Step 1: Pre-check

Step 2. General information

For applicants over 18 years of age, apply only in their own name.

First, choose who you are: an applicant or a legal representative.

If you are a legal representative (parent, guardian, etc.), then fill out information about yourself: full name, date of birth, phone number, mail address.

Next, fill out information about the future card holder (his full name, date of birth, compulsory health insurance policy number), and you also need to fill in the details of an identity document (under 14 years old - birth certificate, over 14 years old - passport), place of registration. After filling out these fields, click the button CONTINUE.

Step 3. Place of study

Here you need to select the place of study by name or address and click on the button CONTINUE.

Step 4. Photos and additional information

First, you need to familiarize yourself with the requirements for uploading a photo (the face must be in full view, if you are wearing glasses, then the eyes must be clearly visible, etc.). Next click ATTACH FILE and upload a photo.

After this, you need to choose a bank and come up with a codeword(in case of loss or theft of the card).

NB! The student card will be delivered to your educational institution. To receive it you need to present a document. The card must also be activated in your personal account within 30 days, otherwise it will be blocked.

After entering the code word, press the button CONTINUE.

Step 5. Data verification

Be sure to check the correctness of the entered data and if everything is correct, click APPLY.

We inform you that full-time undergraduate and graduate students(hereinafter referred to as students) can apply for a Muscovite Card for a student/resident/postgraduate student (CM).

Muscovite card for students /resident/graduate student used:

  • as a discounted ticket for travel on the metro, in city passenger transport, as well as on suburban railway transport for students within the city and the Moscow region, for graduate students - only within the city of Moscow;
  • as a bank card for non-cash payment for goods and services;
  • as a compulsory medical insurance policy (if a compulsory medical insurance policy registered with the Moscow City Compulsory Health Insurance Fund is recorded on the card) with the ability to make an appointment with a doctor through EMIAS terminals in clinics.

To register the IC, the university submits data on students for verification to the Register of students, graduate students, and residents of the State Unitary Enterprise “Moscow Social Register”. The verification period for the transmitted data is before 10 working days.

After entering data into the Register, students must independently check on the website of the Moscow Social Register Citizen Check in the Register of Students/Residents/Postgraduate Students whether your data is in the Register.

Then you need to register on the portalwww.mos.ruand submit an application for registration of KM through your personal account. The application processing time is30 calendar days.The status of the application can be tracked in your personal account or via the link; the CM is received in the “My Documents” State Services Center, selected when filling out the application.

ATTENTION! Foreign citizens submit an application for the production of CM personally in any of the “My Documents” public service centers, regardless of place of residence or location of the educational institution.

To date, almost 100 multifunctional centers have been opened in Moscow. For the convenience of visitors, multifunctional centers are open daily from Monday to Sunday from 8:00 to 20:00. Data about 1st year students will be transferred to the MSD until August 26, 2019. Checking the availability of student data in the Register can begin from August 26, 2019.
Data about postgraduate students of the 1st year of study will be transferred until October 18, 2019. Checking the availability of data on admitted graduate students in the Register can begin after October 18, 2019.

If there is no data in the Register, the student must contact the educational program manager as soon as possible. The absence of data in the Register means that there is not enough current data about the student (passport data, actual address, etc.) in the university database (ASAV), or incorrect data is indicated.

At the time of registration of the CM, students can receive:

  • 50% discount on railway fares within Moscow and the Moscow region upon presentation of a student card or graduate student ID to the railway ticket office (from September 1 to June 15 inclusive).

A social card is provided to school and college students (full-time education) in two cases:

To apply online, you will need to complete the following steps:

Registration

To register, the user must provide their full name, mobile number and email address. A one-time code is sent to your phone, which is entered in a special window for confirmation.

The next step is to come up with a password of at least six characters and a security question, such as “Mother's maiden name.”

Finding the right service

We go to the service catalog and select the “Social support” section, then click on the menu item “Social benefits and other documents”. On the left we find the service for issuing a social card.

The second option to find a service is to use the internal search on the portal.

Filling out the application

The system automatically redirects the user to a page with an application for issuing a card. At steps No. 1 and No. 2, you need to provide the following information about the future owner of the document:

  • Date of Birth;
  • name of the educational institution (selected from the drop-down list);
  • purpose of issuing a card: initial receipt or replacement of lost “plastic”;
  • status of the person issuing the card (the applicant himself or his representative);
  • Full name of the representative, date of birth, contact details;
  • passport details of the future card holder, his SNILS number;
  • his permanent registered address.

