Targeted training is possible at RTU MIREA. Mechanisms for targeted training are regulated by Decree of the Government of the Russian Federation dated March 21, 2019 No. 302. Admission rules for targeted training have been established for applicants.

What is targeted learning?

Targeted training is training in budget places under secondary vocational or higher education programs in the interests of the customer (authority or municipal government, enterprise or even individual entrepreneur).
Targeted training is carried out on the basis of an agreement with a customer who is interested in training a student in a specific area of ​​training or specialty and his subsequent employment.
As part of the implementation of targeted training, the customer is obliged to provide (or organize the provision) to the student of social support measures, which may include a wide list from an additional scholarship to housing, and guarantees employment.
The student, for his part, is obliged to master the educational program and work for at least 3 years at the enterprise specified in the contract, in a position that is also specified in the contract. The contract may also stipulate the level of wages upon employment.

Admission to targeted training

Who is it available for: Admission to a university for targeted training is possible only for applicants entering higher education programs. For applicants entering secondary vocational education programs, this opportunity is not provided, although an agreement on targeted training is an additional advantage for admission.

Contract term: An agreement on targeted training must be concluded before the applicant submits an application for admission to study.

Who is the customer: Customers for admission to targeted training can only be authorities, local governments, government organizations, municipal institutions and organizations with state participation.

Which programs to apply for: Admission to targeted training at budgetary places is possible ONLY in areas of training, specialties from the approved list specified in the order of the Government of the Russian Federation dated February 11, 2019 No. 186-r (with additions established by the order of the Government of the Russian Federation dated May 18, 2019 No. 979- R).

Below is a list of RTU MIREA programs for which admission to targeted training is possible*.

How the quota is allocated: Applicants enter the university under a separate admission quota for targeted studies. The admission quota is established by the Government of the Russian Federation as a percentage of the number of budget places.

Sanctions for non-fulfillment of the contract: The contract for targeted training with which the student entered under a quota cannot be terminated. Sanctions for failure to fulfill the terms of the contract due to the fault of the student/customer/employer - compensation to the university for the cost of education for the past period.

Admission procedure to the university

Acceptance of documents within the quota for targeted training is carried out in the same order and within the same time frame as for other budget places. When submitting an application, you must provide a copy of the training agreement with the company, which gives you the right to participate in the competition for targeted places.

Recruitment for targeted studies at a university is carried out on the basis of a separate competition, and applicants applying for targeted places are enrolled in the university earlier than those participating in the general competition. Applicants who did not pass the competition for targeted places can participate in the general competition for budget places.

When documents are returned to persons entering the target places, the right to the target place is lost for them.

Target places remaining free after the publication of admission orders are provided to applicants participating in the general competition.

Even if the applicant has an agreement on targeted training, he is not obliged to enroll according to the quota. He can enroll on a general basis and, if he passes on the budget, he will still remain a student of targeted training in accordance with the agreement, but at the same time he will avoid possible additional sanctions for failure to fulfill its terms.

When preparing to enter a university, it is customary to consider different options. One of them is admission within the so-called targeted recruitment. Its peculiarity is that the applicant comes to the university not only with the results of the Unified State Exam, but also with a corresponding referral from any region or institution. At the same time, if he successfully passes the competition, he is enrolled in the specialty of his choice, studies there, and after graduating from the university he goes to work in the place from which he was sent.

Everything seems to be clear and understandable. However, the target recruitment system is much more complex than it might seem at first glance. It also contains a lot of nuances that a future applicant would do well to know. Let's look at just a few of them.

Take, for example, the fact that there are de facto two options for the target set. One of them is carried out under agreements concluded with executive authorities. The other is under agreements with enterprises and organizations, as well as within the framework of state programs related to the development of the military-industrial complex. And although the second option is not formally considered the target, it is nevertheless equated to it and has become widespread.

Another feature of targeted recruitment is that in sectoral universities, where the founder is the relevant ministry (department), the number of budget places allocated for it is usually greater than in universities directly subordinate to the Ministry of Education and Science. Moreover, in practice, it often exceeds the established standards, according to which the share of target audiences cannot be more than 15% of the target admission figures. And this state of affairs is considered quite acceptable, if, of course, the size of the target set is previously agreed upon with the founder.

Future target audiences must also take into account the fact that agreements between universities and customers (executive authorities, departments, enterprises, organizations) are concluded, as a rule, in April - May, because It is by this time that all issues with funding, lists of applicants and the number of places allocated for training are settled.

Another intriguing point. It concerns the possibility of refusal to provide targeted places. Cases like this are common. The university is not rubber and it is not obliged to satisfy the interests of everyone who turned to it with a request. What is very important here is the historically established practice of interaction between the university and those structures that previously collaborated with it and with which agreements have already been concluded for the training of future specialists.

