Yesterday the first meeting of the Tyumen Regional Duma of the new convocation took place.

There are four factions. One goal

During the plenary session, the newly elected deputies discussed and made decisions regarding the organization of the activities of the regional parliament of the sixth convocation. Let us remind you: the regional Duma consists of 48 deputies. Of these, 24 deputies are elected from lists of candidates nominated by electoral associations, and 24 deputies are elected from single-mandate electoral districts.

Opening the meeting, Chairman of the Election Commission of the Tyumen Region Igor Khalin thanked everyone who took part in the preparation of the elections and assisted in their conduct, and also once again informed about the final results. The turnout in the region as a whole was 60.69 percent. Four political parties entered the regional Duma, having overcome the 5 percent barrier.

56.59 percent of voters voted for the United Russia list, 11.77 percent for the Communist Party of the Russian Federation, 8.82 percent for A Just Russia, and 17.94 percent for the Liberal Democratic Party. As a result, in the single electoral district, 15 deputy mandates were received by United Russia members, 4 by liberal democrats, and 3 by communists. Two parliamentary mandates went to the A Just Russia party.

The people's representatives took the oath of office as a deputy of the Tyumen Regional Duma, swearing to conscientiously fulfill their duties in the interests of the population of the Tyumen region, to respect the rights and freedoms of man and citizen, to comply with the Constitution of the Russian Federation, federal legislation, the Charter and legislation of the Tyumen region.

The election campaign was difficult and special for each of you. I am glad to see in the hall those who had the opportunity to work in previous compositions of the Duma. It was not easy for you to get into the regional parliament again. It was on you that the close attention of your opponents was directed, who harshly criticized you and pointed out your mistakes. But you were able to gain the trust of Tyumen residents. This means they worked well in previous years. And voters appreciated it. I hope you will become good mentors for the newly elected deputies, and your authority and experience will allow the new composition of the Duma to quickly get involved in their work.

The deputies were also warmly congratulated on the start of their work by the chief federal inspector in the Tyumen region Andrei Rutsinsky, the chairman of the Legislative Assembly of the Yamalo-Nenets Autonomous Okrug Sergei Yamkin, and the authorized representative of the Ugra Duma in the Tyumen Regional Duma Lyubov Chistova.

Then the deputies elected the chairman of the regional Duma and his deputies. A single candidate was nominated for the post of speaker of the regional parliament, which was supported by representatives of all political parties represented in the Duma. Based on the results of a secret vote (47 - “for”, 1 - “against”), Sergei Korepanov, a member of the United Russia faction, who headed the regional parliament for four previous convocations, became the chairman.

“My speech does not pretend to be a program,” said Sergei Evgenievich at the beginning of his speech. - The Tyumen Regional Duma will be guided in its work by the Strategy, developed with the participation of deputies, the regional government, public organizations, parliamentary and non-parliamentary political parties. At the same time, I have my own vision of economic, political and social problems.

As for the political sphere. Five years ago, I said from this rostrum: I will do everything possible to organize constructive interaction between the authorities of our three subjects, in order to in no case allow the emergence of any conflict situations. I said that as chairman of the regional Duma I would build work with the regional government on a good business basis in the interests of all its residents. I also said that I would do everything possible to ensure that all factions represented in the regional parliament work together to solve existing problems. Deputies who were in previous convocations can confirm: it was these principles that I was guided by all the years when I was the chairman of the regional parliament.

According to Sergei Korepanov, work on diversification should continue in the economic sphere. While developing oil production, oil refining, and petrochemistry, it is also necessary to pay close attention to such industries as agriculture, wood processing, and mechanical engineering, in the interests of the oil and gas complex. It is necessary to actively develop tourism and other sectors of the economy.

Of course, in order for these industries to operate successfully, it is necessary to create a favorable investment climate, provide assistance to small and medium-sized businesses, and actively support local producers. And, of course, continue to work to establish mutually beneficial and constructive relationships between the autonomous okrugs and the south of the Tyumen region.