Important! Applications for persons under 14 years of age are submitted by their legal representatives (parents, adoptive parents, guardians). Schoolchildren who have exceeded the specified age limit have the right to apply for social cards independently.

After filling out the specified data, proceed to step No. 3. It involves entering information about the educational institution where the child is studying. To add information to your application, select a school from the list using the search by address or name.

Step No. 4 assumes that the applicant needs to upload a photo of the future owner of the social card. If at the first step it was indicated that the document is being issued for the first time, you will need to select a bank from the pop-up list and come up with a code word.

When all the required information has been entered into the form, the portal user needs to check the data and, if correct, click on the “Submit Application” button. The document will automatically be sent for consideration by an authorized authority.

To find out at what stage the consideration of the application is, just go to the “My notifications” section of your personal account.

To receive a ready-made card, you need to personally contact the nearest MFC. The document is issued upon presentation of the all-Russian passport of the student or his legal representative.

Why can they refuse to issue a document?

A reasoned refusal to provide a card is possible if the photo does not meet current requirements, incorrect information is entered in the application form, and the personal data of the future owner of the “plastic” (for example, passport number, SNILS) is not confirmed.

In this case, it is necessary to correct the mistakes made and resubmit the application or contact the nearest MFC to clarify the details.

Full-time students of higher educational institutions in Moscow can apply for a personalized plastic card, which is called a student social card. It gives its holder a lot of opportunities and advantages:

  • Discounts on public transport
  • Payment for goods and services at a discount
  • Receiving a scholarship, material payments, etc. (like a bank card)
  • Making an appointment with a doctor at a clinic (compulsory medical insurance policy)

Where to apply for a student card

Until March 2016, submission of documents for card registration was carried out only at the “My Documents” MFC. For foreign students (citizens of other states), nothing has changed, but citizens of the Russian Federation since June 2016 can submit an application only through the State Services Portal of the MOS.RU website. Before submitting an application to the “My Documents” center, foreign students must check whether there is information about them in the Unified Register of Students. To do this, go to the website soccard.ru and in the form that opens, enter all the data about yourself:

  • Names of educational institution
  • Date of Birth

Then click the “Generate request” button.

If your data is not in the register, immediately contact the management of your university. The lack of data indicates that either the information did not pass verification due to some errors (incorrect passport data, etc.) or some of the documents were not transferred by the university at all due to their absence.

Citizens of the Russian Federation do not need to check themselves in the register in advance, because this happens automatically when submitting an application online on the State Services portal.

To submit an online application for a card, you must provide the following information:

At the final stage, you come up with a code word that serves to block the card if it is lost, and also select the nearest multifunctional “My Documents” center where it will be convenient for you to receive the card.

Checking the readiness of the student card

After submitting your application online on the State Services portal in your personal account, you will see the following entry: “Served. The application has been prepared for transmission to the OIV". This means that your application has been successfully uploaded to the portal, but has not yet been sent for consideration. After it is processed, the status will change to “Your application has been registered, number: (application number). The execution period does not exceed 30 days from the date of registration of the application".

But don’t rush to rejoice... Until all the data is thoroughly checked (the accuracy of passport data, the applicant’s presence in the Student Register, the photo’s compliance with all requirements, etc.), you may receive a reasoned refusal to issue a card. Then in your personal account the status will change to “The service has been rendered. Refusal to provide services due to: (reason for refusal)".

When the card is ready, information about this will also be available in the personal account of the State Services portal. When the student’s social card is ready, the following status will appear: “The service has been rendered. The decision is positive". This means that you can go to the MFC and pick up a plastic card.

How to top up a social card?

There are many ways to top up your card:
  • Online on the State Services portal of the Moscow website
  • Online through mobile applications of Sberbank, Bank of Moscow, Qiwi payment system
  • At bank terminals

What to do if the card is lost? Replacement procedure

The student's social card is valid for 5 years while studying at the university. In case of mechanical damage or loss, you must immediately contact the servicing bank. It will block the possibility of making cash payments using the card (temporary blocking period is 3 days). After this, you should submit applications for re-issuance of the card on the State Services portal pgu.mos.ru.
