A license to purchase long-barreled weapons is valid for 6 months (the expiration date will be indicated at the bottom of the license) - during this time you either purchase a weapon or hand it over (mandatory, otherwise the local police will “torment you”) to the authorities issuing a weapons license. Remember, the weapons license you received is not RENEWED (if lost, it is not RESTORED), but the state fee is paid again and a new license is issued based on the documents you previously submitted (if the validity period of the previously submitted documents has not expired).

For each of the above types, a permit is required. The law also provides for the following conditions for the acquisition of weapons: a legally capable person has the right to possess 5 units of each of these categories of weapons. If the established number increases, then a collection certificate should be issued.

Types of licenses for hunting weapons

If it is quite easy to purchase a firearm (in a store or from hand), then obtaining a license for it will be more labor-intensive. The resolution itself comes in two types:

For storage;

For storage and wearing.

The first type of license only allows you to keep a gun at home; the last resort is to use it for self-defense. It is worth considering that transporting it will be prohibited - for violating this rule you will be subject to an administrative penalty. The exception is transportation to sporting events. Who can get a license?

How do you obtain a license and permit?

You need to provide a certain package of documents to the licensing and permitting service of the local police department.   • duplicate to the seller.

What traumatic weapons do not require a license?

In accordance with the Law “On Weapons” 150-FZ, in the Russian Federation the types of self-defense weapons that civilians are allowed to have are divided into licensed and unlicensed.

Without permission and license, persons residing in the country have the right to buy and carry:

  • Mechanical gas atomizers, i.e. any gas cartridges, regardless of the substances they contain (including pepper, etc.). Restrictions are imposed on their use: not allowed in closed spaces, in buildings with a large number of people inside, outdoors in strong winds;
  • Gas pistols with caliber up to 4.5 mm. Like the previous type, they should not be used in crowded areas, because the owner risks exceeding the necessary self-defense;

  • Pneumatic pistols with a caliber of up to 4.5 mm with muzzle energy of up to 7.5 J;
  • Signal pistols and revolvers with a caliber of up to 6 mm;
  • A light and sound weapon that suppresses aggression by influencing a dangerous object through a sharp loud sound and a flash of light. The most famous example of such a self-defense device is AntiDOG, designed for short-term neutralization of dogs and some other dangerous animals;
  • Collectible (decorative) smooth-bore and/or edged weapons, subject to storage indoors exclusively as interior parts;
  • Variations of these types, combining the properties of 2-3 of them, for example, rocket launchers, which have both a signal effect and a possible impact on the aggressor with gas.

Information about the caliber and muzzle energy must be indicated in the certificate for any legally sold unit of pneumatics. In Russia, pneumatic guns with muzzle energy up to 3 J are most often offered as self-defense weapons, available without permission.

Types of licenses

The above-mentioned Federal Law-150 provides for three types of issued permits:

  • for storage;
  • for storage and carrying;
  • for storage and use.

The type of required permit that should be issued after purchasing a weapon is determined by the type of the latter.

There are no types of licenses, since a license is a permitting document for the purchase of weapons of the type specified in it. For further actions with the acquired weapon, it is envisaged to obtain not a weapons license, but a permit. These two documents should be clearly distinguished.

There are exceptions to this rule:

  • a license to acquire gas and signal means of self-defense, as well as edged weapons as an element of the national costume, plays the role of a permit;
  • To use a hunting rifle, on the contrary, permission alone is not enough - you must obtain a hunting license.

Where do you get a license for a traumatic weapon?

To obtain a weapons license, you will have to pay a visit to the Licensing and Permitting Department (OLRR) of the territorial administration of the Russian Guard, which serves the area (settlement) in which the person wishing to acquire a weapon lives. A citizen who, contrary to current Russian legislation, does not live at his place of registration, is forced to go to a government agency that serves the area where he is registered.

It is recommended that before you start filling out all the required papers and going through the authorities, you personally visit the OLRR to make sure whether they will give you permits for trauma, ask about the procedure for their registration and receive comprehensive official explanations on all issues.

Be prepared that it will take up to three months to collect the full package of papers.

What documents are needed to obtain a permit?

To obtain a personal injury license you must submit:

  • an application drawn up in a standard approved form;
  • a copy of the passport or an identity card that replaces it;
  • two 3x4 photo cards;
  • a check from the bank's cash desk confirming payment of the state duty.

In turn, to obtain a permit for a traumatic weapon, you will need:

  • certificate of training completed and exam passed;
  • medical certificate 046-1;
  • an act from the local police commissioner confirming the presence in your residential premises (at your place of registration) of a safe or a special cabinet for storing a pistol;
  • check from the bank office for payment of the duty.

Before applying for a permit, you will have to spend time and money on training in an accredited organization, undergo a medical examination, buy and install a cabinet / safe that is firmly attached to the wall and locked with a combination lock, and contact the local police officer to come to the owner of the injury and executed the said act.

Average cost of licenses

Training costs approximately 5 thousand rubles. If the exam cannot be successfully passed the first time, an unlimited number of retakes are allowed, but the “price of the question” is 1000 rubles. for every try.

The total cost of a medical certificate is 1,500 rubles.

The state fee for issuing a license is from 500 to 2000 rubles, and the OLRR can also charge additional fees. fee for her form - 50 rubles.

How to renew your license

If within 6 months you, due to some circumstances (surmountable or insurmountable), have not managed to acquire a traumatic injury, your license will be automatically revoked. In this case, the renewal of the document is completely excluded, and you will have to go through the entire procedure of its registration again - from scratch.

As for the permit for trauma, it should be renewed three months before its immediate expiration using a procedure identical to its receipt.

Rules for carrying traumatic weapons

The traumatic pistol should be worn:

  • only in a sheathed holster;
  • set to fuse;
  • without a cartridge in the chamber;

Of course, the owner of a traumatic weapon must always have a permit and identification card with him.

We must not forget about the principles of using traumatism. We must in every possible way avoid exceeding permissible self-defense, causing unjustified harm to objects that pose a danger, and correctly assess the degree of threat that comes from them. Otherwise, you can get a criminal record even if you are completely confident in your innocence, since the investigation and the court do not always share such confidence. Keep your head cool, try to avoid shooting, use the gun consciously and when really necessary.

What happens if you carry a weapon without permission?

A citizen who does not have a permit for a traumatic weapon of defense is subject to administrative liability under Art. 20.8 Code of Administrative Offenses of the Russian Federation.

Previously, this was punishable by criminal charges under Article 222 of the Criminal Code, but recently only the illegal sale of traumatic drugs falls under it.