At the plenary session, deputies also elected deputy chairmen of the regional Duma. They were United Russia members Andrei Artyukhov, Viktor Rein, Galina Rezyapova, Yuri Kholmansky, as well as a representative of the political party “A Just Russia” Vladimir Piskaikin.

The structure of the regional Duma has remained the same - five committees and one commission. The following committees will operate in the sixth convocation of parliament: on budget, taxes and finance (chairman Dmitry Goritsky, United Russia faction); on social policy (chairman Valery Falkov, United Russia faction); on state building and local self-government (chairman Fuat Saifitdinov, United Russia faction); on economic policy and environmental management (chairman Inna Loseva, United Russia faction), on agrarian issues and land relations (chairman Vladimir Kovin, United Russia faction), as well as the commission on parliamentary ethics and regulatory procedures (chairman Vladimir Nefedyev, faction "United Russia").

At the meeting, deputies also approved the list of members of the Council of the Tyumen Regional Duma, the Duma of the Khanty-Mansiysk Autonomous Okrug - Ugra and the Legislative Assembly of the Yamalo-Nenets Autonomous Okrug (Council of Legislators) from the Tyumen Regional Duma of the sixth convocation. In addition, the powers of deputy Mikhail Ponomarev were once again terminated early in connection with his election as a representative of the Tyumen Regional Duma in the Federation Council of the Russian Federation.

Vladimir Yakushev:
- As a governor, I expect from the sixth convocation of the Duma the same clear interaction that was formed in the previous convocation of parliament. For example, during the flood in Ishim in April of this year, when decisions had to be made very quickly, the deputies did not hesitate. Everyone, regardless of party affiliation, understood that our fellow countrymen had suffered and it was necessary to quickly adopt a regulatory framework on the basis of which to pay compensation to the victims and transfer funds for the restoration of city infrastructure.

The income of the deputy, general director of Gazprom Transgaz Surgut LLC Igor Ivanov over the past year amounted to 69.3 million rubles. A year earlier, he earned a little lower - 65.2 million rubles. He owns two plots of land, two residential buildings, and five apartments. The deputy has a Mercedes-Benz, a Porsche BOXTER, an ATV and a motor boat.

Deputy Chairman of the Tyumen Regional Duma, Deputy General Director for Economics and Finance of Gazprom Transgaz Yugorsk LLC Yuri Kholmansky declared income in the amount of 33.7 million rubles (in 2016 - 33.9 million rubles). His property includes a plot of land, a residential building of 140 square meters, a trailer and two motor boats.

The income of the leader of the “A Just Russia” faction in the Duma, Vladimir Piskaikin, increased significantly during the reporting period. Last year he earned 27.8 million rubles, a year earlier the amount was 11.8 million. The people's choice owns five plots of land in Russia and Germany, an apartment in Bulgaria, and several parking spaces. The MP also owns a share in a health hotel (5000 sq.m.) in Germany. Last year, Piskaikin got rid of his BMW 740LI.

The income of Sergei Morev, deputy director of Novokom 2012 LLC, has grown almost 27 times over the past year. In 2016, his declaration included the figure of 1.1 million rubles, in 2017 the amount reached 27.9 million. The deputy owns an apartment of 217 square meters.

The income of the speaker of the regional Duma Sergei Korepanov decreased to 12.9 million rubles. In 2016, the chairman earned a little more - 14.6 million. The leader of the LDPR faction in the Regional Duma, Gleb Trubin, earned 5.4 million rubles in 2017, which is 100 thousand rubles less than last year’s income. The deputy does not own anything, but only has a residential building of 250 square meters, an apartment and a plot of land.

The head of the Communist Party faction in the regional Duma, Tamara Kazantseva, reported an income of 5.9 million rubles (in 2016 the amount was 5.5 million). The communist owns two plots of land, a residential building (in shared ownership), three apartments, a garage-box and a Kia Rio car.
