation line - only 15 calls were recorded over the last week. At the same time, in the main areas of application of the provisions of the Federal Law “On Police”, over the past week of operation of the consultation line of the Ministry of Internal Affairs of Russia in the Chelyabinsk region, not a single thematic call was received (Fig. 3.1).

These are, as before, complaints about illegal, in the opinion of citizens, actions of police officers and questions about the implementation of the provisions of the Federal Law on social guarantees for employees of internal affairs bodies.

On the website of the consultation line of the Ministry of Internal Affairs of Russia "To help the citizen - the Law "On the Police" on the Internet, since the beginning of its work, 170 letters (appeals) from citizens have been registered, according to which the Ministry of Internal Affairs of Russia in the Chelyabinsk region is working on preparing responses and sending them to their addressees by email.

As can be seen from Table 3.2, over the last week of operation of the Internet consultation line of the Russian Ministry of Internal Affairs in the Chelyabinsk region, only two calls were received.

In addition, to assess the effectiveness of the press service of the Ministry of Internal Affairs in the Chelyabinsk region, a PR audit was carried out, namely, desk and qualitative research methods were used: content analysis of the media and population surveys.

We see the most interesting Internet survey conducted in September 2011 on the website of the Ministry of Internal Affairs of the Russian Federation for the Chelyabinsk region (www.guvd74.ru).

Respondents were asked to answer the question: “The work of the press service of which ministry, in your opinion, is the most effective?” According to the Ministry of Internal Affairs of the Russian Federation for the Chelyabinsk region, 201 people took part in the survey.

Thus, we can conclude that the effectiveness of the press service of the Ministry of Internal Affairs of the Russian Federation for the Chelyabinsk region was assessed by respondents at a lower level compared to the activities of the press services of the Ministry of Youth Affairs, Sports and Tourism and the Ministry of Civil Defense and emergency situations. On the one hand, this is a good indicator in the top three, but on the other hand, there is something to strive for, there are some points that need to be taken into account when planning work in the future for improvement.

An analysis of the problems identified as a result of a study of the organization of interaction with the public allows, as recommendations for improving PR activities, to raise the question of the need to create a full-fledged PR service in the Ministry of Internal Affairs of the Russian Federation for the Chelyabinsk Region, capable of functioning effectively in the context of reforming the penitentiary system.

The modern structure of the information block of the Ministry of Internal Affairs of the Russian Federation, which is represented by the Department of Public Relations (PRO), consists of the following parts: Press Center of the Ministry of Internal Affairs of the Russian Federation, the Department of Public Relations and the Strategic Planning Department. These areas of activity are clearly separated.

The main function of interaction with the media is assigned to the Department of the OS Press Center of the Ministry of Internal Affairs of Russia. We emphasize that the name “press center” not only increases the importance of the press service itself, but also emphasizes its status, since this department occupies a leading position in organizing the information activities of the press services of the internal affairs bodies of the constituent entities of the Federation. Thus, the name “Press Center” reflects the coordinating role of this unit.

The departmental specificity of the work of the Press Center of the Ministry of Internal Affairs lies in the need to comply with the principles of openness (in particular, the Constitution of the Russian Federation states that everyone has the right to access information), taking into account the fact that the current legislation in some cases provides the possibility of public disclosure of some information (there is such concepts as “state secret”, “official secret”, “secret of investigation”).

Valery Gribakin, head of the Department of Educational Services of the Ministry of Internal Affairs of the Russian Federation, points out that “the main partners of the Press Center of the Ministry of Internal Affairs are representatives of the media and those involved in the formation of the information space as a whole (in particular, various media unions, film industry workers). The work of the press center is clearly focused on organizing interaction with the media, since other departments of the Management Department are responsible for other areas of work.”