It is also important to know the fact that cooperation with a university is not carried out in general, but in very specific areas of training. That is, for example, one customer is interested in training specialists in computer security, and another in the security of automated systems. That is why the future target student needs to have an idea not only about the university’s partners in targeted recruitment, but also about the specifics of their requests addressed to the university.

At the same time, one should also take into account the fact that the needs for targeted specialists can be formed in two ways - either descending through subordination from above, or formed from below, in accordance with the requests of specific enterprises and organizations. A striking example of the first case is medical universities, where the main parameters of the target enrollment are established by the Ministry of Health. The second is more typical of technical universities that have close ties with partner enterprises, which are subsequently employers.

Why is the target set interesting for everyone? If we take universities, then its benefits are quite obvious - targeted enrollment is virtually a guaranteed filling of budget places, regardless of the demographic situation or any other unpleasant circumstances. At the same time, for the most popular universities that do not experience problems with applicants, this issue is less relevant than the others, due to which the number of places allocated to target students there is incomparably smaller than for others.

The applicants themselves are no less interested in targeted recruitment. This is understandable - the target direction allows you to close many questions at once. Firstly, its presence significantly facilitates the admission process itself, because This group of applicants goes through a separate competition, which is significantly lower than usual, and is admitted first. Secondly, the target direction allows you not to think too much about finding a job after graduation, because the future place of work has already been initially determined. It is also important that target students often have certain advantages over other students. In particular, we may be talking about priority check-in into a dormitory, which is especially important for nonresident students, or additional scholarship support at the expense of future employers.

Target recruitment also has a downside. We are talking about the obligations that are imposed on graduates. The main one is the almost complete lack of choice of place of work after graduation. According to the established procedure, the target student is obliged to find a job in the organization that sent him to study and work there for at least 3 years. If this norm is not observed, the employer has the right to go to court and through it recover training costs from the violator.

If all this does not bother you, good luck. Target recruitment is not such an insurmountable problem as it might seem at first glance.

Admission to targeted training within the established quota for admission to targeted training is carried out according to a separate competition in accordance with the quota of targeted admission within the target numbers for admission to higher education institutions for the current year.

To participate in the target competition you must provide the following documents :

  1. Personal application for acceptance of documents for training indicating the selected specialties/areas of training;
  2. Photocopy of passport;
  3. Original (or copy) of the education document (certificate);
  4. A copy of the agreement on targeted training, certified by the target organization, or uncertified if the original agreement is available.

If training in one specialty (direction of training, educational program) is implemented in several departments of the University, the distribution of applicants to departments is carried out by the University independently.

Competition for targeted places is carried out based on the sum of points of the Unified State Exam or internal exams conducted by the University independently, taking into account additional points in the presence of individual achievements.

Features of targeted training: advantages and disadvantages

Targeted admission is admission to a university on a budget through a referral from a government department or an enterprise. If your training is paid for by an enterprise, then you undertake to work for it for the period specified in the contract. If you receive a referral from a government agency, you will work according to government distribution.

The main advantages of the target direction:

  • free education;
  • guaranteed employment after graduation;
  • a separate competition “for target audiences”;
  • enrollment occurs before the start of the first wave; if you do not pass, you will be able to participate in the main competition;
  • some enterprises provide the opportunity to work while studying on a flexible schedule;
  • social support from the future employer: scholarship, dormitory, travel allowance, etc. (stipulated in the contract);
  • employer assistance in the educational process (for example, collecting the necessary information for coursework, essays, scientific articles and dissertations).

The most important and significant disadvantage of such training- the obligation you have to your employer. Even if during your studies you decide that you do not want to connect your fate with your chosen profession, you will still have to work for the period specified in the target contract. Otherwise, you will have to reimburse the funds spent on your education, sometimes in two or three times the amount.

Target recruitment 2018: what changes are possible

In 2018, the government plans to adopt a new law that will tighten the conditions for targeted admission. It is expected that the minimum period of compulsory work at the enterprise after training will be at least 3 years.

A new participant will appear in the agreement between the applicant and the employer - the university. He will be responsible for ensuring that the document contains all obligations for both parties. It is also planned to tighten liability for failure to fulfill these obligations.

How to find an organization that will act as a customer for your university studies? There are several options here:

  • If you want to enroll in a specific university, contact its admissions committee and find out with which organizations it has entered into targeted admission agreements. Some universities provide such information on their websites.
  • You can get a referral from government agencies. For example, if you want to enroll in, contact the Department of Health in your region.
  • From local government bodies (for example, the city administration) you can obtain information about which employers submitted applications for concluding a targeted contract. There you can write an application for a targeted direction, indicating the desired specialty.
  • You can find an organization yourself. Decide on a direction, choose large organizations in this industry. Then visit them in person or go to their websites to find out if it is possible to get a referral to a university from them.