The process of interaction with the media includes the following elements:

  • - providing assistance to the media in the preparation of law enforcement materials;
  • - preparing your own materials for posting;
  • - provision of official comments;
  • - organization of briefings and press conferences;
  • - media monitoring (the department has a group of employees who watch television channels, newspapers, the Internet around the clock, and do round-the-clock electronic monitoring);
  • - media coverage of the activities of the leadership of the Ministry of Internal Affairs of the Russian Federation (including during business trips around the country) 14.

When analyzing the work of the Public Relations Department of the Ministry of Internal Affairs of the Russian Federation it is necessary to understand that this unit is the only structure of the Ministry of Internal Affairs of the Russian Federation, which has the right to act as an official representative of the department and comment on certain events on behalf of the entire institution. Having this unique opportunity places extreme responsibility on employees.

At the moment, the press service system, centered in the Department of Education, covers all divisions of the Ministry. There are structures or individual employees responsible for working with the media in every department of the Ministry of Internal Affairs of the Russian Federation (in total there are more than 20 divisions). In each division, depending on the specifics of its work, the head himself made the decision on what organizational form the division should exist, focused on producing information and working with journalists. Valery Gribakin, head of the Department of Operations of the Ministry of Internal Affairs of the Russian Federation, “believes that as a result of this, a very flexible logical system was built, since the number of personnel, the name of the unit in contact with the media, functional responsibilities, in each specific case clearly corresponds to the set of tasks that needs to be decided."

For example, in the Department of Economic Security, which is a serious structure on an all-Russian scale, one person cannot cope, so a special department has been created in the Economic Security Department of the Ministry of Internal Affairs of the Russian Federation for this structure. At the same time, for example, in the Financial and Economic Department one employee is responsible for the information block.

In the traffic police, due to its specifics, the functions of this unit are somewhat broader. A propaganda department has been created there, which includes employees responsible for interaction with the media, interaction with the public, as well as specialists whose functional responsibilities are to promote legal culture and competent behavior on the road (work in schools, universities, work collectives, etc. ). An analysis of the system of interaction with the media, created at the level of the central apparatus of the Ministry of Internal Affairs of the Russian Federation, indicates the presence of such an important quality as flexibility, which in recent years has proven its effectiveness and expediency.

The Regulations are a clearly structured document that regulates all aspects of activity, which certainly makes the work of regional divisions easier.

The difference between the standard regulations on the management of information and public relations of internal affairs bodies is that this document defines three main audiences of recipients of the information project:

citizens;

employees of internal affairs bodies, military personnel of internal troops, veterans, family members, law enforcement specialists;

journalistic community and public associations 14.

We said above that the work on public relations in the structure of the Ministry of Internal Affairs of Russia has been carried out for quite a long time, but it is obvious that it is at the present stage that it has been possible to centralize all efforts, build an effective internal framework for this activity and, accordingly, significant progress in information work of internal affairs bodies and communication with the population. If earlier the efforts of individual employees were not combined into a single system, now, through the creation of a single “think tank” and coordination of the work of departments, both horizontally and vertically, an effective system has been formed for broadcasting the position of the Ministry of Internal Affairs of the Russian Federation on a wide range of issues. As part of our research, we emphasize that the experience of the Public Relations Department of the Ministry of Internal Affairs of the Russian Federation can serve as a good guide in the work of the press services of various large organizations that have branches and representative offices in many constituent entities of the Federation.

It is also important that over the past 3 years, the Department of Educational Services of the Ministry of Internal Affairs of the Russian Federation has been pursuing a targeted policy aimed at moving away from the style of presenting information in the “criminal chronicle” format. The new goal of the UOS was to prepare a larger number of preventive and image materials. In this regard, at the moment the main criterion for assessing the quality of work of the press services of the units of the Ministry of Internal Affairs of the Russian Federation in the regions is not the quantitative, but the qualitative level of preparation of materials. In order to systematize data reflecting the state and dynamics of development of the information and propaganda work of internal affairs bodies, reporting forms have been developed for the areas of activity of information and public relations departments.

At the moment, the Russian Ministry of Internal Affairs is not only a “supplier” of information for the media and the public, but also has its own “media resources”, the target audience of which is not only internal affairs officers, but also Russian citizens in general. In order to clearly demonstrate the variety of information products produced under the auspices of the Ministry of Internal Affairs of the Russian Federation, we list some of them - these are Internet sites, the “Police Wave” radio station (created in the mid-90s), a television studio, various printed publications: books, newspapers magazines. This work at the level of the Central Office is carried out by the “United Editorial Board of the Ministry of Internal Affairs”. At the subject level there are approximately similar structures, the work of which is coordinated by public relations units. Currently, in the regions of Russia, departments of the Ministry of Internal Affairs produce 58 printed publications, 76 television programs and 36 radio broadcasts in various formats.

One example of how information issued on behalf of internal affairs bodies can be in demand by the population is the Smolensk region: “The circulation of the weekly newspaper of the Internal Affairs Directorate of the Smolensk region “Channel - 02” reached 24 thousand copies, distributed not free of charge, but by subscription and in retail"37. To properly understand these scales, we note that now the main socio-political newspapers of medium-sized regions rarely have a circulation of more than 10 thousand copies.

The “Concept for improving the interaction of units of the system of the Ministry of Internal Affairs of the Russian Federation with the media and public associations for 2009-2014” allows us to understand the strategic approach of the Ministry of Internal Affairs to the implementation of information policy 61.

The priority of this document is emphasized by the fact that the concept was issued as an annex to the order of the Minister of Internal Affairs of Russia Rashid Nurgaliev in 2009 under No. 1. Order of the Minister of Internal Affairs No. 1 of 01/01/2009 “On approval of the Concept for improving the interaction of units of the Ministry system Internal Affairs of the Russian Federation with the media and public associations for 2009-2014" prescribes to continue to "implement a coordinated policy in the field of forming an objective assessment of the activities of the Ministry among citizens, improving the legal culture of society, creating a positive image of employees of internal affairs bodies and military personnel search of the Ministry of Internal Affairs of Russia" 61.

Let us note that the first such concept was adopted in 2005 and was designed for three years. The main goal of the first Concept was to recommend the Ministry of Internal Affairs in the Russian information market as one of the priority newsmakers, therefore, to achieve this goal, it was extremely important to create a large number of publications and a constant presence in the information space. It was precisely this kind of work that allowed the Ministry of Internal Affairs to create the image of the most open department. Currently, when the Ministry has connections and authority in the journalistic community, the second stage of work on the comprehensive promotion of the “Ministry of Internal Affairs” brand has begun, when problems of the quality of preparation of materials and work with information technology have come to the fore.

The concept of 2009-2014 determines the vector of development of information work of internal affairs bodies for a period of 5 years. Such long-term planning of work with external audiences can rarely be found among government and administrative bodies, which emphasizes its special significance for the Ministry of Internal Affairs of the Russian Federation.

As the main tasks ensuring the achievement of the main goal of improving the image and increasing the authority of the Ministry among the general population, the following are identified and discussed in detail in the concept of the Ministry of Internal Affairs of the Russian Federation:

  • - deeper and more comprehensive development of interaction between internal affairs bodies and internal troops with the media;
  • - development of interaction between internal affairs bodies and internal troops with public associations;
  • - increasing the efficiency of departmental media;
  • - improving organizational support for interaction with the media and public associations.

Note that the Concept contains about 20 pages of detailed technological description and recommendations with the help of which issues should be resolved in the four areas mentioned above 14.

We emphasize that the expected results of the implementation of the Concept, as conceived by its creators, should be:

further progressive development of interaction between units of the Ministry of Internal Affairs of the Russian Federation with the media and public associations;

increasing citizens' trust in internal affairs bodies, internal troops and government institutions in general;

expansion of mutually beneficial cooperation at a new qualitative level;

formation of modern approaches and development of mechanisms for such cooperation;

growth of social activity and legal consciousness of citizens;

increasing the role of public associations in promoting law enforcement and ensuring law and order, which will ultimately ensure the successful implementation by internal affairs bodies and internal troops of tasks to respect and protect the rights and freedoms of man and citizen, strengthening the rule of law and order in the state and society.

Let us emphasize that this concept, like its predecessor, is not a declaration of intent, but a guide to action for departments of internal affairs bodies involved in the development of public relations. Experts emphasize that over the last period there has been a steady increase in the number of information materials about the activities of the Ministry of Internal Affairs in the media and, especially important, among them there are many materials of a preventive and positive nature 14.

A significant contribution to the formation of a positive process for employees of internal affairs bodies and military personnel of the internal troops is made by the holding of the annual All-Russian competition of the Ministry of Internal Affairs of Russia “Shield and Pen”60. At this event, not only distinguished employees of information and public relations departments are awarded, but also citizen journalists who pay increased attention to the problems of maintaining public order and the fight against crime, and talk about this with the greatest objectivity and impartiality.

In the work of the competition commissions, when determining the winners in numerous categories, significant attention is paid to the quality and creative component of the work of journalists, original ideas and non-standard approaches to covering the work of internal affairs bodies, materials and reports that have had the greatest impact on public opinion and serve to strengthen trust between the police are welcomed. and society. It is worth noting that holding such a competition at the federal and regional levels is an excellent information occasion and event that unites all employees of this unit, increases the prestige of the profession and stimulates them to perform their official duties with high quality.

In addition, in increasing the professionalism of units responsible for public relations, seminars and meetings of the heads of press groups of internal affairs bodies of all subjects of the Federation, which are held annually in one of the regions of Russia, play a significant role. The format of this event is quite effective and can be used by the press services of other large interregional organizations, since in a short period (up to 3 days) you can discuss current issues, exchange opinions, optimize internal interaction, hear speeches from leaders and invited specialists, get acquainted with the region in which the event is taking place 14.

The work of the Public Relations Department of the Ministry of Internal Affairs of the Russian Federation with the expert community, aimed at developing management decisions in the field of information policy, deserves special attention. This direction has begun to actively develop recently and has already shown its effectiveness. For example, it actively participates in the development of the information policy of the Ministry of Internal Affairs of Russia, determining its priority goals and objectives, developing proposals for improving certain areas of information and propaganda activities and assessing the effectiveness of their practical implementation Information Council of the Ministry of Internal Affairs of Russia 62.

In order to take wider account of the needs and interests of citizens, to ensure the protection of their rights and freedoms in the formation and implementation of state policy in the field of internal affairs, a Public Council under the Ministry of Internal Affairs of Russia was created in the Ministry of Internal Affairs of Russia 63.

Within the framework of the Cooperation Agreement with the Russian Orthodox Church, the Ministry carries out joint activities on the spiritual and moral education of employees of internal affairs bodies, military personnel of the internal troops and the general public of the Russian Federation, to prevent crime among minors. In addition, joint participation with representatives of the Russian Orthodox Church is carried out in other socially significant actions and events. Currently, the Department of the Internal Affairs Ministry of the Russian Federation, together with representatives of the spiritual administrations of Muslims, is working to overcome radicalism and extremism, especially among young people, and to prevent conflicts on interethnic grounds. In cooperation with representatives of the Jewish regional communities of Russia, measures are being implemented to prevent manifestations of xenophobia and national-religious hostility.

Thus, the central apparatus of the Ministry of Internal Affairs pays considerable attention to the development of interaction with the widest possible range of those organizations and officials that have a significant influence on the information agenda and public opinion.

In order to improve the organization of joint work of election commissions, referendum commissions and internal affairs bodies to ensure that citizens exercise their constitutional right to participate in elections and referendums held on the territory of the Russian Federation, compliance with law and order during their conduct, an agreement on interaction with the Central Election Commission was concluded Russian Federation 65.
